Constructing one No. R.C.C. Over Head Service Reservoir of ______Litres capacity at village ______Block ______Distt.______

  1. Lumpsum tenders are hereby invited from experienced and reputed firms and contractors for “Constructing one No. R.C.C. Over Head Service Reservoir of ______litres capacity in Distt. ______and all other works contingent there to”. The Place of execution can be inquired from the office of undersigned. The reservoir shall confirm to shape & outline as shown n drawing No. 1 attached with the Tender form.
  1. Tenders will be received by the Executive Engineer Pb. W/S & Sanitation Division No. ………… at 3 P.M on date ______and will be opened by the said officer on the same day at the same time in presence of any Tenderers or their authorized agents who make like to be present Tenders must be delivered in person by the intending contractor or his agent to the said Executive Engineer.
  1. Earnest money of Rs...... in the form of deposit at call (DAC), fixed deposit receipt, demand draft of a scheduled bank or receipted Treasury challan in the name of undersigned (By designation) must accompany each tender. Tender should be submitted in a sealed cover superscribed as"Tender for constructing one No. R.C.C. Overhead Service Reservoir of ______ltrs capacity at ...... WSS for village...... , Block...... , District......
  1. Further information can be obtained and the plans etc. and the preliminary specification can be seen in the office of the W/S & Sanitation Division No...... between working hours from 9.00 A.M. to 5.00 P.M. on working days except on Saturday, Sunday or other Public Holidays.
  1. Tenders should be made at lumpsum rates as per prescribed form of tender.
  1. Each tenderer shall give proof to the entire satisfaction of the Executive Engineer concerned that he has in his possession the Punjab P.W.D. specifications Book 1963 failing which his tender shall be liable to be rejected.
  1. Approval of tender will rest with the competent tender acceptance committee which does not bind itself to accept the lowest tender & reserves to itself the authority to reject any or all of the tenders received without assigning any reason.
  1. The Department reserves to itself the right of issuing the material to the contractor as per list enclosed (Annexure E) for use on the work at the place and rates noted against each (plus storage rate when the materials are to be issued from stock). The contractors shall be held responsible for obtaining from Government all such materials required for the work and for the work and for making payment thereof by way of deduction from his bills, at the rates specified regardless of fluctuations in the market rates or in the stock issue rates of the division. No carriage or incidental charges will be borne by Government for moving the materials beyond the place where the contractor has agreed to take delivery thereof.
  1. The tenderer shall initial all correction in his tender as regards rates, time etc. Non compliance with this condition will render the tender liable to rejection.
  1. The contractor whose tender is accepted will be required to execute unstamped contract deed on the prescribed form and will also be required to furnish security for due fulfillment of his contract. This security will consist of deduction of five percent amount from the running payment to be made on account of work done. This security amount will be in addition to five percent Bank Guarantee. The earnest money mentioned in paragraph 3 above will be treated as part of the security.

Schedules:-

Details of works covered by the tender are given in the schedules 1 to 5 enclosed. Tenderers must frame their tenders in accordance with these schedules. Full description, specifications, etc. should in the relevant schedules and where the specifications of the reservoir covered by the tender is at variance with the brief description and preliminary specifications incorporated in these schedules, the tenderer must clearly state the variations etc. and explain why it has been considered necessary to change the specifications etc.

Construction of One No RCC, OHSR of ______capacity with sill level not to be less than ______mtr. and F.S.L. not to be less than ______mtr. from ground level in village ______complete with external R.C.C. stair case with landing slabs at each staging, R.C.C. roof, ventilator, Automatic Water level control device, single manhole cover, lightening conductor etc. complete as described in schedule No. 3 duly tested and handed over in proper working order to the Engineer.

The lumpsum rate quoted should also include the cost for providing and installing inlet, outlet scour and over flow double flanged C.I. pipe as per (IS 7181-1986 or latest) schedule No. 3 including cost of C.I. Double flanged Expansion joint confirming to (IS-1536-1989 or latest) Bell mouth and flanged puddle collars as per DWSS standard design on the basis of standard drawing enclosed. (Annexure II), duck foot bends conforming to ISI-13382 and C.I. Double sluice valves duly I.S.I. marked (IS-14846-2000 or latest), one each with inlet, outlet and scour pipes along with construction of suitable size Haudi’s, cement TMT steet and painting of all components shall be included cost complete in all respects to the entire satisfaction of the Engineer-in-charge.

