RATIONALE

Traumatic incidents, sudden death, and suicide attempts/completions are but a few of the situations that increasingly need to be dealt with in our schools. As these traumatic losses and events become more frequent in our society, a need has developed to have a written plan and procedure in effect for our school personnel to refer to in the event of a crisis situation. Such a plan enhances the school district’s and the community’s ability to respond immediately to such an event.

The occurrence of a crisis situation has the potential of overwhelming the resources of an individual school. It demands a coordinated response, which collectively utilizes the helping services of both our own school corporation and community resources. The following crisis intervention guidelines and procedures are designed to provide this coordinated and consistent response. Each crisis situation is different. Events at the time may cause crisis team members to deviate from this plan in order to manage a particular crisis.

PURPOSE

The Board of School Trustees and Administration of the Fayette County School Corporation acknowledge the necessity to prepare emergency management guidelines in the event an emergency should occur. The students and staff of FCSC have a basic need for security and safety. Any event that threatens the security or safety will be considered an emergency. There are unlimited possibilities for emergency situations that could impact the system. These include, but may not be limited to the following occurrences: natural disaster, accidents, hazardous material releases, acts of violence, and traumatic events including death and suicide.

GOALS: It is the intent of the Frazee Emergency Management Plan to:

1. Assist school personnel in the development of emergency management plans for each school.

2. Provide guidelines for training of all staff members to perform their duties in the management of an emergency. The guidelines will involve all building staff members, including clerical, food service, bus drivers, and custodians.

3. Provide for annual revision by the Frazee Emergency Management. Crisis Team, to be completed in September of every year.

FRAZEE EMERGENCY MANAGEMENT PLAN

Frazee has developed its own Emergency Management Plan unique to the characteristics of Frazee.

This plan includes:

RESPONSIBILITIES OF SUPERINTENDENT/DESIGNEE

1. Follow the procedures in the FCSC Emergency Management Resource Guide.

2. Contact appropriate emergency agencies.

3. Follow directions of law enforcement and emergency assistance personnel.

4. Contact director of facilities/designee. Director will provide law enforcement/personnel with blueprints of the school facility, if necessary.

5. Contact director of transportation. Director will coordinate all transportation-related issues relevant to the crisis.

6. Assign secretaries to cover phones. (see page 9 at the bottom for a written script with which they respond.)

7. Assign central office administration to remain at central office and or to man and manage designated areas. They are to ensure a calm, orderly and professional atmosphere of support to the school and community and are to understand their role, responsibilities and appropriate responses.

8. Designate media and parent information areas.

9. Contact FCSC attorney.

10. Designate a corporation spokesperson.

RESPONSIBILITIES OF DIRECTOR OF TRANSPORTATION/DESIGNEE

1. Follow the procedures in the FCSC Emergency Management Resource Guide.

2. Coordinate all transportation-related issues.

3. Follow the directions of the law enforcement and emergency assistance personnel.

4. Send appropriate transportation personnel to the site of the crisis/emergency.

5. Assign a secretary to cover the phone. (Have a written script to follow: see below)

6. Assign and instruct dispatcher to coordinate bus radio contact.

7. Notify appropriate drivers where to report or to standby for further instructions.

RESPONSIBILITIES OF DIRECTOR OF FACILITIES/DESIGNEE

1. Follow the procedures in the FCSC Emergency Management Resource Guide.

2. Director of facilities/designee will provide law enforcement personnel with blueprints of the school facility, if necessary.

3. Follow the directions of the law enforcement and emergency assistance personnel.

4. Send appropriate maintenance personnel to the site of the crisis/emergency.

5. Assign a secretary to cover phones. (Have a written script with which to respond: see below.)

Thank you for calling ______. We are currently doing ______. We understand your concern and want to assure you that all efforts are being taken to ensure the safety of all staff and students. Please listen to the local radio station (WIFE, 1580 AM or watch channel 3 for detailed information as it becomes available.

RESPONSIBILITES OF LAW ENFORCEMENT PERSONNEL

1.Work in coordination with the Crisis Response Team regarding all aspects of the emergency situation.

  1. Keep building administrator, designated spokesperson, and superintendent/designee informed at all times.
  1. Provide crowd and media control at the crisis site.
  1. Provide perimeter security.

RESPONSIBILITIES OF BUILDING ADMINISTRATORS/DESIGNEES

1. Follow the procedures in the building and FCSC Emergency Management Resource Guide. (Take charge of the situation until assistance arrives)

2. Notify the proper school officials immediately. Any incident that requires implementation of FCSC Resource Guide must be reported to superintendent/designee as soon as possible.

3. Isolate the area (student disruption or hostage situation).

4. Assign appropriate staff responsibilities. Activate Frazee Crisis Team Information

Flow Chart.

  1. Remind other staff of designated responsibilities (as per crisis situation).

6.Maintain order and calm by “modeling.” Student and staff safety are first priority.

7. Prepare to receive evacuated staff and students, if you are notified.

8. Remind teachers to take their grade books/rosters with them.

9. Work cooperatively with emergency personnel (police and fire).

10. Take a notebook and pen or small cassette recorder with you to document and keep

notes of the crisis incident.

11. Refer media to designated area (front walkway) and refer media questions to the

corporation spokesperson and/or law enforcement spokespersons. (Know your

designated areas: keep media from coming into the building. Announce to your staff

and students what is occurring and direct them to follow the FCSC Resource Guide.)

