Proposal Summary:

MSI is currently seeking applications from qualified candidates for potential long-term and short-term technical staff positions for an anticipated five-year USAID funded justice and security project in Honduras. This anticipated project is intended to promote rule of law through more effective and accountable judicial institutions, promoting human rights, engaging citizens in policy-making processes, creating mechanisms for alternative dispute resolution, community policing, and working with civil society organizations to serve as watchdogs over justice and security actors.

Position Summary:

MSI is seeking an experienced Finance and Administration Manager who will be responsible for the financial management and administrative requirements of the project. S/he will ensure that all finances comply with USAID financial requirements, regulations and processes. S/he will report to the Chief of Party and be responsible for management and oversight of other field based financial, accounting and administrative personnel.

Responsibilities:

  • Create and manage a financial system with established policies and protocols that enable transparency, accountability and accuracy, in line with USAID and MSI procedures.
  • Support the Chief of Party and senior project management in meeting USAID financial and administrative regulations and requirements (budget preparation, tracking, financial management, agreement compliance, etc.).
  • Draft monthly and quarterly financial reports which track expenditures and burn-rates, as requested by USAID and MSI.
  • Supervise and train local staff in aspects related to financial systems, regulations, protocols, or procurement policies, as necessary.
  • Manage and provide oversight to local field-based finance and administrative staff.
  • Work closely with MSI home office finance and contract staff.

Qualifications:

  • An undergraduate degree in finance, accounting, business management, law, or a related field with relevant professional qualifications.
  • A minimum of five (5) years of financial management experience, preferably in the management of USAID or other donor-funded projects.
  • In-depth knowledge of USAID financial management rules and regulations highly desirable.
  • Fluency in written and spoken Spanish and English required.