SCHEDULE NO. 2

The lump-sum rate quoted for this component shall include the cost for providing and installing inlet, outlet, scour and over flow, Double flanged C.I. pipes as per (IS-7181-1986 or latest) schedule No.3 including cost of C.I.D/ F Expansion-joint conforming to (IS-1536-1989 or latest). Bell mouth and D/F puddle collars as per DWSS standard design on the basis of enclosed drawing. (Annexure II), Duck foot bends conforming to ISI-13382 and C.I.D./ F sluice valves duly I.S.I. marked (IS-780-1984 or latest). one each with in let, out let and scour pipes, Cement, TMT Steel and painting of all components shall be included in cost complete in all respects to the entire satisfaction of the Engineer.

The lump sum price of the OHSR shall also include the cost for jointing material including cost of nuts and bolts (ISI marked), rubber sheet, MS clamp made out of 50mm x 6mm flat in two halves, each set fixed with 5 Nos. Nuts and Bolts with each pipe complete as per Drawing including any material required.

It should be noted: -

a)The construction of OHSR shall be based on the designs and drawings provided by the DWSS.

b)That the bidder shall review the designs and drawings provided with the bid documents and upgrade the design if so required and that the bidder shall be responsible for the structural stability and water tightness of the OHSR.

c)Before commencement of the work the bidder should take the SBC of foundation soils and satisfy that the design furnished by DWSS conforms to the same SBC.

SCHEDULE NO. 3

Specification for the construction of 1 No. reinforced cement concrete overhead service Reservoir of ______liters capacity and works contingent there to at Village ______.

1.Definition:

In the specification the term “works” means the reinforced cement concrete overhead service Reservoir mentioned in paragraph 2 below which may be let out on contract. The term Engineer / Executive Engineer means the Engineer / Executive Engineer P.W.D. W/S & Sanitation (RWS) Circle/Division______. The term “Engineer” means the Executive Engineer, W/S & Sanitation Branch under whose Executive charge the construction of the Reservoirs will be carried out. “Contractor” means the persons or firm whose tender for the construction of the Reservoirs is accepted and the term “contract” means the contract covered by the contract agreement to be entered into by the said contractor with the Engineer concerned for carrying out and completion of the said work.

2.Situation and Short Description of Work:

One No. R.C.C. overhead service reservoir of ______liters capacity with FSL ______mtr. Mts. and Sill Level not to be less than ______Mts. from ground level is to be constructed at village ______.

3.Consideration for contract and extent of work:

The contract price payable to the contractor in respect of each reservoir shall be the consideration for all and every description of work done, executed and performed in and about and incident to the work described or mentioned in this schedule and in the drawing or intended so to be, whether the same shall be incidental and necessary to the ultimate completion or only for the temporary purpose of the said work or be required for the carrying out of such precautions as the Engineer may require for the protection of the public workman and work and also existing building etc. or as set out in the condition of the contract. The work shall include the construction of the reservoir as mentioned in paragraph 2 above and of testing the integral parts of the reservoir for their structural strength as set out hereinafter, filling the reservoir to the full supply level with water and testing this for the water tightness and also making good all defects to the satisfaction of Engineer. It also includes other incidental items of work, matters and things required to make the work a satisfactory structure in all respects and complying with the contractor’s guarantee as incorporated in schedule .

4. Drawing and structural Designs:

The DWSS shall supply structural drawings of the OHSR/water tank to the contractor at Bearing Capacity of 8.75 tonne per sq. mtr. The contractor shall examine the drawings /design and convey his acceptance in writing within 10 days that design/drawings are structurally safe and he is fully satisfy with the design and is willing to execute the construction work as per design. In case the contractors is not satisfied with the departmental design he can upward revise the structural design with the written approval of the engineer. However no extra amount will be payable for such reasons for design. The contractor is NOT ALLOWED to DOWNWARD REVISED the design supplied by DWSS. The contractor is fully responsible for the structural safety and serviceability of the structure during its life span.

5.Possession of the Site :

The Engineer shall, as soon as practicable after the acceptance of the tender /structural drawings or the execution of the contract agreement as the case may be given to the contractor the use of the site of the respective works covered by his contract, so as to enable him to commence and continue the execution of the work included in his contract but the non-delivery of the use of such site or sites or any part thereof, shall not affect the contract of this specification and shall not entitle the contractor to any increased allowance.

