Naval Safety Center Emergency Vehicle (EVOC) ProgramCourse RecertificationRequirements

To ensure adequate qualified EVOC instructors are available to conduct command emergency vehicle training as required by DOD INST 4500.36R, OPNAVINST 5100.12J and MCO5100.19F, the Naval Safety Center (NAVSAFECEN) EVOC Program certifications will be based on justifiable need for the region in accordance with the NAVSAFECENEVOC Program Manager.

Commands are encouraged to review their current EVOC instructor's & operators for valid certification, prospective losses and certification expiration dates.

All EVOC Instructor’s/Operator’s are required to meet the EVOC Program prerequisites for the position they hold.

The following Naval Safety Center (NAVSAFECEN) EVOC Program recertification requirements apply to all individuals wishing to maintain their EV certification & OF-346 or equivalent Government Motor Vehicle Operator’s Identification Card.

MASTER INSTRUCTORS:

  1. Attend and successfully complete a NAVSAFECEN approved 40 hour Master Instructor recertification program every three years.
  2. Prospective EVOC instructors may contact the NAVSAFECEN EVOC program manager to obtain more information.

INSTRUCTORS:

  1. Attend and successfully complete a NAVSAFECEN approved24 hour Instructor recertification program every three years.

Training will consist of:

1)Applicable state, local or host nation laws and regulations

2)DoD, OPNAV, NAVFAC, MCO or other applicable base instructions/policies

3)Safe operating practices to include selected range exercises

4)Operator vehicle inspection

5)Successfully pass a written test

OPERATORS:

  1. Attend and successfully complete 24 hours of EV related training over the course of three years (i.e., 8 hours per fiscal year).

Training will consist of:

1)Applicable state, local or host nation laws and regulations

2)DoD, OPNAV, NAVFAC, MCO or other applicable base instructions/policies

3)Safe operating practices to include selected range exercises

4)Operator vehicle inspection

  1. Prospective EVOC operators may contact a local NAVSAFECEN EVOCprogram instructorto obtain more information.

RANGE EXERCISES:

  1. The RECERT training does not necessary need to include having the driver/operator complete the entire driver skills set portion of the original EV course.

Driver skill sets or required range exercises should be conducted when:

1)Mishap data indicates an issue.

2)New vehicles /apparatus are placed into service.

3)Major changes to DoD or DON policy on emergency response guidelines.

4)Changes in roadway configuration/design or gate access/egress to the command.

REMEDIAL TRAINING:

  1. Any EV operator who is found at-fault in a motor vehicle mishap shall complete remedial EVOC training. Remedial training will be completed within 30 days from the date of mishap,
  2. Supervisors may also require personnel who demonstrate deficiencies in their driving habits orattitudes to complete remedial EVOC training.
  3. Remedial training is not a punitive action. It is used to reinforce positive skills, knowledge, and behavior.
