Minutes of Board Meeting
Wednesday, January 7th, 2009
The Regular Meeting of the Elmer Borough Land Use Board was held on Wednesday, January 7th, 2009, at 7:30 p.m. in the Elmer Borough Hall.
Secretary Dawn Williams read the Open Public Meetings Act Statement.
Present at the meeting were Blinn Bostwick, Leigh Bostwick, Fred Davis, Jay DuBois, Denny Hardman, Linda Herrmann, Thomas Masters, Scott McDonald, Robert Richards, Councilman Steven Schalick, and Secretary Dawn Williams. José Cardona and Mayor Joseph Stemberger were absent. Kenneth Miller Jr. was also present.
Dawn Williams motioned and Councilman Steven Schalick seconded to approve Kenneth Miller Jr. as Board Solicitor. The motioned was unanimously carried.
Robert Richard motioned and Dawn Williams seconded to approve John Schweppenheiser Jr. (HAKS Inc.) as Board Engineer. The motion was unanimously carried.
Solicitor Kenneth Miller Jr. led the Oath of Allegiance with the following Board Members: Robert Richards, Councilman Steven Schalick, Leigh Bostwick, Denny Hardman, Jay DuBois, Scott McDonald, and Linda Herrmann. Mayor Joseph Stemberger was absent.
Dawn Williams motioned and Blinn Bostwick seconded to nominate José Cardona as Chairman. The motion was unanimously carried.
Jay DuBois motioned and Scott McDonald seconded to nominate Robert Richards as Vice-Chairman. The motion was unanimously carried.
Robert Richards motioned and Denny Hardman seconded to nominate Dawn Williams as Secretary. The motion was unanimously carried.
Jay DuBois motioned and Fred Davis seconded to adopt the Board Minutes from December 3rd, 2008 as presented. The motion was unanimously carried.
Secretary Dawn Williams introduced Site Plan and Variance Application #08-5 on behalf of South Jersey Hospital System (Physical Therapy Unit). Attorney Edgar Hathaway reviewed the application on behalf of his applicant. Board Solicitor Kenneth Miller Jr. swore in Matthew Baldino (Fralinger Engineer) and John Bickings (SJ Hospital System). Engineer Matthew Baldino presented the application and commented on the Land Use Board Engineer’s Review Letter dated 12/30/08. No public commented on the application. Secretary Dawn Williams motioned and Leigh Bostwick seconded to grant preliminary approval contingent upon the Board Engineer’s complete satisfaction. The motion was unanimously carried.
Secretary Dawn Williams announced that Randal Long’s Minor Subdivision and Variance Application #09-1 will be heard at the next meeting.
Secretary Dawn Williams motioned and Denny Hardman seconded to adopt the COAH Ordinance as presented. The motion was unanimously carried.
The next Land Use Board meeting is scheduled for Wednesday, February 4th, 2009 at 7:30 p.m. in the Elmer Borough Hall.
At 8:07 p.m. Jay DuBois motioned and Vice-Chairman Robert Richards seconded to adjourn the meeting. The motion was unanimously carried.
