Infant Mortality Rate
Florida’s infant mortality rate has fluctuated slightly over recent years as shown in the graph below. The infant mortality rate is measured by the number of infant deaths per 1,000 live births. The death of a child is classified as an infant death if the child is less than a year old when death occurs.
Rate per 1,000 Live Births
As shown in the chart below, from 1995 to 2005, Florida’s infant mortality rate declined from 7.4 percent to 7.2 percent. During the same period, the national average declined from 7.6 to 6.8 percent.

Student Population
Florida’s PK-12 public schools membership has shown an annual decline for the past three years. The chart below displays the enrollment trend for the past five years.
Membership Growth, Fall 2003 through Fall 2007
Florida’s public school population is ethnically and culturally diverse. In recent years, the Hispanic student population has experienced the greatest proportional growth among racial/ethnic groups, as shown below.
Percentage of Total Membership by Race, Fall 1998 & Fall 2007
There has also been an increase in the number of students with special needs. The fall 1998 and fall 2007populations of English Language Learners (ELL), students eligible for free/reduced price lunch, and disabled students are shown in the chart below.
Special Needs Populations, Fall 1998 and Fall 2007

Disabled / 341,126 / 381,561
Total Membership / 2,335,124 / 2,652,684
From fall 1998 to fall 2007 the growth of the ELLstudents and students eligible for free/reduced price lunch has exceeded the growth in the total student membership, as shown in the following chart.

Trends in Student Performance
Two of the most widely used tests for determining readiness for college are the SAT and the ACT. The two graphs below compare composite scores for Florida students and students nationwide.
SAT Combined (Reading & Math) Score, 2003-2008
ACT Composite Score, 2003-2008
The Florida Comprehensive Assessment Test (FCAT) is administered to PK-12 public school students to determine whether or not students are learning basic skills according to the Sunshine State Standards established in the mid 1990’s. FCAT scores range from a low of Level 1 to a high of Level 5. Level 3 is considered the level of proficiency. The following graph shows the percent of tenth graders attaining proficiency in reading and math for 2006, 2007 and 2008.
Percent Attaining Proficiency on 10th Grade FCAT
The FCAT Norm-Referenced Test measures achievement on a test given to a national sample of students. Norm-referenced scores describe performance in relation to the performance of students throughout the nation. NRT scores are shown as a median national percentile rating (NPR). An NPR of 50 is equivalent to the national average.

Florida’s high school graduation rate continues to climb. The rate measures the percent of students who graduate within four years of their initial entry into ninth grade. Florida’s graduation rate increased from 71.6% in 2003-04 to 75.4% in 2007-08.

Florida’s Public Teaching Workforce
Florida’s teachers must meet both educational and professional qualifications prior to certification. Many of the state’s teachers have received degrees beyond the bachelor’s level, as shown in the chart below.
Teachers by Degree Level, 2007-08
Over the last five years, the average teacher salary has increased 15.6 percent. Factors that influence the average teacher salary figure include the number of new teachers hired at entry-level wages, the turnover rate among teachers, the number of years that current teachers have been in the workforce, the degree level of teachers, and wage scale adjustments. The following chart shows average salary levels for the past five years.
Average Teacher Salary, 2003-04 to 2007-08
School Operating Costs and Facilities
The chart below shows the amount of cost per pupil for school operations for each year over a five-year period.
There are 3,495 public schools in Florida. Almost half of all public schools in the state are elementary schools. The following chart shows the number of public schools, in Florida, by type of institution. The “Other Schools” category includes alternative education centers as well as centers for students who are expectant mothers, centers for at-risk students, and other specialized institutions.

FloridaSchool Choice
Charter schools are public schools created on the basis of an agreement between the school and the community. They are given a measure of expanded freedom relative to traditional public schools in return for a commitment to meet higher standards of accountability. The number of charter schools has grown from only five schools in 1996-97 to 358 in 2007-08, and enrollment has steadily increased as well.
CharterSchool Enrollment, 2003-04 to 2007-08
Virtual education programs provide parents and students with another option in education and have also seen tremendous growth. The graph below shows enrollment growth for the past five years.
Virtual Enrollment of Middle and High School Students
(Number of Half Credit Enrollments)
Enrollment in nonpublic schools has fluctuated over the past five years. Statewide, 11.3 percent of students in grades PK-12 are enrolled in private schools. The following chart shows the percentage of PK-12 students enrolled in private schools from 2003-04 to 2007-08.
PK-12 Percentage Enrolled in Nonpublic Schools
The number of families electing to home-educate their children also continues to grow. Florida law defines home education as sequentially progressive instruction of a student in his or her home by his or her parent or guardian. The number of home-educated students increased 20.1 percent from 2003-04 to 2007-08. The following chart illustrates the growth in home education membership in recent years.
