The Royal Welsh College of Music and Drama is seeking to recruit an experienced Estates and Facilities Manager to lead the work of this busy department. The main duties include a hands-on approach to managing contractors, knowledge of complying with legislation and experiences of procurement and health and safety. This post is integral to the College maintaining and enhancing the physical environment for its staff, students and audiences. A hands on approach to solving estates issues is essential.

Job Description

Job Title:Estates and Facilities Manager

Responsible to:Vice-Principal (Resources)

Main Purpose of Job
To ensure that the College’s estates and facilities are managed in a safe and efficient manner and that the buildings are maintained to the highest possible standards and that key projects are effectively delivered.
Principal Duties & Responsibilities
  1. To liaise with and advise the Vice-Principal (Resources), with regard to the facilities management (FM) provision to ensure the efficient and uninterrupted operation of the College activities.
  1. To identify and manage health and safety issues relating to on-site works, contractors and the building environment including permits to work, method statements and risk assessment. To be a key member of the College Health & Safety committee and attend training as appropriate to the role. To work closely with the College Health and Safety Co-ordinator.
  1. To manage FM services to include procuring service contracts for the maintenance/replacement of heating and ventilation systems, fire safety equipment, site security, etc.
  1. To ensure the facilities remain compliant with legislation, in particular those in relation to electrical matters, asbestos, legionella, fire safety and including those relating to access for people with disabilities.
  1. To actively manage and monitor estates contractors in a hands-on way to ensure that the College receives services of the required standard.
  1. To prepare estates data submissions including the annual estates statistics returns for external bodies.
  1. To attend sustainability group meetings and provide input into sustainability and environmental issues. To attend operations group meetings.
  1. To be familiar with key technology, including Building Management Systems (BMS – Trend 963), air handling units, Concert Hall/Theatre environmental requirements.
  1. To plan College long term and ongoing maintenance requirements based on 'condition survey' recommendations.
  1. To manage the Estates Department budgets and provide quarterly estates programme report to the VP (Resources).
  1. To line-manage the Technical Estates Officer.
  1. To manage services such as transport, postage, security, photocopying, cleaning, stationery, telephone systems, utilities and refuse collection.
  1. To act in an advisory role for all new major capital build and refurbishment projects.
  1. Any other reasonable duties as directed by the VP (Resources).

  • Strong IT skills especially Excel and Word
