FREE EARLY EDUCATION FUNDING – SUMMER TERM 2015

Online Funding Portal

Please find attached the summer term timetable, highlighting the important dates and deadlines for the summer term. We would like to remind providers of the importance of:

a)Submitting full and correct data by the deadline dates and

b)Checking submitted data and reviewing the payment summaries to confirm the amounts shown are correct, following receipt of the reminder email sent out from the funding team once the final data has been uploaded.

Please be aware that it is not possible to add children to the portal once the deadline date has passed and that late or inaccurate submission of data does result in additional work for the funding team which impacts on the whole funding process and final payments. In addition, if a provider fails to submit an estimate figure by the deadline, their interim payment will be delayed until later in the term, to allow us to process the main batch of payments.

We strongly recommend you regularly check your funding email account to ensure you receive the latest information regarding the Funding Portal, as this is updated regularly.

Early Years Pupil Premium (EYPP)

As you are hopefully aware, the Early Years Pupil Premium (EYPP) for three and four year olds will be introduced from April 2015 to support providers in closing the gap between the most and least advantaged children and their readiness for school. We will be holding EYPP Information Sessions to discuss

• An overview of the EYPP process and how providers will receive the funding,

• Amendments to the revised ‘Parent Declaration Form’ to obtain the parent/carer details

necessary to carry out the checks,

• Confirmation of eligibility criteria for children entitled to the EYPP,

• Marketing of the EYPP to parents/carers, highlighting the benefits to their child,

• The process for looked-after children and children adopted from care,

• Guidance on how EYPP can be used to support eligible children

There are still places left on the Information Session being held on Wednesday 15th April, 1.00 – 2.30pm at West Offices, Station Rise, York YO1 6GA.

At the Information Sessions we will be handing out an EYPP Provider Guidance document aswell as EYPP Parent Factsheets and an EYPP poster. For those providers who are not attending an Information Session, we will post out the guidance and marketing materials within the next couple of weeks. However, if you have any further questions about the Early Years Pupil Premium, please contact the Childcare Strategy Funding Team.

The Parental Declaration Form has been amended to include an EYPP Registration Form in order to obtain the parent/carer details required to carry out the EYPP eligibility checks. The amended Parent Declaration Form can be found under the Childcare Strategy webpage at For families where the Parent Declaration Form has been completed in an earlier term and hence only needs resigning for the summer term, you can attach a EYPP Registration Form to the back of the existing Parent Declaration Form.

Funding Rate 2015/16

The Schools Forum has recently met and agreed the early education funding rates for the financial year 2015/16 to remain unchanged at:

3 & 4 year old funding – base rate £3.38, deprivation supplement £0.40, EYPP £0.53

2 year old funding – base rate £4.85, no deprivation supplement, no EYPP

Early Years Inclusion Fund

The Inclusion Fund continues to be available to supportchildren with SEN / Additional needs accessing a2, 3 and 4 year old Early Education and Childcare place in the Private, Voluntary, Independent or Maintained sector. * Support through additional staffing, it is unlikely that we will be able to fund resources.

Application to the fund is on a termly basis, priority will be given to children with‘high needs / low incidence although support for children with ‘high incidence–low needs’ will be considered if they meet threshold level 2 and above descriptors.
