Energy Smart Communities Initiative

- Survey of low carbon towns in APEC Economies-

Introduction

In November 2010, U.S. President Obama and Japan’s Prime Minister Kan launched the Energy Smart Communities Initiative (ESCI) for the Asia Pacific region. ESCI aims to foster green growth, sustainable development and long-term job creation throughout the Asia-Pacific. ESCI has four key pillars: Smart Transport, Smart Buildings, Smart Grid, and Smart Jobs and Consumers. Under these pillars, we have organized number of specific projects and the overarching theme of these projects is “Low Carbon Model Town”.

There are several sustainable low carbon development projectsin the APEC economies and the purpose of this survey is to collect and share information on such variety of projects in the APEC member economies. It is expected that this survey will contribute to finding the best practices of low carbon towns around APEC. Some of the low carbon town development projects contributing this Survey may be applied to the APEC Low-carbon Model Town Project which was launched by the Energy Ministers Meeting held in Fukui, Japan in 2010.

The Coordinators (Japan and China) have developed the first template for sharing information on low carbon towns in the APEC region. A system for sharing and posting information and highlighting best practices will be developed in Asia Pacific Energy Research Center (APERC) website and linked to the ESCI-Knowledge Sharing Platform, now in development.

Please answer the following questions about low carbon towns in your economy by filling in the attached template. If you submit information for more than one low carbon town, please use separate template for each of the towns. This will help us to compare and contrast best practices for low-carbon towns across the APEC region.
