The Humanitarian Innovation Fund (HIF) is launching its first GBV challenge for improving the Monitoring and Evaluation of GBV interventions in humanitarian settings. We have identified two specific innovation challenges, each addressing a different theme within Monitoring & Evaluation, to encourage teams to focus their efforts.

  • INNOVATION CHALLENGE 1: MEASURE THE IMPACT OF GBV PROGRAMMES

We are asking for proposals to evaluate the impact and quality of existing or new GBV programmes by developing and implementing different assessment processes and tools, and identifying and monitoring relevant metrics.

  • INNOVATION CHALLENGE 2: DEVELOP REAL-TIME MONITORING TOOLS

We are asking for proposals to develop tools that easily integrate into the humanitarian system and enable the real-time collection of GBV data during an emergency. The data collected should be reliable and support GBV decision-making and the design of GBV programmes.

We will invite teams with the most promising ideas to an Innovation Workshop in London to be held on 29 -30November 2016. Following the workshop, all teams will have the opportunity to apply for grant funding of up to £50,000. To apply to be invited to the Innovation Workshop, teams have to submit this application form. THE PROCESS EXPLAINED

The HIFis calling for innovators from all fields to develop and submit ideas for improving Monitoring and Evaluation practices in emergency settings.

Innovators can choose to respond to one of the two challenge statementsdescribed on the website with entirely new ideas, or improvements for existing concepts.

Applicants are strongly encouraged to read the full HIF GBV Gap Analysis report[1] prior to submitting their idea.

All applications will be screened to ensure that they fit the HIF eligibility criteria[2]and reviewed based on bespoke criteria set by the HIF team and up to three members of its GBV Advisory Board. After

Reviewingthe applications, the most promising teams will be invited to a two-day innovation workshop on 29-30 November 2016 in London. Three members per team will be invited to the event and costs for participation will be covered by the HIF.

At the Innovation Workshop, each team will be given the opportunity to connect and receive inputs from actors from various fields such as data science, tech development, behaviour change - that have shared interest or experience in addressing the proposed challenges as well as guidance from the HIF to translate their ideas into proposals. This process will allow the teams to build and strengthen their initial idea.

Following the workshop, teams will be invited to apply for grant funding of up to £50,000 to further explore and/or prototype them within one year. This opportunity will be an open call. However, the HIF encourages everyone to take this workshop opportunity to work with other experts, to meet the HIF team and implementing humanitarian agencies, and to refine their ideas before submitting a final proposal.

The winning teams to attend the innovation workshop will be announced early November.

ELIGIBILITY

  • Any type of legally registered organisation or team (excluding single individuals) can apply.
  • Any team with a feasible idea which directly addresses one of the two Monitoring & Evaluation challenge statements with a focus on emergency settings can apply.
  • Each team can consist of collaborations/consortia between different organisations.
  • Up to two applications per team are permissable, either with different ideas for the same challenge or different ideas addressing different challenges.
