PROPELLER SCHEMEOVERVIEW AND GUIDELINES
1. BACKGROUND TO FILM AUDIENCE NETWORK
HOME is one of the Hub Lead Organisations for the groundbreaking deal for UK audiences, the BFI Film Audience Network (BFI FAN). As outlined in Film Forever, the BFI’s plan for 2012-2017, the FAN ambition is to build a wider, more diverse UK cinema audience, with a richer appreciation of British and international film.
The overarching objectives of the Film Audience Network are:
Reach-to increase audiences for independent British and international film including hard to reach and underserved audiences
Breadth-to extend film choice and the settings in which audiences can experience film
Depth-to enhance opportunities for audiences to engage with and learn about film
HOME is the lead organisation for the Film Hub NWCregion which covers Cheshire, Derbyshire, Greater Manchester, Lancashire, Merseyside, Shropshire and Staffordshire.
2. ABOUT THE PROPELLERSCHEME
Film Hub NWC is looking to support film screenings and events across our region that look to build audiences for British and international film. Hub Member organisationsare invited to submit proposals to enhance their current programmes and take risks on titles that work to develop new audiences.
The aim of the Propeller Scheme is to support you to programme the screenings you feel will build interest and audiences but that you have not been able to do so before- those that are always on your wish list! Support from this scheme could be for a one-off special event or a season of curated films. It can also help Member’s who are in the early stages on setting up a film programme to help pilot a series of screenings to test potential audiences.
Hub Members may use the Propeller Scheme to supportsmaller targeted film projects and events for example you may wish to:
- Screen a season of films to coincide with an anniversary- Agatha Christie, Arthur Miller, Shakespeare etc
- Invite a special guest to introduce a screening and hold a Q&A session
- Deliver a season of Polish cinema to attract a diverse audience in your locality
- Use additional spaces to deliver pop up screenings in or around your venue
- Curate a package of archive screenings
- Screen a package/series of titles that are linked to national initiatives, seasons or BFI reissues.
Successful proposals will need to take into consideration the priority areas of the Hub and demonstrate how the activity will build audiences for your organisation. Our priority areas are:
- Diversity- we are particularly interested in supporting projects that have wide audience reach and provide access to cinema for diverse and underserved groups.
- Young Audiences- we are looking to support the next generation of cinema-going audiences through specific targeted schemes that promote opportunities for young audiences (in this context young audiences refers to those under 30).
- Screen Heritage- we are interested in supporting projects that look to increase access to the region’s film archive.
A key focus for the Film Audience Network is ensuring that projects are inclusive and give thorough consideration to diversity especially in terms of access, content, processes, staffing and marketing. We are committed to supporting the BFI’s Diversity Standards and projects that we award must directly address these standards.
As this is the final year for the current BFI FAN programme we will be looking to support projects that are sustainable and have clear aims to continue delivering for audiences past the expiration of our financial support.
3. WHO CAN APPLY?
In order to submit a proposal you must be a Film Hub NWC Member and have returned a signed copy of the Membership Terms and Conditions. If you are unsure if you are a member or would like to join please email rior to proposal.
4. HOW MUCH CAN I APPLY FOR AND WHAT CAN THIS BE SPENT ON?
The total available until March 2017 is £7000, awarded on a first come, first served basis for successful applicants. Hub Members can apply for between £100 and £1000. The money can go towards supportingspeakers’ fees,film rights, targeted marketing campaigns or accessibility costs.
It is a requirement that your screenings have added value for audience engagement- this could be programmenotes, an introduction, Q&A or the recording of discussions for online audiences.
Although we can support additional activity for existing screenings, we are unfortunately unable to support the screening/event itself if they are already taking place and tickets are on sale. We are unable to support any filmmaking projects and film festival screenings (unless they are outside of the main film festival programme).
5. SCHEME DEADLINES:
Proposals will be looked at on a rolling basisuntil 31 March 2017 but we ask that you submit your proposal at least 6 weeks before your screening/s to allow for a response and enough marketing lead in time to support your activity.
6. PROPOSAL PROCESS

7. WHAT HAPPENS IF I AM UNSUCCESSFUL?
If you are unsuccessful in your proposal you will be contacted by email. Being unsuccessful does not prevent you from future Hub opportunities.
8. WHAT HAPPENS IF I AM SUCCESSFUL?
If you are successful you will be contacted by email to discuss any recommendations from the Film Hub NWC team and to inform you of the branding and evaluation requirements.
9. USE OF AWARD
Support from Film Hub NWC must be used exclusively for the purpose for which it was requested as set out in your proposal or revised plan. Any underspend should be reimbursed to Film Hub NWC so that this may benefit future projects. Please note proposals will need to maintain financial records including invoices and may be audited.
10. PAYMENT OF AWARD
On agreement you will be asked to invoice Greater Manchester Arts Centre (HOME) as the Hub Lead Organisation who will pay you the amount agreed by BACS.
11. MONITORING
You will be asked for a short update on the successes/challenges and data related to your proposal once it is completed. This data is required for all Film Audience Network activity and is inputted into an online Data Monitoring Tool.
Aggregated data concerning our region, and the wider UK FAN activity, will be shared with Hub Members. You are also required to use the UK FAN Audience Survey Form to gather data on your audiences that can be used to aid in your quarter report and to build knowledge of your reach.
You may be asked for digital images and case studies/blogs that can be used as content for the Hub website.
12. BRANDING GUIDELINES
All Hub supported activity must carry the BFI Film Audience Network and Film Hub logos (print and online)- further details will be sent you if you are successful in your proposal.
