JOB DESCRIPTION

Position: Civil Engineering Technician (Operations)

Reporting to:Engineer/ Senior Engineer (Operations)

Location: Waterways Ireland, 40 Castleroe Road, Coleraine

Salary Scale:£26,413 -£27,544

Hours:37 hours per week

Summary of Job

The Civil Engineering Technician (Operations) willbe a member of the Northern Region operational team and will be working on the Lower Bann Navigation. He/she will be responsible for the supervision of a direct labour force. He/she will have responsibilities for themaintenance and development of the inland navigable waterway system.

Key Activities

Operational

  • Assist in the planning, monitoring, execution and recording of maintenance activities
  • Assist in the preparation of works programmes,budgets and contract documentation
  • Assist with specifying, sourcing and ordering materials and equipment
  • Undertake inspections and assessments and prepare associated reports
  • Assist with the progression of projects through design, contract preparation, tender and construction stages
  • Supervise the work of a direct labour force engaged in operating locks, maintenance and civil engineering works and activities
  • Monitor and control the work ofexternal contractors and carry out measurement and valuation
  • Undertake surveys using manual and computerised equipment
  • Prepare drawings, maps, plans, etc using Autocad
  • Communicate effectively with the direct labour force, waterway users on operational and navigational issues and with suppliers, contractors and stakeholders generally
  • Contribute to the identification of training needs of staff under his / her direction
    Health Safety
  • Act as a Safety Supervisor with responsibility for the day to day health, safety and welfare of Waterways Ireland staff under his / her direction and ensure safe systems of work
  • Carry out risk assessments, prepare method statements and carry out safety inspections
  • Contribute to and comply with Waterways Ireland’s health and safety policy and arrangements

Environmental

  • Take account of environmental legislation, directives and issues in all maintenance, capital and construction works
  • Assist in preparation of documents and reports and liaise with environmental agencies

Strategic

  • Assist with Waterways Irelands policies, strategies and standards; contributing to the creation of a shared aim for the Body and promoting business culture and values
  • Collate information to allow programmes to be prepared and targets monitored
  • Assist with the provision of information to allow financial and progress reports for projects to be produced

People

  • Working flexibly and effectively as part of the Operations team and on his / her initiative
  • Comply at all times with the regulations and standards of Waterways Ireland
  • Create, maintain and enhance productive working relationships internal and external to Waterways Ireland
  • Seek assistance from other members of staff when required
  • Liaise with other disciplines and units within Waterways Ireland
  • Liaise with stakeholders, the local community and organisations
  • Liaise with relevant statutory bodies

Other

  • Deal with any matter as requested by the Chief Executive
  • Assist with, and respond to, queries forwarded to Waterways Ireland
  • Undertake training as required
  • Possess the ability to plan and organise work load to achieve quality results within required timescales
  • Represent Waterways Ireland at meetings/functions both during and outside normal working hours
  • Responsibilities associated with this post require working outside normal hours and at weekends from time to time

PERSON SPECIFICATION

Candidates must be able to demonstrate that they meet the eligibility and essential criteria in their application form.

Eligibility Criteria

  • Possess a HND or HNC in Civil Engineering or Construction Engineering or an equivalent approved qualification.
  • Possess 3 years’post qualification relevant experience working on civil engineering works.
  • Possess 2 years’ experience gained in the last 5 years in a supervisory role in civil engineering which includes responsibility for staff, plant and equipment, and safety health and welfare.
  • Have access to a form of transport which will permit travel throughout Northern Ireland and Ireland.

Essential Criteria

  • Possess a good knowledge and understanding of the key procedures and practices involved in civil engineering works in a water-based environment
  • Possess ability to plan works and to use available resources efficiently and effectively
  • Possess knowledge and understanding of the requirements for health, safety and welfare in the workplace and in a water-based environment
  • Be computer literate and possess competence in the use of the Microsoft suite of computer applications, and haveknowledge of drafting packages such as ‘Autocad’ and also ICT based surveying equipment and packages
  • Possess good time management skills, excellent communication skills, problem solving skills and ability to work on own initiative

Desirable Short-listing Criteria

  • Possess additional relevant qualifications at an equivalent or higher level in the Civil or Construction Engineering field
  • Have relevant experience working in a water based environment
  • Have experience in the use of drafting packages and use of GPS equipment
