NOTICE

Evaluation grids and application forms have been modified under this call so as to give more weight to relevance in the Concept Note evaluation. Relevance will therefore constitute the major criterion in pre-selection. Relevance will not be evaluated again when assessing the Full Application. It is therefore of utmost importance that applicants use the correct application form for this call.

Prior registration by applicants and partners in EuropeAid's on-line database, PADOR, available at is obligatory under the present call for proposals (see section 2.2 below for details).Applicantsmust be registered before submitting the concept note, while partners must be registered prior to submission of the full application.

Estimated results / 1. Each farmers’ organization has elaborated key food security-related governance (and therefore advocacy) concerns, together with a strategy for engaging in effective dialogue with public policy-making authorities and key decision-makers.
2. Target FOs have increased capacity to engage in national policy debates, and do so on a regular basis.
3. Selected radio stations are key partners and committed to being a key future platform for farmers voices to be heard in food security governance issues.
4. Selected food security/governance topics per country are now more in the public domain, debated and acted/decided upon with farmers involvement.
Main activities / 1. Work with farmers’ organizations to identify key national or regional governance issues (e.g. women’s right to land, the Right to Food, farm subsidies, food sovereignty, access to credit for young farmers) or information gaps, that they want to address (inception workshop?).
2. Trainings (via radio or big face to face workshops?) for FOs on organizational development for advocacy, to build capacity and knowledge on discussing and negotiating around the chosen topic, identifying and making opportunities to engage in dialogue with policy-makers and other advocacy actions.
3. Design, produce and broadcast radio programs which a) inform and educate farmers organizations on advocacy strategies and key topic content (e.g. input subsidy guidelines, laws governing women’s inheritance of land) and b) bring FOs and policy-makers together for informed debate on key topics: roundtable discussions (or what Rex called “Food Security Governance Forums”), phone-in Q and A sessions, etc (other types of radio shows?)

2.Relevance of the action (max 3 pages)

2.1.Relevance to the objectives/sectors/themes/specific priorities of the Call for Proposals

Please provide allthe following information:

  • Describe the relevance of the action to the objective(s) and priority (ies) of the call for proposals.

The project clearly meets the objectives and priorities described in the proposal call. The project focuses on giving small-scale farmers a platform – radio – on which to discuss governance issues, and where they can engage with policy–makers, while being heard by potentially thousands (millions?) of their peers. It is designed to ensure that topics covered are identified by farmers and their organizations in light of national food security and governance concerns. The project will strengthen small-scale farmers’ organisations (FOs) capacities to strategize around, and participate in, national decision-making processes related to food security. It will improve FOs links to radio, and their recognizing this as a key space for getting their voices heard across huge geographical distances. The project will develop effective linkages between FOs and key decision-making agencies (and radio stations?).

(For reference, here are the objectives and priorities from the call:

The global objective of this Call for Proposals is to increase the participation of key stakeholders indeveloping countries to decision-making processes related to food security and nutrition.The specific objective of this Call for Proposals is to strengthen the capacities of specific groups (farmers', pastoralists’, fishermen’ organisations) to reinforce their participation in policy-making, having an impact on food security and nutrition.

Priority 1: Supporting the poor, vulnerable and marginalised.

The Call for Proposal will support in priority the rural poor and vulnerable. When referring to farmers forinstance, priority will be given to organisations regrouping or clearly representing or addressing the interestsof small-scale farmers. The same reasoning applies for fishermen and also for pastoralists. Priority will begiven to organisations representing or addressing the interests of marginalised populations, suffering fromlimited participation in food security governance.

Priority 2: Looking for territorial coherence and regional dimension

The actions must have national coverage. The call for proposal will support in priority the projects thatclearly justify the territorial coherence or the regional dimension of their proposal.The relevance of the proposed action with the need of the (group of) countries and its coherence andcomplementarity with the priorities of the European Commission and its cooperation programmes/projects inthe selected (groups of) countries will be strongly valued (see evaluation criteria number 1.2).)

  • Describe the relevance of the action to any specific subthemes/sectors/areas and any other specific requirements indicated in the guidelines of the call such as partnership, local ownership, etc.

Here we could talk about the relevance of radio as a tool for reaching “vulnerable” people not reached by other means, or who are “marginalised” by distance, ability to read or write, language, social group, religion, gender or age. Also mention how farmers can easily participate in radio, either by helping design the program, being a guest or simply by text-in questions – yet this has rarely been done.

  • Describe which particular expected results mentioned in the guidelines of the call will be addressed.

The project will address the expected result: strengthening the capacities of national farmer’s organizations to participate in policy-making and have an impact on food security.

2.2.Relevance to the particular needs and constraints of the target country/countries, region(s) and/or relevant sectors (including synergy with other EC initiatives and avoidance of duplication[k1])

  • Provide a detailed analysis of the problems to be addressed by the action and how they are interrelated at all levels.

  • Where the action is part of a larger programme, clearly explain how it fits or is coordinated with this programme or any other planned project. Specify the potential synergies with other initiatives, in particular from the European Commission.

2.4.Particular added-value elements

  • Indicate any specific added value elements such as environmental issues, promotion of gender equality and equal opportunities, needs of disabled people, rights of minorities and rights of indigenous people, innovation, use of best practice models, etc.

We should mention that we will draw on experiences with AFRRI, that gender is a cross-cutting consideration in all our work, that radio can bea key tool for overcoming social exclusion, that this three way interaction (FOs, radio and policy-makers) is an innovative proposal, yet grounded in (AFRRI/ARRPA) experience, that we focus in sustainable and farmer led management of natural resources and food security interventions.... etc?
