Strategy Objectives:
This paper is related to Strategy Objective D.
1. Introduction
1.1 Aimed at facilitating the improvement and updating of the ATN routers backbone network implementation plan, the need to improve and update the ATS Messages Handling System (AMHS) and ATS Inter-facilities Data Communication (AIDC) between installations implementation plans and the planning for air-ground ATN Applications, the GREPECAS/13 Meeting formulated Conclusion 13/74 PROPOSAL OF AMENDMENT TO ATN REGIONAL PLAN, for amending the ATN Regional Plan contained in the FASID Table CNS/1B, by replacing the table format with the following:
· Table CNS 1Ba – CAR/SAM regional Plan of ATN routers
· Table CNS 1Bb – CAR/SAM regional Plan of ground-ground applications
· Table CNS 1Bc – CAR/SAM regional Plan of air-ground applications
Formats for Table CNS1Ba and CNS1Bb were drafted, and Table CNS 1Bc is to be developed later by the CNS Committee.
1.2 GREPECAS Conclusion 13/75 urged the States, Territories and International Organizations, that have not yet done so, provide detailed information on the requirements and plans to implement the ATN ground-ground applications, such as AMHS and AIDC, for Table CNS 1Bb.
1.3 In the 4th GREPECAS CNS ATN/TF Meeting (ATN/TF/04) a review of the ATN CAR/SAM planning/implementation activities was done. Under this review and taking in consideration that the concept of the ATN network is the implementation of voice and data applications on the same communications equipment and infrastructure, some of the links (circuits) in the CAR/SAM Region’s backbone are satellite links and could have VoIP communications with two hops, and so it was concluded that before modifying the topology of the ATN Routers defined in CNS Table 1Ba, the Administration of REDDIG and MEVA II carry out tests to determine the performance of the circuits using the IP protocol over the Ethernet interface of FRADs and the modem Linkway, activities that were included in the Work Program of this Task Force. The results of these testing should be presented in the 5th ATN/TF Meeting.
2. Discussion
2.1 During the GREPECAS/15 Meeting a review was made of the preliminary ATN router plan (Table CNS 1Ba) for the CAR and SAM Regions and the ATN ground-ground application implementation plans contained in FASID Table CNS1Bb. The review version of this information is presented in Appendices A thru D of this paper. It was noted that AMHS would be implemented in most CAR/SAM States and Territories by 2015 and that for AIDC application; an implementation date had not yet been defined.
2.2 On November 13, 2008 was completed the process of amendment of several CNS Tables related to the CAR Regional with the approval of the proposal for Amendment of the ICAO CAR/SAM Air Navigation Plan (Doc 8733), Volume II – Facilities and Services Implementation Document (FASID) – CAR Region (Serial No. NACC 08/02 – CNS-Rev.), which include an updated version of the CNS Table 1Bb of the CAR Region, which is presented as appendix E of this Note. During the SAM/IG/ 3 meeting (Lima ,Peru 20-24 April 2009) during the analysis of the AMHS interconnection in the SAM Region it was reviewed the current CAR/SAM Tables CNS1Ba and Table CNS 1Bb . At this respect Appendix F present a commentary received from Brazil in reference at Table CNS 1Bb.
2.3 Since November 2008, the documentation on SARPs and ICAO guidance material related with the ATN and its ground-ground and air-ground applications is available on ICAONET, in the different sub-volumes of Doc 9880 and in Doc 9896 for the introduction elements of the Internet Protocol Suite (IPS) in the aeronautical Telecommunication Network (ATN). Doc 9880 replaces the “Manual of technical provisions for the Aeronautical Telecommunication Network (ATN)”, Doc 9705 – third edition and include the amendments to Doc 9705. Doc 9880 contains the detailed technical specifications for the ATN, based on relevant Standards and protocols established by the International Organization for Standardization (ISO) and the Telecommunication Standardization Sector of the International Telecommunication Union (ITU-T) for Open Systems Interconnection (OSI). Doc 9896 addresses detailed technical specifications for the ATN, based on Standards developed by the Internet Society (ISOC) for the Internet Protocol Suite (IPS), together with draft Standards and Recommended Practices (SARPs) for the ATN/IPS.
2.4 Based on GREPECAS 15 Conclusion 15/40 Workshop on Air-Ground Data Link and its applications, a workshop is planned to be held on Dominican Republic on ATN applications by November 2009. As part of the scope and objective of this event is to assist and support the States in their knowledge for the implementation of ATN Applications, ground-ground and air-ground, providing up-to-date information and lessons learned from other regions.
3. Suggested Actions
3.1 The Meeting is invited to:
a) Take note of the information provided in this paper,
b) Complete and review the CNS Tables 1Ba and 1Bb according to the information provided on paragraphs 2.1 to 2.3
c) Taking in consideration the planning and information to be provided by the mentioned event on paragraph 2.4, to plan the elaboration of an initial draft for Table CNS 1Bc as to have this initial version by the next ATN/TF Meeting,
d) To take action that the meeting deems necessary.
