English Language Learner (ELL) Program Notification of Exiting from the ELL Program: Grades K-12

Dear Parents/Guardians,

In the spring of this year, your child participated in the ACCESS for ELLs® comprehensive assessment. The Pennsylvania Department of Education requires all districts to use this standardized test to assess the English proficiency levels of all students enrolled in English Language Learner (ELL) programs across the state.

The ACCESS for ELLs® is a standards-based, criterion referenced English language proficiency test designed to measure English language learners’ social and academic proficiency in English. It assesses social and instructional English as well as the language associated with language arts, mathematics, science, and social studies within the school context across the four language domains of listening, speaking, reading, and writing.

The following criteria indicate that your child will be exited from the English Language Learner (ELL) program beginning the upcoming school year:

Required Exit Criteria:

Minimum Score of BASIC on the annual PSSA (Pennsylvania System of School Assessment) for students in grades 3, 4, 5, 6, 7, 8, and 11
Minimum Overall Composite Proficiency Score of 5.0 on a Tier C ACCESS for ELLs® assessment forstudents in grades 1-12; or score of 5.0 in all domains on a follow-up W-APT™ assessment
Minimum Overall Composite Proficiency Score of 2.7 and Oral Language Score of 3.8 on the ACCESS for ELLs® assessment for Kindergarten students

Additional Exit Criteria:

Final grades of C or better in core subject areas (English Language Arts, Mathematics, Science, and Social Studies) for students in grades 1-12
Scores on district-wide assessments that are comparable to the BASIC performance level on the PSSA

Although your child has met the criteria to be exited from the English Language Learner (ELL) program, the ELL teacher will continue to monitor your child’s progress in the core subject areas of English Language Arts, Mathematics, Science, and Social Studies. The ELL teacher and core subject teachers will conference periodically about your child’s continued progress. If you have any questions, please contact your child’s ELL teacher or me.
