MARYLAND CAL RIPKEN/BABE RUTH & SOFTBALL - Organization

Our mission at MARYLAND CAL RIPKEN/BABE RUTH & SOFTBALL is to provide all kids, regardless of gender, skills or abilities a chance to play baseball/softball. Our purpose is to ensure the children learn fundamental baseball skills, sportsmanship and continue to have a love for the game win or lose.

  1. Leagues Constitution

It is recommended, that all league must approve/re-approve their Constitution every year including the proposed league rules concerning players, managers and officers and the organization & responsibilities of the officers and divisions. It will be the responsibility of the league’s President to maintain the Constitution.

Amendments to the Constitution must be approved by a majority vote of those attending and voting at the annual meeting.

  1. State Organization

The State Commissioner will appoint Assistant State Commissioners, Umpire in Chief and Web Developer as needed. Those entire League officialsin attendance at the annual meeting will constitute a quorum and have the power to approve any league-related business.

State Commissioner - Will represent the State as spokesperson. They will oversee all functions of the State and conduct annual three annual meetings of each year. This position is the primary point of conduct regarding all league issues. Assistant State Commissioner’s speak for the State Commissioner. A special meeting is required if a written formal complaint is received or if there is violation of the code of conduct. The State Commissioner will not be allowed to vote at the meetings except in a case of a tie. The State Commissioner is elected to a two-year term.

Assistant State Commissioner’s- Will substitute for the State Commissioner when needed. The Assistant State Commissioner’s preside as State Tournament Director over the various state tournaments.The State Commissioner to a two-year term appoints the Assistant State Commissioner.

Assistant State Commissioner Softball - The Assistant State Commissioner Softball oversee all softball activities for the State. Additionally, the Assistant State CommissionerSoftball is responsible for all Softball District and State Tournaments theAssistant State Commissioner Softball is appointed to a two-year term.

Umpire in Chief – Assigned as required

Web Developer – Assigned as required

  1. Financial –State Responsibilities

The State will be limited to the following Financial Responsibilities and ensure the following items are provided.

A. The State will coordinate State dues.

B. The State will coordinate all State Tournament Fees.

The State Commissioner is responsible for authorizing all procurement and spending of the funds and will oversee all incoming and outgoing transactions of the account. The money to pay for these activities will be raised through State Dues and Tournament Fees. The leagues will approve all state fees at the annual meeting

  1. Registration Responsibility

The league will oversee the registration of the players; it will pay all marketing expenses.

  1. Divisional Breakdown – Softball and Baseball

The league will operate three divisions, Girls Softball, 12 and under, 13-15, 16 – 19 baseball.
