The 74th meeting of State Level Expert Appraisal Committee, Chhattisgarh was held on 29/09/2011 at Conference Hall, SEAC, Secretariat, 1-Tilak Nagar, Shiv Mandir Chowk, Main Road, Avanti Vihar, Raipur at 12:00 Noon Shri Ashok Masih, Chairman, SEAC, Chhattisgarh chaired the meeting. The following members of SEAC were present in the meeting: -

At the outset, the Technical Officer, SEAC, Chhattisgarh welcomed the Chairman and Members of State Level Expert Appraisal Committee, Chhattisgarh. Agenda wise discussions were carried out as follows: -

Agenda Item No. 1 - Confirmation of minutes of the 73rd meeting of SEAC, Chhattisgarh

73rd meeting of SEAC, Chhattisgarh was held on 27/01/2011. The minutes of the meeting has already been approved / signed by then Chairman and all the Members of the SEAC, Chhattisgarh. Hence, the minutes of the 73rd meeting of SEAC, Chhattisgarh is deemed to be approved.

Agenda Item No. 2 - Discussion on the proposals submitted for reconsideration

(1)  M/s IOT Infrastructure & Energy Services Limited, Village – Lakholi/ Gujara/ Deoda, Tehsil – Arang, District – Raipur

The Project proponent submitted application (Form-I and Project Report) for prescribing Terms of Reference (TOR) / Environmental Clearance on 23/08/2010. The brief of the project is as follows:-

Activity falls under the Schedule of EIA Notification, 2006 / 6(b)

The case was discussed in the 63rd meeting of SEAC, Chhattisgarh held on 09/09/2010. After deliberation, the Committee then decided to ask the project proponent to submit the requisite information. Industry has been informed vide letter dated 19/10/2010 to submit the desired information. Industry has submitted the information vide letter received on 11/03/2011. The information was placed before committee in the 74th meeting of SEAC, Chhattisgarh held on 29/09/2011. After deliberation, committee decided to call project proponent to present the case along with following information:-

·  The layout plan and area map of 10.0 km radius showing major topographical features such as land use, drainage, location of habitats, major construction including railways, highways, pipelines, major industries / mines/stone crushers and other hazardous/polluting nature industries etc.

·  Alternative site details and aerial distance of bottling plant of HPCL and boundary of New Raipur Capital Area.

·  Whether the project site located in whole or in part within 10.0 km from the boundary of: (i) Protected Areas notified under the Wild Life (Protection) Act, 1972, (ii) Critically Polluted areas as identified by the Central Pollution Control Board from time to time, (iii) Notified Eco-sensitive areas, (iv) inter-State boundaries?

·  Water allocation letter from competent authority.

·  Permission from Explosive Department for proposed activity.

·  Land details and acquisition status.

·  Risk assessment report carried out (if any) for proposed activity and onsite emergency plan (if any).

·  Action plan for the development of greenbelt.

·  Photographs of the project site from four angles (four directions).

·  Status of establishment/construction activity at the site (if any).

·  Other relevant information.

Project proponent should be intimated accordingly.

(2)  M/s Ozone Steel & Power Limited, Village – Parsada & Bhadora, Tehsil – Masturi, District – Bilaspur.

The Project proponent submitted application (Form-I and Pre feasibility Report) for prescribing Terms of Reference (TOR) for preparation of draft EIA report for obtaining Environment Clearance on 25/09/2010 for 1 x 350 MW coal based thermal power plant at Village – Parsada & Bhadora, Tehsil – Masturi, District – Bilaspur. Cost of the proposed project is Rs. 193 crores. The area available is 350 acres.

The proposal was considered in 67th meeting held on 30/10/2010 of SEAC, Chhattisgarh. After deliberation, the Committee decided to ask the project proponent to present the case. Project proponent was informed to present the case in 70th meeting of SEAC, Chhattisgarh held on 23/12/2010. The case was considered before the Committee. Since, no coal linkage is lying presently with the project proponent. Hence, Committee decided to de-list the case in view of circular dated 01/11/2010 regarding the confirmation of coal linkage of the project proponent. The case was put-up in the 18th meeting of SEIAA, Chhattisgarh held on 21/01/2011. SEIAA, Chhattisgarh then unanimously decided to accept the recommendation of SEAC, Chhattisgarh and de-list the case from the list of pending cases. Accordingly, project proponent was informed vide letter dated 25/01/2011. Now project proponent has submitted the information vide letter dated 11/04/2011.

