General Information:
Introduction
In order to be successful, a Government is required to have a high performance ethos, a clear vision for the future, and a strategy on how it will achieve that vision. In the face of the aforementioned challenges, how Government performs its functions, duties and responsibilities is critical to its success. This introduces a qualitative element to the performance of its daily functions.
For the Western Cape Government (WCG), success means the effective and efficient delivery of its mandate so that it earns the acknowledgment of being the best-run regional government in the world, allowing the people of the Western Cape to live lives they value.
The Service Excellence Awards is a uniform approach to recognise excellence and will serve as escalation mechanism for future coordinated National Batho Pele Excellence Awards (NBEA) participation by the Western Cape Government. The theme of the WCG Service Excellence Awards is “Better Together Leading the Public Service to Higher Productivity".
Purpose
To entrench the professionalisation of the public service, recognise and reward excellence in the public service, acknowledge and encourage it and in exceptional cases, ensure it mature to greater heights of delivery.
Procedures and Rules
The Service Excellence Awards is an initiative and prerogative of the Premier which seeks to recognise excellence and performance beyond the call of duty of public servants. The initiative involves the identification of the quintessential public servant in provincial departments that will represent the WCG at the NBPEA. Adherence to the selection and nomination procedural rules as prescribed below, are important. Any breach of the procedural rules will lead to disqualification of the candidates.
Eligibility
·  The eligibility of participation is limited to all public servants appointed in the WCG in terms of the Public Service Act (1994) and the Employment of Educators Act (55 of 1998). This includes employees on a formal contract in a temporary capacity.
·  Team who have won in a Service Excellence Awards Category may not enter the same Category for a minimum of two years after winning any award (Bronze, Silver or Gold).
Categories of Service Excellence Awards
The following categories that are in alignment with the NBPEA were identified:
·  Best Public Service Leader (Senior Manager);
·  Best Frontline Public Service Employee;
·  Best Batho Pele Team;
·  Best Ethics –Provincial Department (nomination and announcement made by the Office of the Public Service Commission);
·  Best Implemented Programme/Project; and
·  Best Overall Batho Pele (Citizen-Centric) Public Servant.
Entry guidelines and rules
·  An entry can only be entered per one category.
·  The entry will be assessed based on its previous financial year’s performance cycle (2015/16: 1 April 2015 to 31 March 2016).
·  Entries should be stapled or bound for ease of perusal.
·  Entry forms must be filled in correctly, in full and in sequence and with as much information as possible.
·  Hand written entries are not encouraged; in cases where this is unavoidable please write legibly.
·  Only emailed, posted and hand delivered submissions will be accepted. Faxed entries will not be accepted.
·  Evidence should be submitted to support the entry e.g. video’s, publications, brochures, CD/DVD, Newspaper clippings (which will not be returned).
·  The prizes are not transferable.
·  Submission of concise, precise and relevant evidence is emphasised. The awarding of all categories is based on impact which must be demonstrated through evidence.
·  Incomplete submissions will unfortunately not be considered.
·  The information provided in the entry form and during the verification process is legally binding.
·  The costs relating to the entry, including postage is for the expense of the entrant.

Verification
Where necessary, initiative managers and referees will be contacted for verification through email, telephone, and / or site visit.
Assessment and Adjudication Process
A nominated team of assessors and adjudicators will judge the process.
The adjudicator's decision is final.
Where necessary nominees will be contacted for verification either through email, telephone, face-to-face interview or site visit.
The adjudicators retain the right to move an entry to a category they deem appropriate.
Administration
All entries will be acknowledged and allocated a reference number.
The closing date for submission is 14 June 2016.
