Responsibilities:
Provides a wide variety of administrative and staff support services for the SSPARS site offices under the general guidance and direction of the Site Manager. .
Performscustodial control for the Integrated Tactical Warning andAttack Assessment (ITW/AA) Missile Warning and Space Surveillance site assets.
Accounts for all Government IT hardware assetsincluding desktop computers and performs annual and/or out-of-cycle inventories as required.
Performs varied duties in administration, timekeeping, employee relations, business and financial management, procurement and property accountability, etc.
May assist in preparing and controlling records, statistics, and reports regarding operations, personnel changes etc.
May serve as administrative liaison with others within and outside the company regarding administrative issues related to purchasing, personnel, facilities, and operations. The nature of the duties requires a familiarity with company policies and practices and calls for independent judgment within the scope of established policies. Work is accomplished by assisting in providing, obtaining, or coordinating company policies and procedures and/or local procedures, and integrating them to the specific work requirements of the department.
Complies with all host installation, federal, state and local environmental programs, policies, and directives. Provide required environmental documentation, support, and participation as requested by 21 CES/CEIE.
Leads the coordination of unescorted entry, visit requests, maintenance of badges including those for restricted areas and support the tracking and maintenance of various security trainings and support compliance to physical and industrial security requirements including coordination and maintenance of security plans.
Is the POC for site Information Management and Records Management requirements and will meet the performance standards identified in PWS paragraph 2.9.1. Works in concert with the SSPARS PMO contracting personnel to ensure consistency and compliance. Maintains all contractor records associated with the contract and those generated in the performance of PWS requirements. Maintains a Government records system for the preservation of mission requirements. Creates, manages, maintains, and properly disposes of records.
Serves as the designated primary RC for the maintenance and disposal of official records created by contractor users which are developed during contract performance. Accomplishes IAW stated performance standards. Works in concert with the SSPARS PMO contracting personnel to ensure consistency and compliance. Accomplishes initial and annual ADLS CBTs for Records Custodian and Protecting Sensitive Information. Exhibits copies of all training certificates received. Submits required Records Custodian Appointment Memorandums.
Functions as the designated the primary Functional Area Records Manager (FARM) and accountable for all contractor managed official records meeting all performance standards identified in PWS paragraph 2.9.1.2. Accomplishes initial and annual ADLS CBTs for FARM and Protecting Sensitive Information. Exhibits copies of all training certificates received. Submits required FARM Appointment Memorandums.
Works in concert with the SSPARS PMO contracting office guidelines to forward requests to the on-site COR. Compliant with protecting PA and FOUO records and information. Meets the required performance standard referenced in the SSPARS DD Form 254.
Develops, uses, and keeps accounts for department and field publications. Paper-based publications requests will be made from the DLA Document Services. Reviews product announcements and the Product Index on the e-Publishing web site. Evaluates and inventory the contents of FPL to keep publications recent and necessary.
Picks-up and delivers all US Government official/registered mail. Mail will be distributed once per week. Will use Menwith Hill as the servicing facility for Registered Mail shipments. Meets required performance standards.

Position Title: #181002 Site Manager (Field Engineering Senior Supervisor)
Relevant Experience:
Ten years of related experience. In lieu of degree, 18 years of directly related, progressively complex work experience may be considered. Experience managing complex field engineering projects involving the development and/or production of complex engineering processes. Provides senior technical supervision and direction to staff, typically managers and supervisors. Develops and implements department initiatives. Demonstrated human relation skills in coaching and developing managers and seasoned technical professionals.
Possess process integration skills and team building and facilitation skills. Knowledge of advanced concepts in the engineering discipline and an understanding of related engineering disciplines. Demonstrate clear communication/presentation skills, technical/non-technical, written and oral.
Education:
BS degree in an engineering discipline or professional engineering license/certification.