The proposal was reconsidered in 74th meeting held on 29/09/2011 of SEAC, Chhattisgarh. After deliberation, the Committee decided to ask the project proponent to present the case along-with issues like land details and documents, site details, existing condition, permission from concerned authority, power supply, water supply, materials balance, top soil, over burden, rejects details, process / flow sheet, water source, consumption with water balance and effluent generation, treatment and reuse, emission sources and emission control systems, solid waste / hazardous waste management, DG Set and noise pollution control, greenbelt, fugitive emission, storage facility, proposed monitoring stations details along-with justification for selection, proposed EMP along-with community welfare/eco development works to be carried out and other relevant issues along-with proposed TOR.

Project proponent should be intimated accordingly.

(3)  M/s. SKS Ispat & Power Limited, Works: Siltara Industrial Growth Center, Siltara, District - Raipur

The project proponent submitted application for prescribing Terms of Reference (TOR) / Environment Clearance on 23/08/08 for 0.96 million tones per annum Coal Washery at Village-Siltara, Block- Dharsiwa, District – Raipur (C.G.) within existing sponge iron and power plant premises in about 2.60 ha (6.5 acres) land. Cost of the project is Rs. 14.34 Crores.

The application submitted was considered in 12th, 17th, 19th, 23rd, 30th, 46th, 50th, 56th and 73rd meeting of SEAC, Chhattisgarh held on 12/09/2008, 29/11/2008, 26/12/2008, 07/02/2009, 08/05/2009, 30/11/2009, 21/01/2010, 07/05/2010 and 27/01/2011 respectively. Committee then decided that project proponent should be asked to submit the data for the period after the issuance of TOR and inform the monitoring schedule in advance with date of monitoring/sampling and location of sampling stations (meteorology, ambient air, water, noise, soil etc.), for visit of sub-Committee of SEAC, Chhattisgarh as per requirement for verification. Project proponent was informed vide letter dated 28/01/2011. Project proponent has submitted monitoring schedule along with location of sampling points vide their letter dated 08/03/2011, stating that monitoring to be started from 10/03/2011. This letter was received in the office on 10/03/2011 itself, whereas this should be submitted well in advance, so that verification of the same could be done. Information submitted by the industry was placed in the 74th meeting of SEAC, Chhattisgarh held on 29/09/2011. After deliberation, Committee decided that project proponent should be asked to submit revised monitoring schedule with date of monitoring/sampling and location of sampling stations (meteorology, ambient air, water, noise, soil etc.) well in advance, so that further action could be taken.

Project proponent should be intimated accordingly.

(4)  M/s Amlidih Quartz Mine, Village – Amlidih, Tehsil – Dongargarh, District- Rajnandagaon (CG)

The project proponent submitted application for prescribing Terms of Reference (TOR) for preparing draft EIA report/ Environmental clearance. The Project Proponent has applied for Quartz mine of capacity 50000 Tonnes Per Annum (Maximum production has been shown as 6,000 tonnes per year in the approved mining plan) at Khasra no. part of 958, Village -Amlidih, Tehsil - Dongargarh, District- Rajnandagaon. Lease area of the mine is 5.852 ha.

SEAC, Chhattisgarh considered the proposal in 11th meeting held on 05/09/2008. As per decision taken in the 11th meeting, project proponent was asked to submit the various information/documents and present the case in the 15th meeting to be held on 22/10/2008 vide letter dated 10/10/2008. As per decision taken in the 15th meeting, project proponent was again informed the project proponent to submit the various information/documents and present the case in the 21st meeting of SEAC, Chhattisgarh on 29/12/2008 vide letter dated 16/12/2008. Project proponent made presentation in the 21st meeting of SEAC, Chhattisgarh on 29/12/2008. Committee then decided that project proponent should be asked to submit some information/documents. Project proponent was informed accordingly vide letter dated 13/02/2009. Project proponent had neither made any communication nor submitted the desired information/documents till 18/06/2010. The case was reconsidered in the 58th meeting of SEAC, Chhattisgarh held on 18/06/2010. Committee then recommended for de-listing the application. The case was put-up in the 16th meeting of SEIAA, Chhattisgarh held on 25/08/2010. SEIAA, Chhattisgarh then unanimously decided to accept the recommendation of SEAC, Chhattisgarh and de-list the case from the list of pending cases. Accordingly, project proponent was informed vide letter dated 04/10/2010. Now project proponent has submitted the information vide letter dated 28/06/2011.

The information was placed before Committee in the 74th meeting of SEAC, Chhattisgarh held on 29/09/2011. After deliberation, Committee decided to ask project proponent to present the case along with following information / documents:-

·  In the previous application the production capacity of the mine was shown as 50,000 tonnes per year; whereas, in the basic information submitted vide letter dated 28/06/2011, the production capacity of the mine is shown as 7,000 tonnes per year. Maximum production has been shown as 6,000 tonnes per year in the approved mining plan. Clarification in this regard should be submitted.

