Qualifications

  1. Character

Each candidate must be of good character.

  1. Health

Each candidate must be in a state of health such as would indicate a reasonable prospect of ability to render regular and efficient service.

  1. Education, Experience etc

Candidates shall on the latest date for receipt of completed applications forms for the post:

(a)(i)hold a qualification in town planning recognized by the Public

Appointments Service,

(ii)after attaining the qualification referred to at (a) (i) above, have at least three years satisfactory experience of town planning,

or

(b) (i)hold a recognised degree (Level 8) or equivalent professional qualification in architecture or engineering or in which economics, geography or sociology was taken as a major subject or be eligible by examination for corporate membership of the Royal Institution of Chartered Surveyors or hold the Diploma in Environmental Economics (with Town Planning as a subject in the final year), and

(ii)after attaining the degree or qualification referred to at (b) (i) above, have at least five years satisfactory experience of town planning and

(iii)have a satisfactory knowledge of the law relating to town planning and of accepted principles and practice in this field.

(c)possess a high standard of technical training and experience.

Particulars of Office

Duties:

The duties of the post are to give to the local authority such appropriate management, administrative, executive, supervisory, advisory and ancillary services as may be required by the local authority in the exercise and performance of any of its powers, functions and duties and to exercise such powers, functions and duties as may be delegated to him or her by the Chief Executive from time to time including the duty of servicing all committees that may be established by the local authority. The holder of the post will, if required, deputise for an officer of a higher level.

Salary:

The salary shall be fully inclusive and shall be as determined from time to time. The holder of the office shall pay to the local authority any fees or other monies (other than his/her inclusive salary) payable to and received by him/her by virtue of his/her office or in respect of services which he/she is required by or under any enactment to perform.

Salary:€46,732 - €65,000 (includes 2 long service increments)

  1. The office is wholetime, permanent and pensionable;

(i)Persons who become pensionable employees of a local Authority who are liable to pay Class A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 1.5% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children).

(ii)Persons who become pensionable employees of a local authority who are liable to pay the Class D rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 5% of their pensionable remuneration.

(iii)All persons who become pensionable employees of a local authority will be required in respect of the Local Government (Spouse's and Children's Contributory Pension) Scheme to contribute to the local authority at the rate of 1.5% of their pensionable remuneration in accordance with the terms of the Scheme.

(iv)New members joining the Public Sector after the 1st January 2013 will be required to join the Single Public Service Pension Scheme. A rate of PRSI contribution will be required in respect of their superannuation to contribute to the local authority at the rate of 3% of their pensionable remuneration plus 3.5% of net pensionable remuneration (i.e. pensionable remuneration less twice the annual rate of social insurance old age contributory pension payable at the maximum rate to a person with no adult dependant or qualified children). This includes a contribution to a Spouse's and Children's Scheme.

  1. HEALTH

For the purpose of satisfying the requirements as to health, it may be necessary for the successful candidate, before he/she is appointed, to undergo at his/her expense a medical examination by a qualified medical practitioner to be nominated by the local authority. On taking up appointment, the expense of the medical examination will be refunded to the candidate.

  1. PROBATION

Where a person who is not already a permanent officer of a local authority is appointed, the following provisions shall apply:

(a)there shall be a period after such appointments take effect during which such

persons shall hold such office on probation;

(b)such period shall be 1 year but the Chief Executive may at his or her discretion extend such period;

(c)such person shall cease to hold such office at end of the period of probation unless during such period the Chief Executive has certified that the service of such person is satisfactory.

  1. RESIDENCE

The holder of the office shall reside in the district in which his/her duties are to be performed or within a reasonable distance, thereof.

5.RECRUITMENT

Pursuant to Article 8 of the Local Government (Appointment of Officers) Regulations, 1974 the Minister has given directions as follows:-

(i) Selection shall be by means of a competition based on an interview conducted by or on behalf of the local authority.

(ii) A panel may be formed on the basis of such interview. Candidates whose names are on a panel and who satisfy the local authority that they possess the qualifications declared for the office and that they are otherwise suitable for appointment may within the life of the panel be appointed as appropriate vacancies arise. The life of the panel will not be more than one year, unless extended.

6.RETIREMENT

There is no mandatory retirement age for new entrants to the public service as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004.

Anyone who is not a new entrant to the public service, as defined in the Public Service Superannuation (Miscellaneous Provisions) Act 2004, is subject to a compulsory retirement age of 65 years.

Canvassing will automatically disqualify.
