I.POLICY
Southern Illinois Healthcare (SIH) is committed to the responsible use, enhancement, and preservation of its human resources. We want to place our employees in a position in which they can use their knowledge, skills and abilities in positions that meet their needs while advancing the mission of SIH. To further this objective, employees have the option of transferring into different positions within SIH, and management considers current employee applicants for open positions.
II.DEFINITIONS
Finalist for Position – Recommended for a Peer Interview
On line job listing – current job openings within SIH that is updated on regular business days
III.RESPONSIBILITIES
1.0The hiring manager
1.1.Notifies the employee’s current, immediate supervisor if the employee becomes a finalist for another position
1.2.Contacts employee’s current immediate supervisor for a work reference, completes reference form, and forwards to Human Resources

V.PROCEDURE
1.0Eligibility Requirements
1.1Employee meets or exceeds minimum qualifications for the job.
1.2If an employee has an active Step II or higher improvement counseling, the employee is not guaranteed an interview for the position.
1.3An employee, upon applying for transfer, need not notify his/her immediate supervisor.
A.If the employee becomes a finalist for the position the hiring manager must notify the employee’s current, immediate supervisor.
B.Absolutely no offer of employment is made until the employee’s current supervisor has been notified and consulted.
2.0No employee is approached by another department’s management or co-workers and encouraged to apply for a position without the current employee’s department management being consulted.
3.0Transfer Qualification Period
3.1There is expense associated with the training of an employee for any position; therefore, a transfer qualification period has been established for each position.
3.2Qualification periods are listed on the position description associated with the job.
A.Employees must have satisfied this period in order to be considered for transfer.
B.The transferring manager has the option to waive this requirement.
4.0Seniority
4.1Employees who transfer within SIH or any of its affiliates retain seniority as it pertains to benefit eligibility and accrual.
5.0Introductory Period
5.1Transferring employees are considered to be in introductory status. However, the transferring employee is not subject to benefit eligibility requirements, if already fulfilled.
5.2If the transferring employee is not successful in completing introductory requirements for the new position, there is no guarantee that his/her previous position is available and the employee has no rights to that position.
