Subject: Estimate for providing Cascade type water Fall at Cactus Park, Ram Darbar Colony Indl. Area Phase-I , Chandigarh.

The estimate has been prepared for Cascade type water Fall at Cactus Park, Ram Darbar Colony Indl. Area Phase-I , Chandigarh as per demand by the Area councillor of ward No. 23, Municipal Corporation, Chandigarh vide his request letter dt. 06-07-2010 addressed to Chief Engineer, Municipal Corporation, Chandigarh and received in this office vide S.E. MCPH Circle Endst No.2796 dt.14-07-2010 and as per policy decision taken in F&CC 187th meeting held on 17-08-09.. This water fall has been proposed with the consent of area councillor.

It has been proposed to provide water fall with pool. A walk way around the pools & approach from the existing foot path to fountain by providing paver block has been proposed. Inlet pipe connection 3” i/d G.I pipe to fill up the tanks is to be tapped from the existing water supply distribution pipe line. Scouring arrangement has also been proposed in the estimate to connect with the existing near by storm water drainage system & also electrical connection from the near by feeder has been taken in the estimate. Provision for operation , watch and ward for 5 year have been taken in the estimate.

As such, an estimate amounting to Rs.15.20 Lacs duly allowed by the competent authority is placed before the Finance & Contracts Committee for its consideration and approval. The expenditure shall be chargeable to the Head:- “4402 – Minor Irrigation”

AGENDA ITEM NO. 3

Subject: Rough cost estimate for augmentation and providing street light in Industrial Area Phase- II, Chandigarh.

(Amount Rs. 22.95 lac)

At present 40 watt tube light fittings are provided on the electricity poles which are being maintained by the Electricity wing of U.T. Engineering Department. The Area Councillor has desired that these tube light fittings may be replaced and augmented with 150 watt Sodium Vapor Light fittings to improve the illumination level in the internal roads of Industrial Area Phase-II, Chandigarh as the roads are also being widened and the tube light fittings are ineffective to properly illuminate the roads and the Industrialists feels that due to improper/less street lighting there is apprehension of the thefts and insecurity to the public working in the industries. Also at some locations there is no street light for which additional points will be created by providing poles and fittings. The existing tube lights will be replaced with 150 watt SVL fittings and old tube lights will be handed over to the Electricity Department U.T. Chandigarh. Hence this estimate amounting to Rs. 22.95 lac has been framed under 4217 –P(Electrification).

Matter is placed before the Finance & Contract Committee for its consideration and decision please.

AGENDA ITEM NO. 4

Subject:- Providing and fixing 60mm thick interlocking paver Blocks on V-6 Road Berm in Sector 29-B, Chandigarh.

Amount:- Rs.28.37 lacs

The condition of road berms of V-6 Roads of Sector 29-B, Chandigarh are bad due to which people feel inconvenience while walking on these road berms and paver blocks are urgently required on these road berms. The area councilor has also requested to provide paver blocks to facilitate the public.

Accordingly a rough cost estimate amounting to Rs.28.37 lacs has been prepared for arranging administrative approval and allotment of funds. The estimate includes the following scope of works:-

1.  Earth work in excavation.

2.  Carriage of earth

3.  P/F 60mm thick paver blocks

The expenditure on this work shall be charged under Head “4217 (P) Roads & Bridges”. The budget allocation cost of already approved estimate and expenditure incurred under this head is as under:

1. Budget allocation for the year 2010-11 Rs.821.50 lacs

2. Total amount of spill over works up to 31.03.10 Rs.70.06 lacs

3. Total amount of estimate sanctioned after 1.04.10 Rs.397.17 lacs

4. Total of Sr. No.2 & 3 Rs.467.23 lacs

5. The expenditure incurred during current

financial year Rs.305.00 lacs

Subject: Booking of Exhibition Ground / Circus Ground under the jurisdiction of M.C.,Chd

Municipal Corporation, Chandigarh is allowing permission for Exhibitions / Circus etc. as per resolution approved by F & C.C. / House at the following three grounds by charging the ground rent as under :-

There are no guidelines in the approved resolutions on the time frame of advance booking and difficulty has been experienced for making Booking when there are more than one applicants seeking the permission for same ground for same period.

