Roundtable Discussion Topics

A. Every Day Counts

Are the other modes of Transportation (FRA or FTA) looking to institute their own EDC?(FTA, FRA)

  • EDC concentrated on technologies and innovations, but is FHWA also considering regulatory changes in order to move projects forward quicker? (FHWA)
  • On a national level – what have been the technologies most widely adopted by state DOT’s? (FHWA)
  • Is the administration planning to incorporate new initiatives or technologies into EDC within the future? (FHWA)

B. Performance Measures

  • We have seen some DOT’s reaping value in adding performance measures to their operations. For example, Washington State DOT and Missouri DOT, as well as some NASTO states, use performance reports to demonstrative the value of their programs and as a result have received positive support by the Legislature. Has NASTO collectively endorsed performance measures? What efforts are the states doing in this area? And if there are any efforts, what are thoughts on consistency? (DOTs)
  • What type of performance measures do you see being developed by/for states? What are the implications if these performance measures are not met? What are the incentives if these performance measures are met or exceeded? Will these performance measures include reporting requirements? (FHWA, DOTs)

C.ARRA/Tiger II

  • Moving forward, what are the agencies’ expectations for TIGER II projects that have yet to be obligated? Do the federal agencies foresee funding issues in the event a TIGER II project is not obligated by September 2011? (FHWA, FTA, FRA)
  • Do the states need to be concerned about the future of ARRA funds being released-do you expect those funds to remain available for ARRA projects until ARRA expires? (FHWA, FTA, FRA)
  1. Federal-aid Program/Legislation
  • What is the latest on Reauthorization/Authorization? Is there an estimated time frame for a new bill? (FHWA, FTA, FRA)
  • As to the new bill, there have been different discussions regarding discretionary grant programs-how do you foresee these working in the future? (FHWA, FTA, FRA)
  • As to the new bill, there have been different discussions regarding performance measures/metrics to be placed upon state DOTs-how do you foresee those working? (FHWA, FTA, FRA)
  • Do you foresee more flexible federal funding? (FHWA, FTA, FRA)
  • With a new bill-do you see a focus shift on FHWA priorities? Would there be a shift in focus and possibly funding to Interstate and NHS routes over local roads and the discretionary programs of Transportation Enhancements, Recreational Trail, Safe Routes to Schools, etc.? (FHWA, FTA, FRA)
  • Are the agencies concerned with the recent reduction in forces many state DOT’s have undergone? Do you have a vision of what “adequate staffing” looks like for a state DOT? (FHWA, FTA, FRA)
