Environmental Quality Monitoring Coordinator contract position description

The Gulf of Maine Council on the Marine Environment will be contracting with an individual to serve as the Environmental Quality Monitoring Coordinator Through June 30, 2004 (continuation beyond this date is funding-dependent). The Coordinator will provide technical, administrative, and logistical support to the Environmental Quality Monitoring Committee and the Gulfwatch program.

The Environmental Quality Monitoring Committee will participate in activities associated with the Scope of services as outlined below.

The ideal candidate will possess solid scientific experience specifically related to contaminant monitoring and data interpretation. He/she is creative and enthusiastic about working with many people around the Gulf to complete the Gulfwatch review and initiate a pilot effort to integrate related monitoring programs. Writing skills are of paramount importance as are organizational skills, statistical analysis, professional style, ability to speak to groups, and experience as a contractor.

Scope of services

Complete a review of the nine-year Gulfwatch Program results and effectiveness:

  • compile nine-year database and analyze for status and trends;
  • review Program uses and effectiveness;
  • identify gaps, strengths and weaknesses of the full program;
  • compare results to other programs and produce an integrated interpretative report;
  • provide a draft new monitoring design and user framework for the Gulfwatch program for 2005 and beyond; and
  • coordinate all efforts with Environmental Quality Monitoring Committee members, co-chairs, and other area experts.

Monitoring Program inventory and Integrated Monitoring pilot:

  • provide information from the Inventory for the upcoming Northwest Atlantic Indicators Workshop;
  • work with GOM monitoring program managers to establish long-term networking and collaborations between programs; and
  • create a pilot effort that integrates 5-10 of the key Gulf-wide contaminant monitoring programs.

Participation in committee and Council-related activities:

  • assist in coordinating EQM Committee meetings and produce products/reports;
  • interact with other GOM Council contractors to complete communication products that require scientific oversight; and
  • assist with proposal writing.

Qualifications

The Gulf of Maine Council seeks an energetic, self-motivated and well-organized individual with a minimum of a bachelor’s degree in environmental education, natural sciences, marketing, communications, or a related field. The ideal candidate has experience in: database development and maintenance; provision of administrative support to a large multi-member committee or organization (preferably one which is cross-jurisdictional and regional in perspective); meeting planning experience (organization and coordination of meetings including committee meetings, fora, workshops, conferences, and awards ceremonies); tracking progress of committees on action plan/workplan items; and the preparation of annual and quarterly progress reports.

The ideal candidate has excellent organizational, coordination, and communication skills (both oral and written), knowledge of coastal marine, and watershed environmental issues, has experience working with both governmental and non-governmental organizations, and can work independently with minimum supervision.

Compensation range

$35,250 - $39,166 (US$) for a nine to ten month position. This is a contract position with no benefits. A travel budget will be provided. Applicant must meet US and Canadian federal contract requirements for receipt of federal funds.

Location

The contractor may be located anywhere in the Gulf of Maine watershed and will work from his/her fully-equipped office.
