ESCALANTE CITY COUNCIL MEETING

NOVEMBER 03, 2015

REGULAR MEETING - 7:00 P.M.

ESCALANTE CITY COUNCIL CHAMBERS - 56 NORTH 100 WEST

Mayor Jerry A. Taylor called the meeting to order at 7:00 p.m. in the Escalante City Council Chambers.

Present at said meeting were Mayor Taylor, Council members Louise Barnes, Marlene Stowe, Guy Graham, Greg Allen, City Attorney Barry Huntington and Deputy City Recorder

Stephanie Steed. Council member Melani Torgersen and City Recorder Debra Allen were excused.

Also, present were Geraldine Liston, Ray Christian, Janalee Bernardo, Stanley Stowe,

Monica Taylor, Officer Ray Gardner, Terence Tontlewitcz, Blaine Porter, Jeanne Seymour,

Elaine Lott, Fred Spencer, Don Porter, Officer Jared Dunton, Lawrence Barnes, Bill Weppner, Margie Weppner, Drew Parkin, Dan Meisenbach, Sherri Meisenbach, Shane Meisenbach,

Tony Wassenberg, Andre Yazdi, Howard Hutchison, John Meisenbach, Peggy Meisenbach

and Marty Henrie.

Mayor Taylor led the Pledge of Allegiance.

APPROVAL OF MINUTES

MINUTES OF THE OCTOBER 20, 2015 MEETING

Council member Graham made a motion to approve the minutes of the October 20, 2015 meeting as written. Council member Stowe seconded the motion. Motion carried with Council members Stowe, Allen, Graham and Barnes voting aye.

PLANNING AND ZONING ITEMS

PLANNING AND ZONING UPDATES

There was no Planning and Zoning meeting last week.

SCHEDULED ITEMS

CRACK SEALING CITY ROADS

Council member Barnes said the bid for crack sealing one third of the City roads came in at $59,640.00. Council member Barnes said this would take a lot of the Class C Road Funds so she would like to look at chip sealing the roads next season instead of crack sealing them.

CHRISTMAS DECORATIONS

Deputy City Recorder Steed said Council member Torgersen would like to purchase new Christmas lights and wreaths for the light poles on Main Street. Deputy City Recorder Steed said the new Christmas lights and wreaths will be around $3,200.00 which is in the budget. Council member Allen made a motion to purchase the new Christmas lights and wreaths for the light poles on Main Street. Council member Stowe seconded the motion. Motion carried with Council members Stowe, Allen, Graham and Barnes voting aye.

GARFIELD MEMORIAL HOSPITAL FOUNDATION FUNDRAISER- NOVEMBER 6, 2015

Deputy City Recorder Steed said it is time for the Garfield Memorial Hospital Foundation Fundraiser and asked the Council if they would like to purchase a table like they have in the past. Council member Stowe made a motion to purchase a table at the Garfield Memorial Hospital Foundation Fundraiser. Council member Graham seconded the motion. Motion carried with Council members Stowe, Allen, Graham and Barnes voting aye.

WEED SCHOOL - NOVEMBER 19, 2015

Blaine Porter said the weed school is mandatory for him and Daryl to keep their certification to spray weeds around town. Council member Barnes made a motion to send Blaine and Daryl to the Weed School on November 19, 2015 in Richfield. Council member Allen seconded the motion. Motion carried with Council members Stowe, Allen, Graham and Barnes voting aye.

CDBG WORKSHOP

Deputy City Recorder Steed explained in order to be eligible for grants from CDBG next year someone has to attend this workshop. Deputy City Recorder Steed said the workshop is in Panguitch. Council member Barnes made a motion to send Deputy City Recorder Steed to the CDBG workshop on November 6, 2015 in Panguitch. Council member Graham seconded the motion. Motion carried with Council members Stowe, Allen, Graham and Barnes voting aye.

DEPARTMENT REPORTS

ADMINISTRATIVE

The Administrative Department had nothing to report.

PUBLIC WORKS DEPARTMENT

The Public Works Department had nothing to report.

FIRE DEPARTMENT

Fire Chief Don Porter said if a fire starts in town and moves onto Federal or State lands the City is responsible. Fire Chief Porter said he attended the Fire Chief meeting and the State is working on a new policy that in that situation it will take the burden off the City and put it on the State.

Fire Chief Porter said the Fire Departments SCBA masks take 6 C batteries each and they have 16 units. Fire Chief Porter said if anyone can find C batteries for cheap the Fire Station needs them. Mayor Taylor said he might be able to purchase them for a good price. Mayor Taylor said he will contact Fire Chief Porter after he looks into it.

Fire Chief Porter asked Mayor Taylor if he was going to report on the Emergency Preparedness drill last Monday. Mayor Taylor said he would like to have a work meeting with the Emergency Preparedness Group then report to the community.

COUNCIL REPORTS

MAYOR JERRY A. TAYLOR

Mayor Taylor said he and Drew Parkin had a discussion today with the School District, the City, the County, Southern Utah University, the State of Utah Economic Development, Dean Eaves with the Heritage Council and Wes Curtis. Mayor Taylor said the State of emergency that people are upset about is actually a good thing. Mayor Taylor said the Governor is proposing a couple of things trying to get us some economic help here. Mayor Taylor said one thing they are working on is getting the Universities involved and bringing a couple of professors into Escalante along with twenty students to do research here. Mayor Taylor said with the research being done here they are also looking at the possibility of a Science Center and Museum. Mayor Taylor said along with that they are talking about making a State Park in our area which will help with the Heritage Center. Mayor Taylor said the Governor would like to create 25 full time jobs over the next three years. Mayor Taylor said there are people who deal with Public Lands, living in Salt Lake City and the Governor would like to relocate some of them here.

Mayor Taylor said the Garfield County Boundary Board met today on our Annexation and has approved Escalante City to move forward. Mayor Taylor said the protest can still be taken to Court and the person who protested it has twenty days to do so.

COUNCIL MEMBER GREG ALLEN

Council member Allen had nothing to report.

COUNCIL MEMBER MELANI TORGERSEN

Council member Torgersen was not present at said meeting.

COUNCIL MEMBER GUY GRAHAM

Council member Graham had nothing to report.

COUNCIL MEMBER MARLENE STOWE

Council member Stowe had nothing to report.

COUNCIL MEMBER LOUISE BARNES

Council member Barnes said she and Rachel Worlton will be meeting with Mr. Holiday from the Highway 12 committee about grants for Main Street improvements. Mayor Taylor said he has talked to Mr. Holiday and some of the grant money for the Main Street improvements can also be used for improvements to the City Yard.

Council member Barnes made a motion to pay the unpaid bills. Council member Stowe seconded the motion. Motion carried with Council members Allen, Barnes, Graham and Stowe voting aye.

EXECUTIVE SESSION

The executive session was not needed at this time.

Council member Stowe made a motion to adjourn the meeting at 7:19 p.m.

Council member Graham second the motion. Motion carried all in favor.
