Extramural Support for USM Institutions

FY 2008

USM institutions seek and receive funding for their research, education, and public service activities from many sources. This report shows how many proposals each institution generated, how many awards were received, and the total amount of funding received from external sources. For the second year in a row, extramural funding exceeded one billion dollars ($1,104,851,795), with a total in FY 2008 roughly 2% higher than in the previous year. To provide an order-of-magnitude perspective, in FY 2008 the USM received an appropriation of general funds, that is, tax revenue, from the State of Maryland, of $1,004,918,039, and tuition and fees added $1,056,407,794 more.

Awards are counted in the year they are received. By contrast, reports issued by government agencies, such as the National Science Foundation (NSF) provide data on expenditures, not awards, for research; expenditures may be verified by accounting procedures but the data lag behind the receipt of awards by several years. No new NSF data are available for comparison with other states.

Table 1 shows how much income each institution generated in the past two years from grants and contracts from the federal government, from Maryland state agencies, from non-profit foundations, from corporations, and from other sources, such as non-governmental organizations. Table 1 also shows the number of proposals submitted to each type of funding source and the number of grants received. It should also be noted that in this report the number of awards represents not only new awards but also amendments to existing awards that provide additional funding not previously accounted for. Institutions that receive a high percentage of awards funded in increments will have a higher number of awards than proposals, since one initial proposal could result in multiple funding actions. It should also be noted that some awards received in FY 2008 were the result of proposals submitted in a prior fiscal year and that notification regarding the funding of some proposals submitted in FY 2008 were still pending as the fiscal year closed.

At every institution, extramural funding derives from a variety of sources. Although the federal government is the largest funding source for the System as a whole and for research-intensive institutions, state government, corporations and foundations, and other sources provided support on the same order of magnitude as federal funds for the regional comprehensive universities.

For the System as a whole between FY 2007 and FY 2008, federal funding was stable, and a decline in state contract and grants was counterbalanced by increases in both corporate and foundation support. Both the number of proposals submitted and the number of awards received also increased over the prior year.

The bottom line for each institution is the total received diminished by the amount of collaborative grants or contracts that it passes through to another USM institution. The USM total is non-duplicative.

Table 2 summarizes institutional total income in FY 2008 and compares it with the previous four years. Between FY 2007 and FY 2008, five institutions (CSU, FSU, SU, TU, and UMCES) enjoyed double-digit increases, and UMB, with the largest award total in the System, saw an almost 10% increase over last year. Funding at UMBC was flat. Funding at UMCP declined by less than 2%, and larger declines occurred at BSU, UB, and UMUC.

The reduction of 45.6% in UMBI awards from FY07 to FY08 reflects the move of one of UMBI's centers, the Institute of Human Virology (IHV), to UMB at the beginning of FY08. In fact, UMBI recognized a 9.3% increase when removing IHV from the FY07 award data; UMBI’s FY07 awards without IHV were $23,973,322.

Institutional figures reflect all awards made to each institution, even if as a subcontractor to or joint awardee with another USM institution. Thus, the institutional total double-counts some awards. The USM Total is unduplicated; that is, support for projects in which more than one institution is an award recipient is counted only once.
