Annex C: Security Events

C5: BUILDING LOCK DOWN

PURPOSE: To establish guidelines for locking down CMH in the event of an emergency situation when such action would be appropriate and necessary, for example during an announced Code PINK.

DEFINITIONS:

Building Lockdown: ALL perimeter doors are secured and hospital entrance/exit is restricted to all members of the public, except for Police and/or Fire. ALL internal/external hospital foot traffic shall be routed through the public ER entrance for security screening.

Hospital staff will monitor the public ER entrance and maintain access control over ALL perimeter doors to prevent hospital entrance/exit (See Code PINK for Department assignments).

The Incident Commander (CEO, DON, or on-duty Charge Nurse) shall make the decision to declare a total lockdown. Local police will be called to assist with external security and/or screening. The ER will continue to accept patients following appropriate security screening of the patient(s) and family/visitors.

GENERAL PROCEDURES:

1.  A Lockdown should be implemented whenever a concern for the safety or well-being of staff and/or patients exists. Calling a lockdown is dependent upon the internal or external circumstances of the triggering event, so it is better to be cautious and declare a lockdown if the circumstances warrant.

2.  Declarations of lockdowns should be coordinated with local law enforcement, public health officials, first responders, and/or emergency managers, if possible.

3.  The number of primary and secondary perimeter exit doors that need to be secured: 12 exit doors

4.  During a total lockdown additional hospital personnel may be needed as well as adjustment to normal shift hours. These adjustments will be at the discretion of the Incident Commander.

5.  During a lockdown hospital personnel should be in a state of high alert and question any suspicious or incident related circumstances, appearance, and/or condition, until explained, proven and verified to their satisfaction. Documentation of the contact, with basic information, should be maintained while lockdown status is in effect.

6.  At the discretion of the Incident Commander, local law enforcement will be contacted for assistance in control of driveways onto/exiting the property as needed.

7.  During a total lockdown, ALL individuals will be screened upon entry and/or exit of the facility. Security at the ER will check the following:

o  Hospital Identification Badges/ Driver License / Personal Identification Cards

o  Bags & Purses, Packages, Equipment, & Supplies

o  Document individual screening with the person’s name and destination.

Total Lockdown: What to Do

Upon notification from the Incident Commander, the Operator or on-duty Unit Secretary will announce five (3) times via overhead page “Total Lockdown”

o  Incident Commander: Upon declaration of a total hospital lockdown, the Incident Commander will set up an EOC in the Library Charting room in order to assess the situation and provide a central location for internal/external communications.

o  Housekeeping: Upon notification of a total hospital lockdown, the department director or designee will send selected personnel to secure the hospital’s primary and secondary perimeter exit doors.

o  Facilities Engineering: Upon notification of a total hospital lockdown, the department director or designee will commit a contingent of personnel to assist in the securing of the building and provide screening of vehicles, if needed.

o  Departments not enumerated: Upon notification of a total hospital lockdown, departments located near hospital entrances will immediately station staff at such entrances to provide security and prevent entry/exit of the building. Staff will direct internal and external foot traffic to the ER for entrance/exit of the hospital.

Return to normal operations

Terminating a Total or ER lockdown will be at the direction of the Incident Commander. Once a lockdown is canceled by the Incident Commander, the Operator or on-duty Unit Secretary will announce 3 times via overhead page “Lockdown -- All Clear”
