Chairman Hensel called the meeting to order and read the Affidavit of Posting.

REVIEW AND ACTION ON 2012 BUDGET AMENDMENTS

Mr. Tennies presented four proposed amendments to the 2012 County budget. For each amendment, the proposed change in levy does not include Library Service.

  1. Submitted by Supervisor Peter Sorce to restore the requested funding to the Agriculture & Industrial Society (Fair Park) in the total amount of $109,056. This would result in a $29,610 increase in the levy and bring the County tax rate to $2.8592, which is a 0.05% rate change from 2011.
  1. Submitted by Supervisor Peter Sorce to remove all funding for the Agriculture & Industrial Society (Fair Park). This would result in a decrease of $79,446 in the levy and bring the County tax rate to $2.8507, which is a -0.24% rate change from 2011.

Moved by Mr. Healy, seconded by Mr. Borman to inform the County Board that the Finance Committee does not endorsethe two proposed amendments to the 2012 County budget regarding financial support for the Agriculture & Industrial Society (Fair Park). Motion carried with Mr. Bertram voting no.

  1. Submitted by Supervisor Richard Bertram to include a 1% average wage increase for employees. This would increase the 2012 levy by $131,898 and result in a rate of $2.8671, which is a 0.33% rate change from 2011.

Moved by Mr. Bertram, seconded by Mr. Borman to support a 1% average wage increase for employees for 2012 with an increase to the 2012 County levy in the amount of $131,898. Motion defeated with Mr. Healy and Mr. Hensel voting no.

  1. Submitted by Supervisor Mark McCune to decrease the 2012 County levy by $1,000,000. A list of levy reductions by department was presented. This would result in a rate of $2.7792, which is a -2.75% rate change from 2011.

Moved by Mr. Borman, seconded by Mr. Bertram to inform the County Board that the Finance Committee does not endorse the proposed amendment to the 2012 County budget reducing the County levy by $1,000,000. Motion carried.

Ms. Nass reviewed the process for requesting amendments at the 2012 budget hearing on November 3, 2011.

Mr. Healy was excused at 9:20 a.m. The meeting recessed at 9:20 a.m. and reconvened at 9:29 a.m.

SALES TAX REPORT

The total received in October for sales tax earned in August was $762,813.24, for a 2011 total of $5,794,007.07, net of Cabela’s. Moved by Mr. Borman, seconded by Mr. Bertram to accept the sales tax report as presented. Motion carried.

VOUCHERS

Moved by Mr. Borman, seconded by Mr. Hensel to approve the following:

Miscellaneous vouchers in the amount of $12,938.61.

General Accounts Payable vouchers in the amount of $855,737.39.

Motion carried.
