1.A. THIS IS COMMANDER ATLANTIC AREA HURRICANE SEASON 2011 WARNING ORDER (WARNORD) AND IS DIRECTIVE IN NATURE. THIS WARNORD APPLIES TO ALL UNITS IN THE LANTAREA AREA OF RESPONSIBILITY (AOR) INCLUDING PACAREA, DCMS, DCO, FORCECOM AND HQ UNITS/DETACHED PERSONNEL.

1.B. THE ATLANTIC HURRICANE SEASON BEGINS 01JUN AND CONTINUES THROUGH 30NOV (OPERATIONAL PERIOD). HURRICANES AND TROPICAL STORMS POSE A SERIOUS THREAT TO PERSONNEL, SHIPS, AIRCRAFT, AND INSTALLATIONS. COASTAL AREAS ARE ROUTINELY THREATENED BY TROPICAL CYCLONE'S STRONG WINDS AND ASSOCIATED STORM SURGE FLOODING. IN ADDITION, LOW LYING COASTAL AND INLAND AREAS MAY BE SUBJECT TO FLOODING ASSOCIATED WITH TROPICAL CYCLONE ACTIVITY.

1.C. THIS WARNORD DIRECTS ALL LANTAREA UNITS TO EXECUTE ACTIONS IN ACCORDANCE WITH (IAW) REFS A AND B AND BE PREPARED TO (BPT) CONDUCT RESPONSE OPERATIONS AND MITIGATE THE ADVERSE EFFECTS OF TROPICAL WEATHER SYSTEMS. PER REF A, CURRENT POLICY DICTATES SETTING OF HURRICANE CONDITIONS AS FOLLOWS:

HURRICANE CONDITION 5: 01JUN-30NOV.

HURRICANE CONDITION 4: 72 HOURS PRIOR TO ARRIVAL OF SUSTAINED GALE FORCE WINDS ASSOCIATED WITH TROPICAL CYCLONE ACTIVITY.

HURRICANE CONDITION 3: 48 HOURS PRIOR TO ARRIVAL OF SUSTAINED GALE FORCE WINDS ASSOCIATED WITH TROPICAL CYCLONE ACTIVITY.

HURRICANE CONDITION 2: 24 HOURS PRIOR TO ARRIVAL OF SUSTAINED GALE FORCE WINDS ASSOCIATED WITH TROPICAL CYCLONE ACTIVITY.

HURRICANE CONDITION 1: 12 HOURS PRIOR TO ARRIVAL OF SUSTAINED GALE FORCE WINDS ASSOCIATED WITH TROPICAL CYCLONE ACTIVITY.

1.E. ASSUMPTIONS: ALL ASSUMPTIONS IN REFS A AND B ARE VALID FOR THE OPERATIONAL PERIOD.// 2. GENTEXT/MISSION/ 2.A. IAW REFS A AND B CONDUCT PREPARATORY ACTIONS AND BPT EXECUTE STATUTORY HURRICANE INCIDENT RESPONSE AND LOGISTICS SUPPORT ACTIVITIES. ATTAIN SEASONAL ALERT STATUS ON 01JUN11.

2.B. BPT SUPPORT A COORDINATED FEDERAL RESPONSE TO INCIDENTS IAW REFS F, J AND N. 3.B.1.C. EXERCISE COMMUNICATIONS COORDINATION PROCEDURES UP AND DOWN THE CHAIN OF COMMAND AND WITH COMMUNITY PARTNERS BY 01JUN11.

3.B.1.D. ENSURE PERSONNEL ARE FAMILIAR WITH LOCAL DISASTER PREPAREDNESS AND DISASTER RECOVERY/CONSEQUENCE MANAGEMENT PLANS, POLICIES AND PROCEDURES BY 01JUN11.

3.B.1.E. 3.B.1.E.1. THE NATIONAL RESPONSE FRAMEWORK (NRF) SETS FORTH THE BASIC FUNCTION OF THE JFO, WHICH IS TO PROVIDE A CENTRAL LOCATION FOR THE EFFECTIVE AND EFFICIENT COORDINATION OF FEDERAL, STATE, TRIBAL, LOCAL GOVERNMENTS, AND NONGOVERNMENTAL ORGANIZATIONS RESPONSE EFFORTS IN LARGE SCALE NATIONAL EVENTS.

