ELIGIBLE OASIS SB SOCIO-ECONOMIC SET-ASIDES BY POOL

Below is a list of Contractors under OASIS Small Business (OASIS SB)that are eligible for specific Socio-Economic Set-Asides by Pool.

Background:

OASIS SB is primarily a 100% small business set-aside contract subject to fair opportunity under FAR 16.505. See Click on the Tab “Contact OASIS Contractors” and choose the document OASIS SB Contractors by Pool. There you will find all the OASIS SB Contractors by Pool.

In addition to total small business set-asides, OASIS SB set-asides can also be based on specific socio-economic groups as follows:

Socio-Economic Set-Asides:

An OASIS SB task order solicitation may be a competitive set-aside for a specific socio-economic group when it is anticipated that offers will be obtained from at least two responsible small business concerns within a specific socio-economic group under the corresponding NAICS Pool. A specific socio-economic group for competitive set-asides is identified as one of the following:

8(a) business development participants
HUBZone small business concerns
Service-disabled veteran-owned small business (SDVOSB) concerns
Economically disadvantaged women-owned small business (EDWOSB) concerns eligible under the Women-Owned Small Business Program or,
Women-owned small business (WOSB) concerns eligible under the WOSB Program

In addition to competitive set-asides, direct awards may be made to the following socio-economic groups under a corresponding NAICS Pool.

8(a) business development participants
HUBZone small business concerns or,
SDVOSB concerns

Instructions:

The tables below provide which contractors by Pool are eligible for either a competitive set-aside by socio-economic group OR direct award by socio-economic group.

If a specific socio-economic group is NOT identified in the tables it simply means that the socio-economic group isNOTrepresented in that Pool.

Competitive set-asides by socio-economic group must be solicited to ALL eligible Contractors by socio-economic group in a given Pool.

ALL policies and procedures under FAR Part 19 apply.

When issuing a task order solicitation under a specific Socio-Economic set-aside under a given Pool, choose the OASIS SB Pool e-mail Links under “Contact OASIS Contractors” for the e-mail addresses of all vendors in a given Pool. Please specify in the email the specific Socio-Economic Group and the type of set-aside (competitive or direct award). For example,

“This is an 8(a) competitive set-aside under Pool 1. Only 8(a) eligible contractors can submit offers under this solicitation”