6. Claims for Extra:

Not with-standing anything that may be written in clause 12 of the conditions of the contract, no payment shall be made of any change in respect of any extras, additions, deductions, alteration, substitution or deviations. Unless the instructions and directions for the performance there of shall have been given in writing by the Engineer-in-charge himself, nor unless such instructions shall distinctly state that the matter thereof is to be subject to an extra of varied change nor unless the claim in respect thereof shall be made in writing to be the Engineer-in-charge by the contractor within the period of seven days as set out in the said clause 12 referred to in above.

7. Local taxes:

All octroi terminal tax or other municipal/state taxes shall be paid by the contractor on all tools, plant and materials imported or taken delivery of by him including all goods and materials, delivered to him free of cost and those transported by him in to the town from outside and shall not be entitled to any reimbursement for any payment made in account of any octroi or terminal tax charges.

If any fresh octroi, terminal tax or other tax shall be levied or any existing octroi, terminal tax or other tax shall be enhanced after the date of the contractor’s tender the same shall be paid by the contractor and no extra allowance shall be given to him reason of such fresh or enhanced octroi, terminal tax having been levied.

8. Rejected Materials:

Any material or articles delivered on the work by or under the order of the contractor which the Engineer-in-charges shall find to be unsuitable or of the specification of description inferior in his opinion to that required for the purpose of the work shall not be used on the work and shall be removed by the contractor at his own expense and charge from the work within 24 hours of notice to that effect in writing by the Engineer-in-charge to the contractor.

9.Removal of employee, workmen, foremen:

The Engineer-in-charge shall have full power at all times to object to the employment of any workman, foreman or any other person employed on the work, by the contractor and if the contractor shall receive the notice in writing from the Engineer-in-charge requesting for the removal of any such man or men from the work, the contractor shall comply with request forthwith, within 24 hours after receiving the said notice.

No such workman, foreman or other employees after his removal from the work by request of the Engineer-in-charge shall be re-employed or reinstated on the work by the contractor at any time except with the prior approval in writing of the Engineer-in-charge.

The contractor shall not be entitled to demand the reasons from the Engineer-in-charge for requiring the removal of any such workmen, foreman or other employee.

10.Service of notice on the contractor:

Any notice, order, requirement or instruction which the Engineer-in-charge may wish or require to give in relation to work or if it shall be deemed to the duly served to the contractor if recorded in the order book kept on the work or if it work or if it delivered personally to the contractor or any of his agents or sent by post to his office. Contractor’s address shall be given by the contractor to the Engineer-in-charge.

11.Work executed outside working hours:

If the contractor shall execute any works, not in ordinary working hours, during the absence of the Engineer-in-charge and without having previously given him sufficient notice in writing that such work was about to be executed, he will be required to take up and reconstruct any work so executed. If ordered to do so by the Engineer-in-charge in writing under his hand.

12.Engineer-in-charge & his assistants to have access to work and stores etc.

The Engineer-in-charge with his Sub Divisional Engineer, Junior Engineer, Work Munshies, Inspectors and any other persons authorized by him shall at all times have full access to the works and contractor's workshop and factories stores, brick fields godowns, all other places where work is being executed or materials collected or stored for works and shall have full power to send workman upon the works to execute any other works not included in the contract and for whose operations the contractor shall afford every reasonable facility during working hours, provided that such operations shall be carried on in such manner as not to impede the progress of the work included in the contract.

13.Contractor to carry out the work according to Engineer's Incharge instructions:

The contractor shall carry on the works at what ever point and in such sections or portions as the Engineer-in-charge shall direct. The contractor shall be bound by all instructions and by the working and detailed drawings which Engineer-in-charge may give from time to time as to the mode of constructions of the work.

14. Contractor to makes works for the protection of the Public:

The contractor shall at his own expenses and charges provide and maintain fencing, bordering, lighting and watchman necessary for or in consequences of any works all enclosures for materials for damage resulting from neglect of the proper precautions.

15. Contractor to be responsible for accidents or damages:

The contractor shall be responsible and answerable for all accidents and damages of any kind arising and anything to the determent of any person or persons whatsoever which may occur during the performance of the contract and which in the opinion of the Engineer-in-Charge are consequent upon or in any way attributable to the execution of the work and he is forthwith to reimburse and compensate at his own costs and charge, the Government, or other Injured or aggrieved parties as the case may require for ail expenses, losses or injuries which may be there in consequences of any such accident or damage or may have sustained or become liable for and in the event of the contractor failing to meet reimburse or defray any claims costs and charges in respect of such accidents, the Engineer-in-charge or some other person appointed by the Government may settle all claims and restore any damage done and the cost shall be deducted from any money due to the contractor or shall be recovered from him.
