EXECUTIVE REPORT OF ITU-R SG6/WP6A AND WP6B MEETINGS

This document reports the work accomplished in the meeting of Working Party 6A and 6B held in Geneva, on November 2014, under the chairmanship respectively of Mr. Olson (USA) and of Mr.YukihiroNishida (Japan).

Activities of WP6B

During the meeting Working Party 6B approved a new recommendation regarding the usage of the high efficiency video coding (HEVC) standard for UHDTV and HDTV broadcasting. It also agreed on continuing the efforts for defining basic parameters for UHDTV and HDTV broadcasting using the HEVC standard and suggested bit rates.

Working Party 6B also agreed on a revision of the Report about Integrated broadcast-broadband systems for the update of the hybridcast system and the inclusion of the HTML5 based Smart TV Platform of Korea. The related Intersector Rapporteur Group on integrated broadcast-broadband systems (IRG-IBB) held its first meeting and agreed to accelerate the work towards the completion of the preliminary draft new Recommendation BT.[IBB-SYTEM] “Integrated broadcast-broadband systems.

The preliminary draft new Report on production, emission and exchange of closed captions for all worldwide language character sets (latin and non-latin) among several other documents is open for contributions and the work is expected to be concluded during the February meeting.

It may also be of interest to CCPII attendees that Working Party 6B is progressing on a preliminary draft new Recommendation on Service configuration, media transport protocol, and signaling information for MMT-based broadcasting systems.

Activities of WP6A

In its November meeting, inaddition to general sound and television broadcasting subjects, Working Party 6A activities coveredsharing and protection of the broadcasting service, preparations for WRC-15 and other matters.

Among other documents, we would draw CCPII attention to the3 following documents:

(1)  [507] Annex 04 - Preliminary draft revision of Recommendation ITU-R BT.1368-11 - Planning criteria, including protection ratios, for digital terrestrial television services in the VHF/UHF bands

(2)  [507] Annex 07 - Draft revision of Report ITU-R BT.2140-7 - Transition from analogue to digital terrestrial broadcasting.

(3)  [507] Annex 08 - Preliminary draft new Report ITU-R BT.[GREEN_BROADCASTING] Environment-friendly broadcasting systems (green broadcasting)

(4)  [507] Annex 11 - Preliminary draft new Report ITU-R BT.[UHDTV-DTT TRIALS] - Collection of field trials of UHDTV over DTT networks.

(5)  [507] Annex 12 - [Working document towards a] preliminary draft new Report ITU-R BS.[DSB-TRANSITION] - Implementation considerations for the [transition] [introduction] to digital terrestrial sound and multimedia broadcasting.

(6)  [507] Annex 13 - Working document towards a preliminary draft new Report ITU-R BT.[DTTCHARACTERISTICS] - Characteristics of DTTB systems in the frequency band 470-862 MHz for frequency sharing/interference analyses.

Rapporteur Group on Spectrum Requirements for Broadcasting

Study Group 6 also decided to continue the work of the Rapporteur Group under to develop a report with the list of spectrum / frequency requirements for bands allocated to broadcasting on a primary basis and indicate the current and future use of these spectrum requirements.

The chairman of the group (Mr. Barrett, from Australia) presented the documents 6/252 and 6/271 Rev. 2 containing a progress report of the Rapporteur Group and a proposal for updating its terms of reference and continuing its activities up to the July 2015 meeting of SG 6. He also reported that a questionnaire had been developed and circulated widely by the RG. A preliminary assessment of the more than 50 responses received had been carried out (Annex 2 to Document 6/271 Rev. 2). The meeting agreed that the RG should coordinate closely with all WPs 6A, 6B and 6C; and experts in all three WPs were invited to participate in the work of the RG.

The meeting also agreed to the slightly revised questionnaire and that would be sent a Circular Letter to all administrations. The Circular Letter is available at http://www.itu.int/md/R00-SG06-CIR-0090/en.

This Circular invites Member States and Sector members, who have not responded yet to the earlier questionnaire, to reply until 22nd May 2015. The Brazilian administration has already sent information for the Rapporteurs Group and invites all region 2 administrations to answer the questionnaire in order to gather compiled updated information about the broadcasting service in the region.
