REGION III MEETING MINUTES

NY CHIROPRACTICCOLLEGE, Seneca Falls

JUNE 17, 2010

WELCOME: Kathy Flaherty

Meeting called to order at 10:20 AM. by Chair. Due to absence of Secretary, Bonnie Rooker, Nancy Teodecki will record the minutes. Kathy thanked Darren Rooker and the ChiropracticCollege for hosting the meeting and sponsoring lunch. For each attendee Darren offered a tote bag along with a travel mug and office supplies compliments of the college’s Admissions Office.

TRAINING: Lending representatives

Laura Worley (Citibank), Laura Helmich (PNC), Craig Ader(WellsFargo), and Ambrose Price(Citizens Bank) offered an informal discussion on the Title X impact on alternative student lending.

One discussion was the timing of disbursements of funds will be delayed due to the various disclosures and process now required. Disbursement may be 7-10 days after school certification. Schools may want to list dates on their website/literature as to ‘apply by’ date so disbursement is timely. Handouts were circulated from some lenders which highlight the process.

Preferred lender lists: review of process and requirements. Some schools are posting a list; other schools may post a list at a later date as time allows.

BUSINESS MEETING:

EXECUTIVE COUNCIL REPORT: K. Flaherty for Jackie Darquea

  • Council June meeting was postponed until August. No further update.

TREASURER REPORT: Dawn Langdonfor Pat Johnson

  • Current balance $3069.81
  • Income from Support Staff: $470
  • Expenses for Support Staff workshop submitted by LeMoyneCollege: $963
  • We can only request $1,000 for the Support Staff Workshop so our request for that is being reduced.
  • Council also won’t approve funding for mailings that we had requested to assist for membership.Pat will keep us posted.

STATE UPDATE: John Austin

Handout for updates on AltLoan Connection, TAP Student Status Listing (Comprehensive record) is now available, and NYHELPS.

SSL Comp includes fields request by FAO: residency indicator, deferred term indicator, and data for all financial aid programs received by individual students.

REGIONAL BUSINESS

NYSFAAA’s FEDERAL UPDATE: Holly Zaglaniczny

Representatives Tim Bishop (D-NY) and John Spratt (D-SC) introduced a bill (H.R. 5448) to push the statutory deadline for returning the federal share of Perkins Loan collections from Oct. 1, 2012, to Oct. 1, 2013. Section 466 currently calls for schools to return their federal share by Oct. 1, 2012, even though the HEOA reauthorized the Perkins program through fiscal year 2014 (academic year 2014-15) under sec. 461.

New legislation (H.R. 5458) recently introduced in the House by Rep. John Adler (D-NJ) would require institutions to provide information to student loan borrowers about the benefit of creating a power of attorney or living will for financial, legal, and medical decision making in the event of the death, incapacitation, or disability of the signer or cosigner. The bill also requires lenders to discuss credit insurance with borrowers. Both private and federal loans would be covered by the bill.

The Advisory Committee on Student Financial Assistance (ACSFA) is holding a hearing on June 25 in Washington, D.C. Topics: burdensome student aid regulations, Dept of Ed update, Rising Price of Inequality. Holly will attend and address ‘Access’.

Holly reminds us to ‘respond in writing’ when the ‘call for comments’ is requested. This is our time to present our views/feedback PRIOR to anticipated regulatory changes, versus after the regulation is in place.

Contact your Representatives in the U.S. House of Representatives and urge them to retain $5.7 billion in the House supplemental spending bill to pay off the Pell Grant Program shortfall and avoid cuts to aid awards in 2011-12.

NEW BUSINESS

MEETINGS FOR 2010-2011- K Flaherty

  • Kathy will send out e-mail to list for request to host meetings.
  • How often do we need to meet? Suggestions from floor: strong training topics that impact all schools, or round tables discussions for those topics that are school specific.
  • Kathy mentioned that John View greatly assisted this year with topic ideas and we will review the topics for future meetings that he received at the May meeting.
  • September meeting most likely at Oswego: topic may be on DL – how to offer financial literacy and repayment counseling.
  • Region2 is meeting at the Turning Stone in October. We may want to consider a joint meeting with them and offer any ‘facilities’ assistance for Conference 2011. If we have this October meeting, then we would not hold a November meeting.

As Kathy announced in May, Regional representatives are needed for State Awards Committee and Statewide Training Committee.

USA 50 year anniversary.

Eileen highlighted 2 web products: Resources for Schools Transitioning to DL and the Financial Literacy Program- ‘Life Skills’

OLD BUSINESS

Support Staff Workshop - Annette Broski

  • Workshop held 5/26 at LeMoyneCollege with 46 attendees.
  • Agenda well received; speakers were all NYSFAAA members- utilization of our resources versus hiring a speaker.
  • Evaluations: requested more training on Financial Aid and more time for Federal update.

DL DISCUSSION

Reconcilation/reports discussed. Sharon mentioned to print out monthly reports since they do not remain on site after a period of time. Suggested to ‘not process loans’ the last few days of each month and this may streamline your reconciliation. DL Tools is very helpful with reconciliation.

Someproblems mentioned, such as, MPN not linking to the loan. COD has reported that there have been some MPN problems.

Question as to ‘automatic’ billing for Unsubsidized interest ? Since there is no indicator on the MPN for billing, students may need to contact DL directly for guidance.