Responsibilities:
Provides technical information and logistical support for other contractors, subcontractors, and government agencies in support of upgrades, projects and other efforts impacting contract requirements and installation/site operations.
Leads the effort to maintain Security compliance elements including NISPOM, Physical Security, FPCONS, and OPSEC requirements.
Coordinates the maintenance, repair and testing of IDS systems and associated security equipment.
Conducts various security trainings and lead the participation in government required industrial, physical and operational security forums and establish plans and agreements to meet related requirements.
Notifies the on-site Contracting Officer’s Representative (COR) and CO if requested Uncleared Personnel Escort support is in excess of seven calendar days per project, either consecutive or intermittent.
Provide familiarization tours, site orientations and operations briefings for visiting officials when requested by the Installation/Site Commander/USAFLO. Include as part of all briefings a warning on radiation hazards and areas that pose a threat to human safety within the installation/site.
Supports escorting and visit request as necessary
Designates trusted agents at the request of the inspection or exercise team chief.
Complies with and ensures Energy Conservation Compliance per the host directives and policies.
Joins the unit Crisis Response Element or Unit Control Center during activations for real world events, headquarters inspections, or local exercises as determined by the Installation/Site Commander/USAFLO.
Provides costs for all supplies, parts, and materials needed to perform preventive and routine maintenance IAW the PWS and stated standards that are not available through the Enterprise Solution-Supply.
Provides inputs into the Individual Job Orders and provides necessary support to implementation.
Provides inputs to annual budget projections and expenditures for each option year.
Notifies the Program Director immediately of problems affecting functional area accomplishment or contractor performance.
Reviews and obtains updates for the Host Installation/Host Nation EM plans. The position will make the submittal of the all updates to the Installation/Site Commander.
Maintains current comprehensive schedules of installation/site projects and activities (ongoing and planned) to include mission support, construction, military satellite communication systems, network (NIPRNet/ SIPRNet), communications, sustainment, security, and other requirements or projects.
Maintains a list of key contract personnel names, and home and duty phone numbers.
Complies with federal, state, and local Occupational Safety and Health Administration (OSHA), Environmental Protection Agency (EPA) and/or host installation regulations/standards managing contract requirements/conflicts as needed
Functions as primary POC for Occupational Environment and Health POC
Manages OEH related inspections and visits while maintaining communication with the 21 AMDS Bioenvironmental GSU Manager.
Delivers notifications regarding ionizing and non-ionizing radiation devices and maintain communications with 21 AMDS Bioenvironmental GSU Manager and respective host base Bioenvironmental offices. Maintain records of all procurements and devices in use.
Provides initial and refresher EMFR Safety Awareness training to personnel that is commensurate with the potential for exposure within the workplace. Provides training to visitors to lower and upper tier MPE areas. Document all training provided for base assigned personnel; proof of implementation of awareness training for visitors is acceptable
Works closely with other engineering disciplines developing and completing projects to increase production, quality, efficiency or volume.
Acts as consultant to senior management, and interfaces with senior customer representatives on significant issues needing technical guidance, redirection, and/or resolution.
Works directly with the Installation/Site Commander/USAFLO when an incident occurs requiring the removal of any employee from the installation/site due to violation or misconduct.
Immediately notifies the SSPARS Program Manager as well as security personnel and the human resources office due to employee incident, escorts employees from the site in a timely manner and secure work location as needed.
Complies with all host installation, federal, state and local environmental programs, policies, and directives. Fulfill role as primary (Field Engineer Sr. Supervisor) or alternate (Networks Engineer Experienced) Unit Environmental Coordinator, for environmental management requirements. Provides required environmental documentation, support, and participation as requested by 21 CES/CEIE.
Assists with the maintenance and identification of environmental aspects, impacts and action plans.
Attends host installation ESOHC meetings (or equivalent) as stipulated by host installation policy
Identifies all environmental and/or hazardous waste requirements, including funding, to the host installation and 21 CES/CEIE.
Implements the Environmental Inspection Process to include Shop-Level Inspections and Program-Level Compliance Assessments. Documents discrepancies utilizing the “Shop-Level Inspections checklist” provided by 21 CES/CEIE or host base and provide upon request.
Supports Stage 2 host assessors. Provides updates for all areas assessed, findings, recommended improvement areas, and strengths along with closure actions as required by the Host.
Acts as primary HAZMAT/HAZWASTE POC and attend host installation training.
Responds and reports all emergency pollution incidents and uncontrolled releases to the environment to the host installation. Receives host installation oil-handler training and maintain training records
Coordinates pest control requirements through host support organization.

Relevant Experience:
Four years of related experience with an AA in a related field or Computer Network Administration Certification. In lieu of degree, at least 8 years of related experience may be substituted. Key areas of specialization include Networks and Telecommunications (LAN/WAN administration, Intra-computer communications, Network support); System Management and Administration (vendor supplied operating systems installs and maintenance, systems software, and layered products (VMS, UNIX, Windows, code compilers)); Database Analysis (system evaluation and design to structure and access databases; database requirements analysis, recommendations for solutions that require database definition and detailed specifications and flowcharts, coordinates installation of revised or new systems).
Possesses an understanding of the computer system internals, operating systems and layered products and specialized and vendor software. Demonstrates an aptitude and willingness to keep technical skills current by learning new languages, operating systems, hardware, tools, and technology.
Education:
BA/BS in mathematics, engineering, computer science, or other related field and no experience; or AA in related field or Computer Network Administration Certification.

Maintains the MMA and ANDVT, conducting fault isolation and resolution for both hardware and software problems. Performs system administration.
Provides maintenance and systems administration for the CPS and facilities IAW with performance standards to an AQL: CPS Acc of not less than 99.7% each calendar month on a 24/7 basis.

Provides unscheduled support to the MDA CNET Point of Presence (POP) and MDA computer connected to the CNET. Supports MDA technicians by providing limited touch maintenance to offsite technicians performing maintenance.
Provides site generated artifacts to support accreditation and operations.
Reviews, updates, implements, and maintains a written Site Backup Plan.
Maintains records that provide listings of the media on hand, in the library, those temporarily out for cleaning or rehabilitation, media shipped for use elsewhere, those on hand belonging to another center or organization, and any media awaiting disposition.
Operates and maintains the CPS and facilities on a continuing basis. Performs system and security administration functions.
Implements all delegated orders from 624th Operations Center (624 OC) within the mandatory timeframe.
Works the help desk for user problem resolution on a 24/7 basis. Answers user questions concerning communications to include network applications software, e-mail, and internet, as well as infrastructure associated with the network. Coordinates and s outages and problems within the contractor’s control. Reports on all system-wide network problems impacting users and provides permanent/temporary fix actions to users.
Operates and maintains the government-provided trouble ticket tracking software for trouble call reporting and resolution. Responds to and resolves all network, telephone, and LMR related trouble tickets and user problems. Reports outages and resolutions to the designated government representative, establishing trouble call priorities based on relative importance to overall network operation and availability. Maintains accurate and timely documentation of all user problems and resolutions.
Notifies and coordinates ASI to minimize impact on base-level mission. Obtains approval from the Installation/Site Commander prior to scheduling any network system or service outages. Notifies the 21 CS CFP and all installation network users who could be affected by the ASI upon approval. If the network has a router, coordinates maintenance and administration of the router through the Standard Systems Group (SSG)/SINS, Maxwell AFB, Gunter Annex AL. For AFIN, coordinate maintenance and administration through the Air Force Information Warfare Center (AFIWC) Lackland AFB, TX. Notifies all network users who could be affected by host base ASIs.
