Community Cohesion
Consider the following questions when considering issues of Community Cohesion:
1.  Could the function benefit some sections of the community more that others? Could it be seen as unfair by any communities (whether or not this perception is accurate)?
2.  Could the function lead to any different sections of the community having more contact with each other than they do at the moment?
3.  Could the tensions or conflict between any groups be increased by any aspect of the function?
4.  Will you need to communicate with a range of different communities or groups about the function and its benefits?