3.B.1.E.2. CG JFO SUPPORT TEAM (SUPPORT TEAM) EXPECTATIONS:

3.B.1.E.2.A. WHEN A CG JFO SUPPORT TEAM DEPLOYS THEY ARE REPRESENTING, IN MOST CASES, COAST GUARD INTERESTS AT THE JFO IN THE AFFECTED DISTRICT. THE SENIOR MEMBER OF THE CG JFO TEAM (SO) WILL SERVE AS THE CG'S AGENCY REPRESENTATIVE AT A JFO, RRCC OR OTHER ESTABLISHED INTERAGENCY COORDINATION CENTER. THE SUPPORT TEAM SHOULD WORK CLOSELY WITH THE ASSIGNED DISTRICT/SECTOR LNO TO ENSURE ALIGNMENT WITH DISTRICT (OR IN SOME CASES, ASSIGNED CG INCIDENT

COMMANDER) GOALS.

3.B.1.E.2.B. A COAST GUARD JFO TEAM MAY BE REQUESTED AFTER A JFO HAS BEEN ESTABLISHED OR WILL BE ESTABLISHED BY EITHER THE DISTRICT DIRECTLY IMPACTED BY THE INCIDENT OR BY THE FEMA RRCC/FCO. IN BOTH CASES A FEMA MISSION ASSIGNMENT SHALL BE SOUGHT IN ORDER TO ENSURE STAFFORD ACT FUNDING IS AVAILABLE. HOWEVER, THERE MAY BE CIRCUMSTANCES WHERE ONLY COAST GUARD FUNDING IS AVAILABLE.

3.B.1.E.2.C. DISTRICTS SHALL ASSIGN A COAST GUARD LNO TO WORK WITH THE JFO AND BE PHYSICALLY CO-LOCATED WITH THE JFO TEAM. A COAST GUARD JFO TEAM WILL BE ASSIGNED FROM A DISTRICT OUTSIDE THE AFFECTED AREA. INITIAL COORDINATION BETWEEN THE DISTRICT AND THE JFO TEAM IS CRITICAL AND IS BEST ACCOMPLISHED WITH THE ASSISTANCE OF A DEDICATED, CO-LOCATED DISTRICT LNO.

3.B.1.E.2.D. MISSION ASSIGNMENTS: FEMA REQUESTS FOR A COAST GUARD JFO TEAM UNDER A MISSION ASSIGNMENT (MA) SHALL BE VETTED THROUGH THE DISTRICT. IT IS CRITICAL THAT THE DISTRICT AND THEIR LNO AT THE RRCC AND/OR JFO ENSURE THAT FEMA AND THE FCO UNDERSTANDS THAT THE ROLE AND FUNCTION OF THE COAST GUARD JFO TEAM IS TO ASSIST THE FCO/INTERAGENCY IN COORDINATING COAST GUARD MISSIONS AND COAST GUARD EQUITIES IN A RESPONSE AND/OR RECOVERY OPERATION. COAST GUARD JFO TEAMS ARE NOT ADDITIONAL PERSONNEL AVAILABLE TO FEMA TO FILL ESF POSITIONS IN SUPPORT OF FEMA.

3.B.1.F. BPT PROVIDE CONTINGENCY COMMUNICATIONS EQUIPMENT. REQUESTS FOR SUCH EQUIPMENT SHALL BE ROUTED THROUGH THE RESPECTIVE DISTRICT COMMAND CENTER TO LANTAREA C4IT STAFF (LANT-36) VIA THE LANTAREA COMMAND CENTER.

3.B.1.G. ENSURE UNITS RESIDING WITHIN LANTAREA AOR MAINTAIN CURRENT PORT AND WATERWAY STATUS USING COMMON ASSESSMENT AND REPORTING TOOL (CART).

3.B.1.H. ENSURE UNITS AND PERSONNEL RESIDING WITHIN LANTAREA AOR COMPLY WITH PERSONNEL ACCOUNTABILITY PROCEDURES IN PARA 4.C AND FOLLOW ON GUIDANCE PROMULGATED BY DISTRICTS.

