The meeting was called to order by David J. Waskowicz, Acting Chairman, at 9:35 A.M.

in Room 117 of the State Office Building, 165 Capitol Avenue, Hartford, Connecticut.

REVIEW MINUTES OF PREVIOUS MEETINGS

The Board voted to approve minutes of the March 22, 2005 Fire Protection Sprinkler Systems Work Examining Board meeting with amendments to page-3, reflecting that the Board requested DCP to notify the Board concerning any draft regulation, prior to a public meeting and before it is acted upon. Board member Anthony D. Moscato abstained from voting on this matter due to his absence at the March 22, 2005 meeting.

APPLICATIONS

Daniel W. Allen, Killingworth, CT – F-1 Application – Approved

The Board voted unanimously to approve Mr. Allen’s application, contingent upon

verification that Mr. Allen has held an (F-2) Unlimited Journeyperson license for a

minimum of two years.

Jason C. Hahn, Vernon, CT – F-1 Application – Approved

The Board voted unanimously to approve Mr. Hahn’s application, contingent upon

verification that Mr. Hahn has held an (F-2) Unlimited Journeyperson license for

a minimum of two years.

John C. Macca, West Hartford, CT – F-1 Application – Approved

The Board voted unanimously to approve Mr. Macca’s application, contingent upon

verification that Mr. Macca has held an (F-2) Unlimited Journeyperson license for a

minimum of two years.

Gregg A. Malone, Canterbury, CT – F-1 Application – Approved

The Board voted unanimously to approve Mr. Malone’s application.

Michael Rose, Jr., Oakland, NJ – F-1 Application – Denied

The Board voted unanimously to deny Mr. Rose’s application due to lack of a required

(F-2) Unlimited Journeyperson license for a minimum of two years.

Peter Capirchio, East Greenwich, RI – F-2 Application – Denied

The Board voted unanimously to deny Mr. Capirchio’s application due to submittal of an

incomplete application. Mr. Capirchio failed to complete page-2 of the application.

The Board voted unanimously to deny Mr. Freno’s application due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

The Board voted unanimously to deny Mr. Swallow’s application due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

The Board voted unanimously to deny Mr. Horsley’s application due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

The Board voted unanimously to approve Mr. Kennedy’s application.

The Board voted unanimously to approve Mr. Wass’ application.

RECONSIDERATION OF PREVIOUSLY SUBMITTED APPLICATIONS

David A. Dal Pra, Mt. Vernon, NY – F-4 Application – Denied

The Board denied Mr. Dal Pra’s application at their 11/23/04 and 2/22/05 meeting due to

non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program. Mr. Dal Pra was a no-show at the Board’s 2/22/05 meeting.

Mr. Dal Pra appeared before the Board today and expanded on his occupational and school related instructional experience. After reconsideration of Mr. Dal Pra’s application at today’s meeting, the Board voted to deny his application due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program. Board member George DeVincke and Anthony D. Moscato abstained from voting on this matter.

Michael J. Frank, Holland, MA – F-2 Application - Denied

The Board denied Mr. Frank’s application at their 3/22/05 meeting due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

After reconsideration of Mr. Holland’s application at today’s meeting, the Board voted unanimously to deny his application due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

Corey M. Hastings, Linwood, MA – F-2 Application - Denied

The Board denied Mr. Hastings’ application at their 3/22/05 meeting due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

After reconsideration of Mr. Hastings’ application at today’s meeting, the Board voted unanimously to deny his application due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

Corey M. Robinson, Rutland, MA – F-2 Application - Denied

The Board denied Mr. Robinson’s application at their 3/22/05 meeting due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

After reconsideration of Mr. Robinson’s application at today’s meeting, the Board voted unanimously to deny his application due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

Daniel B. Winn, Clinton, MA – F-2 Application - Denied

The Board denied Mr. Clinton’s application at their 3/22/05 meeting due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

After reconsideration of Mr. Winn’s application at today’s meeting, the Board voted unanimously to deny his application due to non-completion of an approved bona fide Fire Protection Sprinkler Work apprenticeship training program.

CORRESPONDENCE

DCP ORGANIZATIONAL CHANGES

·  Centralize all agency licensing and registration.

·  Reallocate resources to improve complaint handling.

·  Enhance enforcement functions within DCP.

COMMENTS FROM PUBLIC PRESENT TODAY

1.  Michael Livingstone with the Sprinkler Fitters Local 676 expressed his concern regarding a particular fire protection sprinkler device being attached to a piece of wood, which compromises the sprinkler system, endangering the public. The Board suggested Mr. Livingstone file a formal complaint with DCP concerning any known issue regarding alleged Fire Protection Sprinkler Work violations for appropriate action to be taken.

2.  Mr. Livingstone informed the Board that Kevin McEachern took the PSI exam four times within a period of one year.

3.  Mr. Livingstone informed the Board that “Dry Systems” would soon be approved for residential systems.

Complaint counsel Curtis H. Roggi has requested a continuance on the above subject matter.

After further review of Attorney Roggi’s request for continuance, the Board voted unanimously to grant Attorney Roggi a continuance on this matter to their next meeting scheduled for Tuesday,

July 26, 2005.

REQUEST TO WITHDRAW COMPLAINT

In The Matter of Jose J. Vendrell

Complaint counsel has requested that the Board withdraw the administrative complaint on the above matter, due to information received not placing the above party at the time and place alleged by said complaint.

The Board voted unanimously to table this matter to their next meeting scheduled for Tuesday,

July 26, 2005, for further review and consideration.

The Board held a Formal Hearing concerning this matter on 3/22/05 and the hearing was concluded. The Board voted unanimously at their 3/22/05 meeting to table their decision on this matter until such time DCP further investigate the General Contractor involved and provide the Board with its findings for their review.

At today’s meeting, the Board requested DCP to provide a status on this matter at their next meeting scheduled for Tuesday, July 26, 2005.

NEW BUSINESS

1.  The Board reported on proposed new fire codes coming up for legislative review and that the process is moving forward concerning Connecticut fire safety codes, fire prevention codes, and new building fire codes as it relates to new construction.

2.  The Board requested DCP look into the possibility of cross referencing with the Connecticut Department of Labor to verify that apprenticeship fees were paid for those individuals applying for a Fire Protection Sprinkler Work license.

There being no further business, the meeting adjourned at 11:57 A.M.