·  Submitted key plan is not adequate. Revised key plan should be submitted.

·  Present position of the garland drains around the solid waste dump area (showing in the layout plan) should be submitted.

·  Previously, it was mentioned that sapling of Acacia & other local species will be planted every year around the lease boundary and out side. The total area under green belt as per the conceptual plan will be about 2.128 ha in the lease area. More area out side will be planted in consultation with local authorities. Hence, affidavit regarding plantation in the lease area and outside the area should be submitted.

·  Information/documents as desired vide letter no. 325/SEAC-CG /EC/ Mining/ RAJNA/55/08 Raipur, dated 16/12/2008.

Project proponent should be intimated accordingly.

(5)  M/s Spectrum Coal & Power Limited, Village – Ratija, Tehsil- Katghora, District – Korba (C.G.)

The project proponent submitted application (Form-I and Pre-feasibility Report) for prescribing Terms of Reference (TOR) for preparation of draft EIA report for obtaining Environment Clearance on 13/01/2009. The project proponent has proposed expansion project for setting up of Coal washery reject based power plant of capacity 1x50 MW at Village – Ratija, Tehsil- Katghora, District – Korba (C.G.). The case was discussed in the 22nd meeting of SEAC, Chhattisgarh held on 31st January 2009. After deliberation, the Committee then decided to ask the project proponent to submit the additional information/documents and present the case. After detailed deliberation, the Committee then decided to ask the project proponent to present the case in 26th meeting of SEAC Chhattisgarh on 13/03/09.

The brief of the project is as follows:-

Capacity / Existing - TPP of 1X50 MW Phase – I (Environmental Clearance granted by MoEF vide letter dated 31/12/2007)
Expansion- Coal Washery Reject Based Power Plant 1x50 MW Phase- II, Total (after expansion) – 100 MW.
Proposed Cost / Rs. 212.4 Crore

Project proponent made presentation along with the desired information in the 26th meeting of SEAC, Chhattisgarh on 13/03/2009. After deliberation committee decided that project proponent should be asked to submit the additional information/documents. Project proponent submitted the information on 04/04/09 and 07/05/09.

Project proponent informed that:

·  Transport of raw material from SECL mines to Power Plant is planned by closed conveyor from April 2011 before coal firing scheduled in June 2011. Till that time coal will be transported by road in covered trucks. The Railway siding and rapid loading system (RLS) of clean coal and reprocessed reject coal meant for coal washery is planned for which consultant is appointed.

·  The prevailing wind direction, windrose diagram, short term maximum incremental concentration of pollutants and prevailing ambient air quality monitored /predicted for 1st unit of 50 MW capacity - submitted.

·  Emission of air pollutant calculation – submitted (considering 0.4% sulphur content in coal/ washery reject)

The proposal was reconsidered in 34th meeting on 19/06/2009 of SEAC, Chhattisgarh and recommended for prescribing TOR. TOR was issued on dated 13/07/2009. Public Hearing was conducted on 23/06/2010. The public hearing proceedings were submitted before SEIAA, Chhattisgarh vide letter dated 27/07/2010. Project proponent submitted final draft EIA report vide letter dated 12/12/2010.

The Proposal was discussed in 71th meeting of SEAC, Chhattisgarh held on 10/01/2011. After deliberation, the Committee decided to ask the project proponent to submit the additional information.

Project proponent submitted the required information vide letter dated 28/01/2011. The case was reconsidered in 74th meeting held on 29/09/2011 of SEAC, Chhattisgarh. After deliberation, the Committee decided to call for final presentation after having site visit of sub committee, SEAC, Chhattisgarh as per the decision taken during 22nd meeting of SEAC.

Project proponent should be intimated accordingly.

(6)  M/s Medesara Lime Stone Mine (Shri K.B. Lal Shrivastav & Son) at Village - Medesara, Tehsil - Dhamdha, Disttrict - Durg (C.G.)

The Project proponent submitted application (Form-I and Mining Scheme) for prescribing Terms of Reference (TOR) / Environment Clearance on 18/08/2010 for lime stone mining capacity 1,50000 tonnes per annum at Khasra No. 1009, 1010, 1011/1, 1011/2, 1012, 1014/1, 1014/2, Village – Medesara, Tehsil - Dhamdha, District - Durg (C.G.). The total lease area is 12.85 ha.

The proposal was discussed in 64th meeting held on 29/09/2010 of SEAC, Chhattisgarh. Committee then decided to ask the project proponent to submit the requisite information/documents. Project proponent was informed vide letter dated 03/12/2010. project proponent has submitted the information vide letter dated 01/04/2011.