1. It is proposed that the Municipal Corporation, Chandigarh should make Booking of Circus Ground / Exhibition Ground, maximum upto 3 months in advance.

2. In case there are more than one applications seeking the booking of same ground for same /overlapping period then the permission shall be made by an auction for the applicants in their presence by a committee constituted by the M.C. Chandigarh.

In addition it is also proposed that the ground rent for the booking may also be revised.

This office has also prepared an Application Form alongwith detailed Terms and Conditions and also proposed a security amount of Rs. 1.50 Lacs to be deposited by the agency to make any recovery found at later stage.

AGENDA ITEM NO. 6

Subject: Permission to hold Sunday Scooter Bazars.

Municipal Corporation, Chandigarh is allowing permission to hold Sunday scooter bazaar in the parkings in front of showrooms of Sector 22 and market Sector-41, Chandigarh by charging a ground rent of Rs. 450/- per Sunday + 10.30.% Service Tax by allowing these dealers an area of 15’X30’.

At present the Booking office is allowing permission to 5 dealers in Sector 22, Market and 20 dealers in the Market of Sector 41, Chandigarh.

This office has been receiving applications from some more applicants for allowing permission for holding Sunday Scooter Bazar and Executive Engineer, Road Division No.1 M.C. has furnished the feasibility report wherein it has been reported that parking of Sector 41-D is feasible for sale and purchase of two wheelers only on Sundays.

Accordingly, this office has prepared an Agenda item alongwith Application Form and Terms and Conditions and same are placed before F & C.C. for consideration and decision.

AGENDA ITEM NO. 7

Subject : Purchase of Ambassador Car for Municipal Health Officer.

The Finance & Contract Committee in its 197th meeting held on 2.7.2010 has resolved and approved the proposal to purpose Ambassador Car for the Municipal Health officer at the total cost of Rs.5,60,918/- including all taxes.

The company has intimated vide No. 2529 dated 4.8.2010 that the rates have been revised from Rs.5,60,918/- to Rs.5,75,346/- thereby enhancement of Rs14,428/-. It is proposed that approved kindly be accorded for the same.

The matter is placed before the Finance & Contract Committee for its consideration and approval please.

AGENDA ITEM NO. 8

Subject:- Issue regarding milk booths situated on the land of the Municipal Corporation, Chandigarh.

An agenda regarding the milk booths of Vita and Verka was put up before the F&CC in its meeting held on 26-7-2010. The F&CC desired to submit the detailed information regarding the terms and conditions of allotment of milk booths of Vita and Verka. The information regarding allotment of booths has been collected from the office of Haryana Dairy Development Cooperative Federation. The terms and conditions of allotment letter of booths of Vita are attached as Annexure ’A’. Only 13 booths are being run by the Vita. So far as charging of rent of these booths is concerned, the Dairy and Development Cooperative Federation Haryana is charging @ Rs 2000/- per month. per milk booth as security because the rent is yet to be fixed by the authority and the amount is lying with them. However, it has not been decided by the said Federation as to where this rent is to be deposited.

So far as the position of Verka booths is concerned, the Dealing Assistant visited the office of Verka situated at Sector 34 and contacted Mr Dubeja Sr. Marketing Officer. He gave the telephone number of Sh Swaran Lal, Dealing hand in the Verka Milk Plant Mohali and matter was discussed with him in detail and he shown inability to provide the terms and conditions of Verka booths in Chandigarh. On 16-8-2010 the Dealing Asstt. again visited head office of Verka and again contacted the Dealing hand Sh Anoop Singh. He stated that these booths were allotted about 40 years ago and the terms and conditions of allotment are not available. Further he told that the same matter arose 15 yeas ago, but nothing was available at that time also. However, Milkfed is charging rent @ Rs 1000/- per month per booth and paying the property tax in lieu thereof.

In view of above, matter is placed before the F&CC for consideration and further decision.
