FORT LEONARD WOOD PUBLICATIONS - Multiple-addressee correspondence, memorandums of instruction, policy memorandums, electronic messages, and standing operating procedures (SOPs) will not be used as substitutes for issuing, changing, or revising Army-wide policy and procedures. All FLW publications will be reviewed annually by the functional proponent to determine whether the publication is still necessary. Request for approval of proposed new and consolidated publications may be requested at any time. Mission essentiality and cost effectiveness are the primary criteria for approval. The proponent bears the burden of proving mission essentiality and cost effectiveness. The types of FLW publications are listed below.

Regulations contain policies, responsibilities, and administrative procedures relating to subjects not contained in ARs that are unique to FLW. They are directive and remain in effect until superseded or rescinded. Each regulation will be confined to a single subject.

Circulars contain material that is directive or informational, is transitory, or needs to be published only once. Each circular will have an expiration date that is not later than two years from the date of issue. A shorter expiration date will be used when the circular does not have to remain in effect for two years. Each circular will be limited to a single subject.

Pamphlets are informational in nature and contain guidance or reference material of a continual nature. Pamphlets will not be used to establish policy.

Supplements contain policies, responsibilities, and administrative procedures required to implement ARs or higher command regulations. IAW AR 25-30, paragraph 3-10, supplementation of ARs and establishment of local publications to support requirements of DA administrative publications is prohibited, unless prior approval is obtained through command channels from the proponent of the AR. IAW TRADOC Regulation 25-35, paragraph 4-2b(1) states, “If an Army Regulation has been published on the same subject matter, no option exists – it must be a supplement. IAW TRADOC Regulation 25-35, paragraph 4-3a states, “A supplement is the only medium authorized to provide subordinate commanders additional instructions needed to implement an AR. Supplements cannot supersede, change, or rescind any portion of an Army regulation.”

DISTRIBUTION INFORMATION FOR PUBLICATIONS - Distribution will be governed on a "need-to-know" basis. Distribution level is only used on Fort Leonard Wood numbered publications; i.e., regulations, supplements, circulars, and pamphlets. Publications will reflect the distribution scheme below.

Level A - Publications of general application for distribution to all brigades, battalions, companies, detachments, directorates, and personal staff offices.

Level AF- Publications of general application for distribution to all FORSCOM units either directly or through the unit to whom attached or assigned).

Level B - Publications of limited application for distribution to all brigades, battalions, separate units, directorates, and personal staff offices.

Level C - Publications of limited application for distribution to all major commands, directorates, and personal staff offices.

Level D - Publications of limited application for distribution to all brigades, battalions, companies, and detachments.

Level E - Publications of limited application for distribution to directorates and personal staff offices.

Level G - Publications of general application to Army Training Engineer Center units. Distribution limited to all brigades, battalions, companies, and detachments.

Level H - Publications of limited application for distribution to property book officers.

Level CP - Publications of limited application for distribution of one each to Branch Chief or equivalent in military units.
