European CEPT CPG preparation for WRC-03

EXECUTIVE SUMMARY

The CEPT Conference Preparatory Group (CPG) is responsible for coordinating the European Common Proposal (ECP) for the ITU WRC. This information paper provides report of the first CEPT CPG meeting. The CPG meeting decided allocation of WRC-03 agenda items into CEPT meetings structure, provided initial schedule and gathered preliminary briefs. Active contribution of aviation is necessary to ensure that aviation interest are incorporated in the ECP.

Report on CPG/1

1.Introduction:

The first meeting of the CEPT ERC Conference Preparatory Group (CPG) took place in Paris, France, from 13th to 15th of February 2001. The meeting was chaired for the first time by Mr. Francois Rancy, France, previously vice-chairman under the chairmanship of Mr. Joachim Strick, Germany.

The meeting was attended by approximately 150 persons, representing administrations and observers (regional organisations, operators, manufactures) including ICAO and EUROCONTROL. Mr. Torsten Jacob acted as representative of EUROCONTROL and DFS.

2.Appointment of CPG vice-chairmen:

Mr. Anders Frederich, S and Mr. Terry Jeacock, UK were elected as CPG vice-chairmen.

3.Review of the outcome of ITU Radiocommunication Assembly RA-2000 and WRC-2000:

CPG03(2001)11 was presented by ERO and contains a review of the issues dealt with by WRC-2000, the evolution during the conference, and the outcome reached. CPG considers WRC-2000 as a success, since for most of the items, the CEPT position was close to the final WRC decision.

CPG03(2001)16 contains the views of the European Commission on the results of WRC-2000. The main conclusion is that the WRC results comply with the five community policy objectives (third generation mobile systems, radionavigation satellite, broadband satellite, fixed wireless communications, and satellite broadcasting) identified in the Commission’s communication on the European Position for WRC-2000.

The outcome of the ITU Radiocommunication Assembly 2000 is contained in CPG03(2001)12. Contributions, summary records and minutes of the meeting are available at:

4.CPG Work plan for WRC-2003:

The meeting agreed on the general principles on how to organise the CPG preparatory activities. Based on input documents from UK and the Netherlands it was agreed to follow the same approach as for previous WRCs. There will be a deadline by which the preparation work including ECPs, CEPT briefs and positions will be transferred from the ERC Working Groups and Project Teams to the relevant CPG PTs.

A general schedule and work plan in preparation of WRC-03 as it is contained in CPG03(2001)7 was accepted.

The following preliminary dates were agreed for :

  • CPG-03/2 from 4th to 6th of September 2001;
  • CPG-03/3 from 19th to 22nd February 2002;
  • CPG-03/4 from 24th to 28th of June 2002;
  • CPG-03/5 from 4th to 8th of November 2002;
  • CPG-03/6 from 10th to 14th of February 2003; and
  • CPG-03/7 from 28th of April to 2nd of May 2003.

CPG decided to establish four Project Teams:

  • CPG/PT1 regulatory/procedural issues – Anders Frederich, S
  • CPG/PT2 radionavigation, radionavigation-satellite, radiolocation, mobile, mobile-satellite and space science services – Vincent Meens, F
  • CPG/PT3 fixed, fixed-satellite and broadcasting-satellite services – Terry Jeacock, UK
  • CPG/PT4 HF and MF bands Pekka Länsman, FIN

Based on proposals developed by WGSE (CPG03(2001)4), WGFM (CPG03(2001)5) and WGRR (CPG03(2001)6) the meeting reviewed the WRC-03 agenda items and identified the relevant CPG Project Teams and ERC Working Groups having the competence to deal with the different items.

As a result the leading groups for each WRC-03 agenda item were defined in CPG03(2001)30 annex V.

5.Progress report from different bodies and organisations on WRC-03 preparation:

The following documents contain progress reports on WRC-03 preparation: CPG03(2001)25 - ICAO; CPG03(2001)8 and 20 - CITEL; CPG03(2001)9 - APT; CPG03(2001)10 - NATO

6.Progress report from ERC groups on WRC-03 preparation:

CPG03(2001)21 contains Draft CEPT briefs on WRC-03 agenda items where WGSE was identified on a preliminary basis as the leading group. The text was developed and agreed at the last WGSE meeting in Wengen, 5 – 9 February 2001.

CPG03(2001)22 contains similar to CPG03(2001)21 Draft CEPT briefs on WRC-03 agenda items where WGFM was identified on a preliminary basis as the leading group. The text was developed and agreed at the last WGFM meeting in Interlaken, 29 January – 2 February 2001.

The briefs provided to CPG/1 has been gathered in the CPG03(2001)30 Annex VII documents.

The European Radiocommunication Office (ERO) offered in CPG03(2001)17 to support the work of CPG. The following areas where identified where ERO could provide support to the CPG:

a)information distribution on ERO web site;

b)industry workshops;

c)comparison of WRC proposals.

The currently allocated ERO resources allow the organisation of one industry workshop per year. It is planned to organise a first WRC-03 preparation workshop in October 2001. A second workshop should be held before finalising ECPs by end 2002.

8.Conclusion:

A future active participation of aviation representatives in the CPG work is essential to ensure that the aviation interests are properly considered in the CEPT preparation for WRC-2003.
