Questions from Contractors

Please see the questions below received from potential bidders with PBPP responses in blue:

  1. On the advertisement page, the duration is listed as 8/14/16 through June 30, 2017. However, on the Cost Matrix it still states the time frame listed is “between June and December 31, 2016” – which of these is correct? Obviously, 8/14/16 would be the starting point after this is awarded.
  1. On page 12 of SOW - Courses 2, 3, 4, 5, 6, 7 and 8 {A1} – Computer/PowerPoint projector. The Contractor will provide all other equipment (except for firearms and ammunition for Course 3, which are provided by the students; and student firearms for Course 4, which are provided by the students) for the classes including targets, dummy rounds, instructor red guns, magnetometers, SIMUNITION® equipment and ammunition, Laser Shot simulators, pens, manuals, and any other required equipment.We need a specific equipment list. If this equipment has to be purchased, can that cost be requested back from FETC in the category of “Material Costs (All necessary equipment for running this course)”? Will FETC provide the Laser Shot scenarios related to Probation/Parole? On page 11 of the SOW it states that FETC will provide “all course curriculum, instructor manuals, student manuals, student handouts, and student evaluations, along with any other course-relevant forms and supplies for all enrolled students and instructors” – in the paragraph above on page 12 it lists “manuals and pens” – are these different manuals than the ones referred to on page 11 that you were going to supply? Do “pens” refer to ink pens? Also does supplies include the First aid kits, staples, staplers, holsters, belts, cones, shot timers, pasties, red guns.

The FETC will provide the curriculum, manuals and handouts and evaluations as mentioned. The vendor/contractor will supply the necessary equipment to conduct the courses.

  1. On page 21 of the SOW, it states “Contractors should not include any assumptions in their cost submittals.” Please explain “assumptions” in this context.Contractors should not arbitrarily add costs into their bid.
  1. On page 26 of SOW (Work Statement), it states that the courses will occur over a 40 week period (April – December). It states otherwise as mentioned above. Please clarify the training cycle. Obviously, there will be a shortened training cycle this year. In a normal year there would be an April thru December time span.
  1. On Appendix C – Cost Submittal: Course 2 – 6 hours of role players are listed. On page 12 of SOW, under Personnel As Follows category, one lead instructor and one assistant instructor are required for Course 2.Please confirm no role players are required for Course 2. In fact, 6 hours of role players are listed in every course on the Cost Submittal.It doesn’t appear that the hours listed on the Cost Submittal, filled in the same for each course, are correct. Are we supposed to match up those hours to the Statement of Work?Course 2 is strictly classroom, so there will be no role players.
  1. Can you please clarify travel reimbursement requirements as it relates to mileage reimbursement? For agencies that are not familiar with Commonwealth Management Directive. The Commonwealth reimburses at the GSA rate. Please see the attached Management Directive 230.10.
  1. So I understand we are teaching FETC courses since they are supplying the manuals, so that being said, if we are teaching by the FETC IG and we don't get the IG until contract is awarded, then how do we write the technical part of the RFQ?I am unaware of what you mean by “IG”.
  1. Please expand on how FETC will provide course instructors. I thought the contractor is required to provide all instructors for the courses.The contractor will provide the course instructors, not the FETC.
  1. Can I get a list of preferred locations in each geographical section? I would need that to call and get rental fees to include in our pricing.The FETC will want trainings offered in areas where the personnel need to be trained. The previous vendor used numerous locations. The FETC will provide information regarding where the personnel are so the vendor can find locations to conduct the trainings.
  1. How do we get the FETC “Train The Trainer” requirements waived? Our instructors are more than qualified to teach these classes, but we don’t have the FETC creds.This was an oversight and should have been removed. Please disregard.
  1. Page 11 says FETC will supply manuals, handouts, etc but then page 30 says Contractor supplies them. Which is it?The FETC will be providing curriculum, manuals and handouts.