3.B.1.I. ENSURE RECALL LISTS ARE CREATED AND ARE FORWARDED PER DISTRICT FOLLOW ON GUIDANCE.

3.B.2. REQUEST DCMS/FORCECOM:

LARGE SCALE CONTINGENCY OPERATIONS REQUEST FOR FORCES SHALL ALSO USE THE (ICS-213 RR CG) ORIGINATING FROM THE INCIDENT COMMAND POST, AND SHALL BE ROUTED TO THE SECTOR INCIDENT MANAGEMENT TEAM (IMT)/DISTRICT IMT. SECTOR/DISTRICT IMT, THEN FOLLOW THE ABOVE PROCESS. IMT SHALL ALSO ENTER THE REQUEST INTO MRTT.

4.A.4. EMERGENCY RESPONSE OR MANAGEMENT TEAMS: SPECIAL TEAMS PRE-DESIGNATED SHALL BE REQUESTED VIA LANTAREA WHO WILL WORK WITH DCMS TO COORDINATE REQUESTS FOR EMERGENCY RESPONSE TEAMS, EMERGENCY MANAGEMENT TEAMS OR OTHER FORCE ELEMENT RESOURCES.

4.A.5. COMMUNICATION REQUIREMENTS: UNLESS OTHERWISE DIRECTED, ALL TDY AUGMENTATION AND SURGE STAFFING REQUESTS SHALL BE SENT VIA CGMS IAW SSB PUBLISHED GUIDANCE.

4.A.6. TITLE 14 PRE-AUTHORIZATION: IAW REF M, DHS APPROVED A USCG REQUEST FOR AUTHORIZATION OF INVOLUNTARY RECALL OF UP TO 1,500 COAST GUARD RESERVISTS TO AUGMENT ACTIVE DUTY IN THE RESPONSE TO TROPICAL WEATHER AND OTHER NATURAL DISASTERS. THIS PRE-APPROVAL EXTENDS THROUGH 31 DECEMBER 2011. MEMBERS CAN NOT BE RECALLED FOR MORE THAN 60 DAYS IN A 4 MONTH PERIOD, AND NO MORE THAN 120 DAYS IN ANY 2 YEAR PERIOD. THIS AUTHORITY IS HELD BY COMDT AND HAS NOT BEEN DELEGATED. IF DISTRICTS REQUIRE INVOLUNTARY RECALL AUTHORITY, THEY SHALL REQUEST IT VIA LANTAREA PER REF D.

4.B. FINANCIAL GUIDANCE.

4.B.1. THIS GUIDANCE IS GENERAL IN NATURE. MORE SPECIFIC GUIDANCE WILL BE PASSED AS REQUIRED.

4.B.2. ALL FINANCIAL OBLIGATIONS ASSOCIATED WITH PREPARATIONS FOR AN APPROACHING TROPICAL SYSTEM OR OTHER NATURAL DISASTER WILL BE ASSIGNED A SPECIFIC COST CENTER. THE FIRST COST CENTER FOR THE 2011 HURRICANE SEASON IS 79839. NEW COST CENTERS WILL BE ISSUED AS NEEDED. USE OF THE CORRECT COST CENTERS ENABLES LANT-83 AND COMDT TO ASSESS THE OVERALL FINANCIAL IMPACT OF THESE EVENTS AND DOES NOT GUARANTEE REIMBURSEMENT. UNIT PROGRAM ELEMENTS SHALL BE USED AS A FIRST SOURCE TO FUND NATURAL DISASTER COSTS. UNITS ARE REMINDED TO PAY PARTICULAR ATTENTION TO THEIR RESPECTIVE FISCAL LIMITATIONS AND ENSURE THEY DO NOT OVER SPEND. UNITS IN NEED OF SUPPLEMENTAL FUNDING SHALL FOLLOW ESTABLISHED PROCEDURES TO REQUEST ADDITIONAL FUNDS THROUGH THEIR CHAIN OF COMMAND. IF DAMAGE/RESPONSE COSTS BECOME SIGNIFICANT, LANT-83 WILL PROVIDE UPDATED GUIDANCE REGARDING TRACKING AND REPORTING OF RELATED COSTS TO SUPPORT A REQUEST FOR ADDITIONAL FUNDS. REQUESTS FOR THIS TYPE OF INFORMATION TYPICALLY REQUIRE A VERY QUICK RESPONSE AND ARE LIKELY TO RELY HEAVILY ON FIELD UNIT ESTIMATES, ESPECIALLY AS THE END OF THE FY APPROACHES.

