Professional Experience
Mr. Romney is the President and CEO of R & R Environmental, Inc., and is responsible for QA/QC on projects, client relations, and overall management of projects. He is an EPA-certified instructor for all asbestos courses and aUtah certified asbestos inspector, management planner, contractor/supervisor and project designer. Mr. Romneyis a primary instructor for asbestos courses for the University of Utah’s RockyMountainCenter for Occupational and Environmental Health (RMCOEH), and also teaches in the Hazardous Waste Operations and Emergency Response (HAZWOPER) courses. He provides planning, budgeting, coordination and project management for the abatement of asbestos. He has more than twenty years of professional asbestos and hazardous waste contamination management experience. His experience ranges from environmental audits and site investigations to all aspects of managing asbestos and hazardous waste disposal activities. He has coordinated and supervised clean-up, removal and disposal activities of asbestos and hazardous waste. Mr. Romney provides project management in asbestos activities as well as industrial hygiene and review analysis.
Mr. Romney has also developed numerous Asbestos Operations and Management Plans, AHERA project designs and Health and Safety Plans.
Asbestos Inspections/Project Management
Mr. Romney has conducted numerous asbestos inspections as well as managed abatement projects. Inspections range from residences for insurance companies to schools for local education agencies. Project management for abatement includes friable asbestos removal prior to demolition to removal of asbestos within an occupied facility. These projects include:
The Church of Jesus Christ of Latter-day Saints, numerous locations in the SaltLakeValley and UtahCounty and in California and other states.
ProvoSchool District, numerous projects throughout Provo, Utah schools.
Alpine School District, numerous projects in UtahCounty schools.

Lead-Based Paint Inspections/ Risk Assessments
Mr. Romney has held EPA-certification to conduct Lead-Based Paint inspections as well as risk assessments as they pertain to both child occupied facilities and non-HUD housing. Painted surfaces are typically analyzed by R&R’s X-Ray Fluorescent Analyzer (XRF). This allows the inspector to non-destructively test painted surfaces and determine lead concentrations within paint in the field. The data is stored and later down-loaded into a report for the client with all locations, components, and other relative information included. Risk assessments are typically conducted within a child occupied dwelling. These assessments not only look at painted surfaces but collection of dust samples within the residence are collected as well. Soil samples may also be collected in bare areas around the drip-line of the house and within children’s play areas to properly assess areas of concern for the safety of the child. Utah Housing Authority - Lead-Based Paint inspections and risk assessments for HUD-approved loans to remodel the inside or outside of the dwelling.
Ogden City Community and Economic Development Division - Lead-Based Paint inspections for HUD-approved loans to remodel the inside or outside of the dwelling.
Division of Facilities and Construction Management - All education buildings located at WeberStateUniversity, DavisAppliedTechnologyCenter and Weber/Ogden Applied Technology Center.
HUD - Lead-Based Paint inspections and clearance testing for remedial activities.
Indoor Air Quality Investigations
Mr. Romney has conducted many indoor air quality investigations (Sick Building Syndrome) for both commercial and school buildings. Using a phased sampling approach to determine the source of the contaminants and provide successful remedial guidance to eliminate the indoor air contaminants. These projects include:

Hazardous Waste Management
Mr. Romney has managed hazardous waste removal from numerous industrial, private and governmental facilities. He has over ten years of project management experience with sampling, characterization, profiling, scheduling, and disposal of the waste material.
These projects include:
Waste characterization and disposal of drummed materials in schools of Alpine School District;
Removal of unused chemicals from various school chemistry labs;
Characterization and removal of PCB oil from transformers;
Phase II site investigations;
Assisting the Environmental Protection Agency (EPA) in an enforcement action involving the investigation of a reported illegal disposal activity of a hazardous material.
