A Word from the Chief…

The month of June was again a busy month with a total of 334 requests for service, a ten year high for the month of June.

Ten (10) of the 334 requests were fire related and a break down of those 10 follows;

  • The car fire on June 3rd was a fully involved mini van that the owner had tipped on its side to perform some mechanical work. While cutting he ignited some gas fumes that quickly engulfed the entire vehicle. The fire was inside the fence of the mini storage on Chicago St. and there were no involved exposures. The mini van was a total loss.
  • The fire at 32 W. Washington Street was the result of careless smoking. The fire was located on the 2nd floor front balcony. The tenant had been smoking and had improperly disposed of his cigarette butt, the butt fell between the floor boards and smolder for sometime prior to being discovered. Damage was limited to an area of about 3 square feet of the balcony.
  • The fire at 180 Wood Street, WesleyVillage, was the result of a 5 year old child playing with a lighter. He ignited the bed and bedding in a bedroom which set off the sprinkler in the room, controlling but not extinguishing the fire. His grandmother had tried to extinguish the fire prior to reporting it. Upon our arrival the grandmother was trapped on the balcony of the second floor unit (forced out of the apartment by smoke) and the child was found hiding in a closet of the fire room. Both the grandmother and child were transported to the hospital. Fire damage was limited to the one bedroom but water damage was extensive affecting at least 9 units. No damage cost is available at this time. Assistance was received from Painesville Twp, Concord, and Fairport Fire Departments. A special thanks goesto the Painesville Police Department for their assistance in evacuating the residents and tending to their needs.
  • On June 18th we responded to 800 Renaissance Parkway, Cintas, for a fire alarm. Upon arrival it was discovered that the flow alarm was active indicating an active sprinkler head. Once enough resources were on scene entry was made and it was discovered that 2 bins of material (dust mop heads) were burning. The sprinkler controlled the fire and final extinguishment was achieved by the fire department. Assistance was received from Painesville Twp., Concord and Fairport Fire Departments.
  • The fire at 51 Kerr Avenue was originally reported as a van on fire inside a garage. Upon arrival it was discovered that the van while on fire was actually outside the garage. The fire was handled with PainesvilleCity crews alone.
  • The fire at 123 Pearl Street appears to have been the result once again of improper disposal of smoking materials. This fire occurred at approximately 10:26 p.m. and trapped 2 occupants inside the upstairs apartment, a 23 year old male and his 4 month old daughter. Initial arriving units from the City were short handed due to a prior EMS call. First arriving units from the City laddered the window in which the 2 occupants were in and removed them unharmed. The crews then turned to fighting the fire. Fire damage was limited to 1 room and the estimated damages are $5,000. Assistance was received from Painesville Twp., Concord and Fairport Fire Departments and a special thanks to Officers Mark Wagner and Joshua Rogers of the Painesville Police for their assistance in laying a supply line during the early moments of the event.
Response Time Analysis
In Support of the Goal of “Providing Timely and Effective Response”
The NFPA and our own goals state that we should arrive within five (5) minutes from time of dispatch 90% of the time. As can be seen in the chart below we met the goal of arriving within five (5) minutes of dispatch 85.6% of the time. For the purpose of this analysis only Fire, Explosion and EMS calls are considered.

The average response time for fire and EMS calls throughout the City in the month of Maywas 3minutes and 28seconds. The average response time for the year is 3 minutes and 41 seconds.

This graph is a 10 year comparison of response times in relation to the NFPA goal of arriving within 5 minutes 90% of the time.

During the month of May the department responded to the Cobblestone complex a total of __ times; __callwasEMS related and the other call we were cancelled in route.

The department continues to show good numbers in the use of sick leave, as shown in the graph above. Five individuals used a total of 133 hours (5 ½ days) in June, 1 individual accounted for 37 hours of sick leave due to his son being involved in an accident.

  • The department participated in the annual SERC (State Emergency Response Commission) drill, an annual hazardous materials response drill required by the State.
Public Relations / Education
In support of the goal “Provide a Proactive Means of Improving the Safety of the Community” through education and safety programs the following activities took place:
  • The annual door-to-door smoke detector program kicked off on June 2nd. This year we are conducting the door-to-door program on Tuesday and Thursday evenings from 6 – 8 p.m. We continue canvas the 2nd ward.
  • The duty shift participated in the Fishing Derby on June 4th
  • The duty shift participated in ElmElementary School’s Career Day on June 9th
  • Lt Orban conducted 1 juvenile fire setter intervention
  • Installed 2 smoke detectors for residents, other than the door-to-door program
  • Attended the NAACP block party on June 25th.
  • Conducted fire safety talk @ Crossroads on June 28th
  • The department participated in the Mardi Gras Parade in Fairport on June 30th
Vehicles and Equipment
The following are in support of the goal “Health and Welfare of the Personnel of the Fire Division” and are related to safety.
  • 2329 (aerial) work done on air leaks and front springs
  • 2323 (HME pumper) passenger side mirror fixed
  • 2332 (ambulance) preventive maintenance performed
  • 2311 (chase vehicle) work done on emergency lighting
  • 2371 (utility vehicle) replaced alternator
  • 2313 (Pierce pumper) experienced problems with on board air system
Station Maintenance
  • Continued to work on upgrades to kitchen – includes new cabinets, counter top and sink. Work is being done by the crews. Union purchased upgrade of counter top and new microwave hood system.
Points of interest
  • Part-time firefighter applicants were interviewed by the chief and we are waiting on return of references to move forward.
  • The fire chiefs and elected representatives of the 8 east end departments met on the matter of cooperative services. A draft agreement on forming a Council of Governments was presented. Discussions continue to be focused on the sharing of expenses for specific types of specialized equipment.
  • Hydrant program is continuing in north end of City
  • Department personnel are conducting preplan tours of high risk locations throughout the City

This graph shows the increase in over lapping events over the past 10 years with the greatest increase coming since the close of LakeEastHospital. Every time there is an over lapping event the station is for all intents un-manned for that NEXT emergency.

This graph shows our reliance on mutual aid. It is safe to say that as our call volume continues to increase combined with our transport times and our staffing levels our reliance on mutual aid will also continue to increase which will affect our response times.
