NOTICE INVITING TENDER

NIT NO. NERO/MMD/601 ROAD/022 dated : 03.10.2011

Sealed & superscribed tender is being invited from reputed Consultants for “Design & engineering and consultancy job for construction of ROAD including all protective structures, retaining walls, storm water drains etc. for Assam Rifles at Zokhawsang, Mizoram.”

Engineering Projects (India) Limited, a Govt. Of India Enterprise, is executing the construction of residential & non-residential buildings for KLP accommodation for Assam Rifles at Zokhawsang, Mizoram. The project site is located at a distance of 14 Km. from Aizwal city and spread over an area of around 1300 acres in a landslide-prone hilly terrain. The approximate length of the ROAD is around 13.6Km. Cost of construction shall be around 12.00 (Twelve) crore.

The main responsibilities of the consultants under this tender shall comprise of (but not limited to) the following:-

1) To prepare the Detailed Project Report for construction of Road including providing suggestion regarding changing of alignment, geotechnical investigation, detailed designing of rigid/ flexible pavement, culverts, storm water drains, protective structures especially in landslide-prone zones etc.

2) Collapse have been occurred for road at three/ four places at stiff slope upto a depth of 75 to 100 RM where usual RCC/RRM retaining wall may not be effective and special protective works are required. The consultant shall provide design/drawings details for safe and cost effective protective structures for these locations also.

3) Total 15 nos CBR tests at an interval of around one KM on the existing roads are being carried out by EPI and any further CBR tests and any other tests in regard to stabilization of slope/ protective work shall be in the scope of the consultant and the cost of the same is deemed to be included in the lumpsum price quoted by the consultant.

4) To prepare the detailed BOQ with cost estimates and specification of items of works in the BOQ as per IRC.

5) To prepare the programme for implementation of the ROAD project on ground.

The intending bidders MUST visit the site to see the detailed site plan with contours marked with buildings and to have a general idea about the topography of the hilly terrain- before quoting their Lumpsum price.

After site visit one prebid meeting will be conducted at NERO, Guwahati for detailed clarification regarding scope of work on 14.10.2011.

Offers shall be submitted in two-bid forms as mentioned below:

Envelope-A: Envelope –A shall contain “Scope of work and Terms & Conditions for appointment of Associate Consultant for Design & engineering and consultancy job for construction of ROAD including all protective structures, retaining walls, storm water drains etc. for Assam Rifles at Zokhawsang, Mizoram.” duly signed & stamped on each page by the intending agency as token of their acceptance. Credential certificates duly attested by gazette officers/ notary public shall be also included in Envelope-A. Envelope-A shall be then sealed and superscribed as “Envelope-A”

Envelope-B: Envelope-B shall contain the price Bid duly filled in by the intending agency for rendering the Consultancy, Design & Engineering Services as per scope of work and Terms & Conditions.

Both the envelope A & B shall be put in another envelope which will be superscribed with the NIT No. mentioned above and submitted to the official address mentioned below.

The Bidder who have successfully completed the Design Engineering work for at least one similar work of minimum consultancy fee of ` 20.00 Lakh (Rupees Twenty Lakh only) will be considered to quote for his tender.

The Bidder should have had Average Annual Financial Turnover of not less than ` 20 (Twenty) Lakh in the last three years ending 31.03.2011 duly certified by a Chartered Accountant.

The complete tender document is available at the website www.epi.gov.in and the same can be downloaded by the intending bidders directly from EPI website. The tender fee of ` 1000/- (Rupees One Thousand Only) (non-refundable) by Crossed Demand Draft / Pay Order favouring “Engineering Projects (India) Ltd.” payable at Guwahati shall be submitted by the bidder along with their bid in Envelope –A. Relevant experience certificates and other documents duly attested by Gazetted Officer not below the rank of Executive Engineer or equivalent or Notary Public fulfilling the qualifying criteria shall be enclosed in Envelope-I. Completion Certificates from clients shall be in the name of the Company who is submitting the tender. The bidder has to produce original documents for verification at the time of opening of tender or as and when demanded.

Tender documents can also be obtained by the intending bidders from the address of Engineering Projects (India) Limited, as mentioned below, from 10.00 Hrs to 17.00 Hrs on all working days (Monday to Friday) except public holidays upto last day and time of sale of tender document on payment of an amount (non-refundable) ` 1000.00 (Rupees One Thousand Only) by Crossed Demand Draft / Pay Order drawn in the name of “Engineering Projects (India) Limited” payable at Guwahati, and on production of relevant experience certificates and other documents. Issuance of Tender documents to any Tenderer shall, however, not construe that the Tenderer is considered qualified for the tender work and the same may be rejected if on detailed scrutiny the document submitted alongwith the tender are found to be unsatisfactory. The decision of EPI in this regard shall be final and binding on the Tenderer.

Layout Plan shall be collected from Zokhawsang project site office of Engineering Projects (India) Limited, from 10.00 Hrs to 17.00 Hrs on all working days (Monday to Saturday) except public holidays upto last day and time of sale of tender document. These drawings shall form an integral part of the tender document and the hardcopies shall be submitted by the tenderers during submission of filled tenders.

In case of any unscheduled holiday takes place on the last day of issue of Tender/Submission of tender, the next working day will be treated as scheduled day and time for issue/submission of tender.

In case of tie-tender, where two firms are biding lowest, EPI reserves the right to split the work among these bidders and / or EPI will reserve the right to award the tender to any one of such bidder.

EPI reserves the right to accept any tender or reject any or all tenders or annul this tendering process without assigning any reason and liability whatsoever and to re-invite tender at its sole discretion. The corrigendum, extension, cancellation of this NIT, if any, shall be given on EPI’s website: www.epi.gov.in only. The intending Tenderers are requested to visit EPI’s website regularly for this purpose.