12. Never say “No Comment” or “Off the Record.”

13. Refer parents to the designated area for picking up their children and getting information.

14. Secure telephones, so that students and staff are not relaying unauthorized information.

  1. If evacuating building, get key to Connersville Gymnastics Center & bull horn from office closet.
  1. If necessary instigate radio communication with Crisis Team. (Do not use radios or cell phone during bomb threat-only classroom phones)

RESPONSIBILITIES OF CORPORATION SPOKESPERSON

1. Work together with the law enforcement spokesperson and FCSC attorney before releasing any information to the media.

2. Establish a media information center.

4. Update the media on a regular basis (usually on the half-hour so that they can meet their news deadlines).

5. Develop a scripted statement (updated and revised as appropriate) for assigned central office secretarial and administrative personnel to follow in answering phone calls.

6. Establish and observe “ground rules”

7. Prepare to respond to media attention. A school crisis will attract a large media group.

8. Never say “No comment” or “Off the record.”

9. Acknowledge the problem, but offer no solutions.

10. Don’t argue or get defensive with the media.

11. Always put the students and staff and their safety first.

12. Stick to the facts.

13. Respect the privacy rights of individuals.

14. Do not release the names of students or staff to the media.

15. Give the impression that a sense of order will prevail.

GUIDELINES FOR GENERAL CRISIS SITUATIONS FOR TEACHERS AND STAFF

1. Follow the procedures as outlined and any verbal instructions from school administration, law enforcement or other emergency personnel.

2. Staff will be given specific directions related to specific situation.

a. If there is a threat outside (robbery, suspicious person, riot, demonstration,

custody issue) the building:

Repeat 3 times: “LOCKOUT, Secure the Perimeter!

Bring everyone in and lockall outside doors. All students and staff are aware

of situation, but conduct class as usual. Teachers take roll.

b. If there is a threat inside the building:

Repeat 3 times: “LOCKDOWN, Locks, Lights, Out of Sight”

Teachers lock classroom door, lower security blind, move away from

windows and doors, maintain silence, take roll.

c. If a need to evacuate arises:

Repeat 3 times: “EVACUATE to our Safe Place.”

In an orderly fashion: Form single line, leave “stuff” behind. Teachers take

safety packet, purse, cell phone, list of absentees, take roll after arrival to

“safe place”.

3. Remain calm and in control. Information from Principal or Crisis Team will be

given.

4. Secure the telephones. Do not allow students or staff to call out with unauthorized information.

5. Do not allow your students to leave the area or classroom until instructed to do so.

6. Be prepared to give assistance to special student populations in the building.

7. Await further instructions at the “Safe Place”.

8. Remain with your students at all times. Inform them that they are to remain at that

location.

9. Do not dismiss students until you receive official word from the administration.

Disregard bells or normal time schedule until instructed officially.

10. If a student leaves, check the enrollment form and record name of person with whom

the student leaves and time.

11. Take notes, names, descriptions and document any unusual events that occur.

  1. Direct all media inquiries to the designated corporation spokesperson. Never say “No comment” or “Off the record”.

General Guidelines for Faculty & Staff during Field Trips

  1. Take along with class on field trip:
  1. Emergency phone #’s & release information
  2. First aid kit
  3. Prescribed Medications for students
  4. Bus Driver’s phone number given to all teachers

GUIDELINES FOR DEALING WITH A TORNADO SITUATION

Prior to the start of the school year, tornado procedure signs must be posted in every room with directions as to what the classroom teacher and students should do and where they should go in the event of an actual tornado.

1. Administrator/designee will monitor appropriate weather information services.

2. When a “watch” is issued, the administrator/designee will decide when and if the building should begin tornado procedures.

  1. When a “warning” is issued, the administrator/designee will implement tornado

procedures. Students will not board buses during a “warning”

  1. When the administrator/designee implements tornado procedures, the staff and students will adhere to the tornado procedure plan in handbook & posted on classroom wall.
  1. The warning will be given upon the direction of the principal or designee from the main office intercom system.
  1. Frazee’s staff and students should report immediately to the safe areas identified and posted in each classroom, gym and cafeteria. Students should be instructed to sit with their backs to the wall, covering their heads with their arms and hands. Teachers will take class rosters with phone numbers to safe areas, along with flashlights and keys. Classroom parent volunteers will accompany the classes with which they work and will help calm and take care of children. Classes should not return to classrooms until a verbal clearance has been given by the principal/designee. Crisis team members will take school radios with them.

7.In the event of a tornado, after securing their classes, and once initial danger is over, crisis team members report to nurse’s office for further instructions.

Weather Disasters - Field Trips

All weather-related situations that might occur when students/staff are on field trips should be handled under the direction of the bus driver in accordance with the information that is included in the Fayette County School Corporation Bus Driver Handbook. The handbook should be revised and updated annually, in accordance with the FCSC Emergency Management Resource Guide.

GUIDELINES FOR DEALING WITH A FIRE OR AN ARSON SITUATION

1. In the event of a fire, the alarm will be activated by the discoverer of a fire, the principal, or designee.

2. 911 will be called by the discoverer of the fire, the building secretary, or the principal.

3. The office will notify central office by phone.

4. Follow the building evacuation plan. If necessary, principal (with bullhorn) will lead evacuation to Connersville Gymnastics Center. Teachers take class lists, with phone numbers, to evacuation site (Connersville Gymnastics Center). Those classes evacuating to south of building will go around the building, away from the fire to get to the safe place. The nurse or secretary will take the Evacuation Kit.
