Location description & characteristics / Motegi area has some hills, but their heights are less than 300 meters. The southern part of flight area has many spaces for landing and target areas. We are planning to have flights of going to south-east or south or south-west.
Utsunomiya area has many spaces for landing and target areas. It’s almost flat.
Airspace structure & limitations / We will use 6,000 ft maximum. We will consult with the Hyakuri Air Base of Japan Air Self Defense Force during the event. That Base is located more than 50 km south from Motegi.

Road network and infrastructure / Very good
Meteorological characteristics / Temperature at Utsunomiya and Motegi in late November 10 - 15 C at high and 3 - 10 C at low. Surface winds are usually less than 10 kt and upper winds at 3000 ft are usually less than 20 kt, except typical winter monsoon pattern.
Venue description & characteristics / The Competition Office will be at the facility of Haga Town. (Between Utsunomiya-city and Motegi town).
Competition flights will be scheduled 50km (west-east) x 50km around Utsunomiya and Motegi Town.
Main Launch Site will be at the Dojojuku, Utsunomiya-city, Tochigi Prefecture,

Travel & accommodation arrangements for officials

/ Competition officials, including Event Director, Jury members, Steward(s) and Safety Officer(s), are invited from many parts of the world. Officials will be offered hotel room during the event, meal tickets and travel allowance. And each two or three officials will be allocated one rent-a-car. They will be invited to the Awards Ceremony and other parties.

/ We will invite approximately 30 international observers and 15 Japanese observers; total number of observers will be 45. But these figures depend on the number of competitors entered. We would like to ask the Chief Observer of each country to assist us. Those Observers will be offered hotel room during the event, meal tickets and travel allowance. They will be invited to the Awards Ceremony and some other parties.

Fuel for balloons during the event will be provided. Other necessary information for flights, including maps, will be provided, too.

Insurance requirements / A competitor is responsible to cover a minimum of 200 million yen for third parties. Generally speaking, insurance, which we sell, is much cheaper than other areas. The cost will be approximately 6,000 yen for fourteen days.
If a competitor wish to fly with an observer during competition, he shall have insurance for his observer under conditions that the organizer decides.
We require a pilot that wishes to fly with an observer during the competition, to have insurance for the observer. If your balloon does not have it, you may purchase it 3,500- yen during the week. If you fly without an observer at all times, you don't need to purchase it.