4.B.3. BUDGET OFFICERS AND FINANCIAL MANAGERS SHALL ENSURE THEIR PROGRAM ELEMENTS ARE SET UP FOR THE APPROPRIATE COST CENTER IN THE CORE ACCOUNTING SYSTEM (CAS) AND THE FINANCE AND PROCUREMENT DESKTOP (FPD). UNITS ARE REQUIRED TO ENTER FINANCIAL TRANSACTIONS INTO THE ACCOUNTING SYSTEM IN A TIMELY MANNER.

4.B.4. IF PURCHASES ARE MADE WITH PURCHASE CARDS IN SUPPORT OF A HURRICANE OR NATURAL DISASTER RESPONSE, AND THE COST CENTER ASSOCIATED WITH THE CARD IS NOT SPECIFIC TO THE CURRENT DISASTER, THE CARDHOLDER WILL NEED TO CHANGE THE COST CENTER BY USING THE PURCHASE CARD APPLICATION AFTER THE PURCHASE IS MADE.

4.B.5. IF THE COAST GUARD RECEIVES DISASTER FUNDING VIA FEMA MISSION ASSIGNMENTS ACCEPTED BY THE DISTRICT COMMANDER AND THE EVENT IS DETERMINED TO BE TYPE 2 (PER REF N), DISTRICT BUDGET OFFICERS WILL PROVIDE GUIDANCE REGARDING AFC 80 REIMBURSABLE ACCOUNTING STRINGS THAT WILL BE USED TO CAPTURE INCREMENTAL COSTS OF FULFILLING THE MISSION ASSIGNMENT. LOCAL BSUS WILL BE AVAILABLE TO PROVIDE SUPPORT. LANT-83 WILL PROVIDE ASSISTANCE TO THE DISTRICT BUDGET OFFICERS IF REQUESTED. IF THE MISSION ASSIGNMENT IS ACCEPTED BY COMLANTAREA AND THE EVENT IS CONSIDERED TO BE CATASTROPHIC OR TYPE 1, LANT-83 WILL PROVIDE GUIDANCE FOR USING REIMBURSABLE AFC-80 ACCOUNTING STRINGS TO CAPTURE THE INCREMENTAL COSTS. IT IS IMPORTANT THAT ALL PURCHASES RELATED TO FEMA MISSION ASSIGNMENTS BE CAPTURED IN THE FINANCE AND PROCUREMENT DESKTOP (FPD) AS SOON AS POSSIBLE SO THAT THE RESPONSIBLE OFFICE CAN DEVELOP ACCURATE REQUESTS FOR REIMBURSEMENT TO FEMA. IN ORDER TO USE THE ACCOUNTING STRINGS THAT WILL BE SPECIFIED BY THE DISTRICT OR LANT BUDGET OFFICE, LOCAL FPD ADMINISTRATORS MUST GRANT SYSTEM ACCESS TO THOSE MAKING PURCHASES IN SUPPORT OF THESE MISSION ASSIGNMENTS. UNITS MUST ENSURE EXPENDITURES CHARGED AGAINST AFC-80 REIMBURSABLE LINES OF ACCOUNTING ARE FOR LEGITIMATE FEMA REIMBURSABLE ITEMS IAW THE APPROPRIATE MISSION ASSIGNMENT AND MUST BE MADE WITH APPROPRIATE SUPPORTING DOCUMENTATION. THIS IS CRUCIAL TO INTERNAL CONTROLS AND TO ENSURE THE PROPER AMOUNT OF RECOVERY FUNDING IS REIMBURSED FROM FEMA TO THE CG. PROPERTY PURCHASED ISO A FEMA MISSION ASSIGNMENT MUST BE SAFEGUARDED, ACCOUNTED FOR AND TURNED INTO THE APPROPRIATE FEMA REGION AT THE CONCLUSION OF THE EVENT.
