FE Development Officer Job Description

MAIN PURPOSE OF THE JOB
The FE Development Officer will liaise with key stakeholders within the FE sector and the wider education service to plan, manage and implement the Council’s processes and procedures in relation to the anticipated statutory registration and regulation of teachers and lecturers within the FE Sector in N. Ireland as set out in the GTCNI Bill currently being drafted. He/she will also advise on necessary changes to the development of the Council’s Registration Database to take account of the registration of teachers and lecturers within the FE Sector. The post-holder will report directly to the Senior Education Officer and Registrar of the Council and will prepare papers and reports for the Registration and Regulation Committee, the Council’s FE sub group and the Council itself.
The duties and responsibilities outlined below are intended as a guide to the main elements of the post and may be amended in consultation with the post-holder.

KEY RESPONSIBILITIES: Phase 1 January to March 2014

The post-holder will work closely with the Registrar, the Senior Education Officer, the Registration and Regulation Committee and the Council’s FE sub group:

  1. To liaise and consult with FE lecturers, their employing authorities and with a wide range of organisations and agencies in relation to the proposed registration, approval/accreditation of FE qualifications and regulation of the FE sector
  2. To identify the sources of core data in relation to the future registration of FE teachers and lecturers and to negotiate means to access that data for registration purposes.
  3. To begin to identify and scope the range of qualifications held by FE teachers and lecturers and scope out potential processes for the approval/accreditation of FE qualifications.
  4. To assist the Senior Education Officer in the development of processes for the future regulation of FE teachers and lecturers.

KEY RESPONSIBILITIES: Anticipated phase 2 April 2014-15/16

  1. To establish and implement processes for the anticipated statutory registration of FE teachers and lecturers and ensure that information to be retained on the FE Register meets statutory requirements and adheres to the Data Protection Act.
  2. To liaise and consult with FE lecturers, their employing authorities and with a wide range of organisations and agencies in relation to registration, approval/accreditation of FE qualifications and regulation of the FE sector
  3. To plan and implement a communications strategy across the FE sector in relation to registration, approval of qualifications and regulation.
  4. To establish and implement processes for the approval/accreditation of FE qualifications.
  5. To develop the Council’s regulatory processes as they apply to the FE Sector (in liaison with the Senior Education Officer)
  6. To advise on all matter relating to FE Education Policy in N. Ireland and how it impacts on the Council’s statutory remit
  7. To respond to all enquiries from in respect of registration/ regulation and approval of qualifications matters relating to the FE sector.
  8. To prepare/assist the preparation and analysis of statistical reports on the demographics of the FE workforce and provide related advice to the Council, DEL and the employing authorities.
  9. To undertake other functions/duties as directed by the SMT, which are consistent with the needs of Council.
  10. As an employee of the Council to comply with all Council policies, in particular
  • The Council’s IT security policy and any reasonable procedures arising from it and to ensure that all officers for whom you are responsibility area aware of The Council’s policy on I.T. Security.
  • The Council’s record management policies specifically data protection and freedom of information and any reasonable procedures arising from them.
  • The Council’s Equal Opportunities Policy, to ensure that all officers for whom you have responsibility are aware of the Council’s policy on Equal Opportunities and to ensure, as far as practicable, that there is no unlawful discrimination of any kind within you area of responsibility.
  • The Council’s Health and Safety policy, taking reasonable care of him/herself and others whilst at work and co-operate with GTCNI in carrying out the Statutory Health and Safety duty placed upon it and to ensure that all officers for whom you have responsibility are aware of the Council’s policy on Health and Safety complete, SAVE and name the document – the document is ready to populate with your own content.
