Enclosed is a Request for Quotations (RFQ) for Russian English and Kazakh Language Instructions Training Services for English speakingU.S. Embassy staff. The Embassy intends to conduct a pre-proposal conference, and all prospective offerors who have received a solicitation package are invited to attend. See Section 3 of the attached Request for Proposals (RFQ).

The U.S. Government intends to award a contract to the responsible company submitting an acceptable quotation at the lowest price. We intend to award a contract based on initial quotations, without holding discussions, although we may hold discussions with companies in the competitive range if there is a need to do so.

1. PRICE AND PAYMENT

1.1 VALUE ADDED TAX

1.3PAYMENT

The Contractor shall not submit an invoice for payment until all requirements identified in this contract have been completed and delivery to the COR is complete. The COR shall calculate the number of words which the contractor shall include in its invoice.

Definitions:

"COR" means Contracting Officer's Representative; see FAR 52.212-4 Contract Terms and Conditions – Commercial Items, in Section 2.

"Government" means the United States Government unless otherwise stated.

2.PERFORMANCE WORK STATEMENT

The Contractor shall provide foreign language instruction to adult students that focuses on the [Note to Contracting Officer: describe contextual requirement, i.e., medical and professional fields, political and economic fields, cultural lesson, general interest and conversational skills] typically found in mass-media publications for the foreign language speaking public. The Contractor shall develop the instruction to include the development of speaking, listening, and reading skills to [Note to Contracting Officer: insert required standard, e.g., permit comprehension of relevant media or face-to-face conversation]. All instruction shall also include job relevant language terminology and usage of the designated field of interest.

Instruction shall be based on proficiency, communication, and academic principles as used in foreign language learning institutions identified below.

-Department of State, Foreign Service Institute;

-Department of Defense, Defense Language Institute.; or,

The Office of Personnel Management shall define the language proficiency levels identified as desired outcomes. All students shall be measured on their language proficiency levels in accordance with the Foreign Service InstitutedLearningProgram Language Proficiency Test [Note to Contracting Officer: or substitute other desired testing standard].

The Contractor shall provide qualified instructor(s), who are well versed in all topics to be covered, capable of answering in-depth questions on each topic, will provide the required training in a classroom setting, based on the schedule of training modules or lessons and the objectives and goals for that training.

The Contractor shall provide instructor supervisor(s) who will supervise the performance of work under the contract, and who will perform quality assurance in meeting the objectives and goals for that training.

Requirements for a Kazakh instructor:

Qualifications:

- University degree in teaching Russian for Kazakh schools or Kazakh as foreign language.

- Level V Russian language fluency

- Knowledge of English is welcoming

Teaching experience:

1)Minimum of three years of successful experience in teaching Kazakh as a foreign language to adults at all levels.

2)At least one year of successful experience in teaching Kazakh to adults with the U.S. government and/or other international organizations.

Requirement for an English instructor:

Qualifications:

University degree in teaching English as a foreign language.

Teaching experience:

1)Minimum of three years of successful experience in teaching English as a foreign language to adults at all levels.

2)At least one year of successful experience in teaching English to adults with the U.S. government and/or other international organizations.

The U.S. Government will:

Through the Language Coordinator and students, evaluate an instructor performance observing classes and testing students.

Communicate regularly with the instructor to ensure that needs of the instructor and students are met in a timely manner and administer contracts by tracking number of hours of training for each student; 45-minutes academic hour is applied.

3.PERIOD OF PERFORMANCE

The contract will be for a one-year period from the date of the contract award, with four-year option periods of performance and will be expected to commence no later than July 2018.

4.CONTRACTOR CONTRACTOR FURNISHED PROPERTY

4.1The Contractor Contactor shall provide all instructional materials including such as texts, class exercises, handouts, tests, and audio-visual media.

4.2The Contractor shall provide all necessary site support materials and equipment, including items such as:

flip chart and easel,

chalkboard or erasable marker-whiteboard,

videocassette player,

overhead projector, and/or

expendable/consumable classroom supplies (i.e. paper, pencils, pens, chalk, markers and binders).

The Contractor shall replenish such expendable/consumable items as needed to provide for the performance of the work.

4.3The Contractor shall provide, within [Note to Contracting Officer: identify number of miles or number of minutes] of the location specified herein, all needed classroom space to include all furnishings necessary for a proper learning atmosphere.

4.24The Contractor shall provide qualified instructor(s), who are well versed in all topics to be covered, capable of answering in-depth questions on each topic, will provide the required training in a classroom setting, based on the schedule of training modules or lessons and the objectives and goals for that training.

4.5The Contractor shall provide instructor supervisor(s) who will supervise the performance of work under the contract, and who will perform quality assurance in meeting the objectives and goals for that training.

4.6The Contractor Contactor shall provide other required classroom materials such as newspapers, magazines, dictionaries, or photocopied materials, written in the designated language for use by students in exercises or testing.

5.SPECIFIC TASKS

The Contractor shall provide instructional Foreign Language Training services at the firm fixed prices shown in this contract. The objective of each training module or lesson is to prepare all students as efficiently and effectively as possible to accomplish the goals of the training.
