Edmonton Community Drug Strategy Task Force Bylaw

Whereas, pursuant to section 145 of the Municipal Government Act, Council may pass bylaws dealing with the establishment of council committees:

Edmonton City Council enacts:

part - purpose, definitions and interpretation

purpose / The purpose of this bylaw is to establish a temporary committee of Council.
definitions / In this bylaw, unless the context otherwise requires:
“City” means the Municipal Corporation of the City of Edmonton;
“City Manager” means the Chief Administrative Officer of the City within the meaning of the Municipal Government Act or his delegate;
“Council” means the Municipal Council of the City of Edmonton;
“ECDS Task Force” means the temporary committee of Council established by this bylaw; and
Edmonton Community Drug Strategy” is a unique coalition of civic and community partners committed to developing a sustainable and effective community action plan; it addresses the harms of alcohol and illegal drug use among young citizens of Edmonton.

part - title of this part

establishment / The Edmonton Community Drug Strategy Task Force is hereby established as a temporary committee of Council.
purpose and functions / The general purpose of the ECDS Task Force Committee is to:
plan and support the implementation and sustainability of the Edmonton Community Drug Strategy;
facilitate broad community involvement in the planning and implementation of the Edmonton Community Drug Strategy;
provide input and make recommendations to the community and to the three orders of government to ensure a coordinated, collaborative, and long-term community response.
Subject to the provisions of this bylaw and every other applicable City bylaw and policy, or Provincial and Federal statute or regulation, the ECDS Task Force will:
oversee and facilitate the successful implementation of identified strategic community initiatives, as approved by the Steering Committee of the Edmonton Community Drug Strategy in June 2005; and
prepare and present a Final Report to City Council by March, 2007.
final report / The Final Report shall include recommended Action Plans for the three orders of government and the Edmonton community to ensure the ongoing sustainability of the Edmonton Community Drug Strategy.

part - structure and procedures

structure / The ECDS Task Force will consist of up to twenty (20) members as follows:
The Mayor of the City of Edmonton;
One (1) member of City Council, appointed by resolution of Council;
One (1) member representing the Edmonton Police Service as appointed by the Chief of Police;
Up to four (4) members representing the Province of Alberta as follows:
one (1) member appointed by and representing Alberta Education;
one (1) member appointed by and representing the Solicitor General;
one (1) member appointed by and representing Edmonton and Area Child and Family Services; and
one (1) member appointed by and representing Alberta Alcohol and Drug Abuse Commission;
One (1) member appointed by and representing Health Canada;
One (1) member appointed by and representing the Edmonton Public School Board;
One (1) member appointed by and representing the Edmonton Catholic School District;
One (1) member appointed by and representing the Capital Health Authority;
One (1) community representative appointed by and representing the Safer Cities Advisory Committee;
One (1) member appointed by and representing HIV Edmonton;
One (1) member appointed by and representing the Salvation Army;
One (1) member appointed by and representing the Edmonton Chamber of Commerce;
One (1) member appointed by Edmonton Aboriginal Urban Affairs Committee, representing the Aboriginal community;
One (1) member appointed by the City of Edmonton Youth Council, representing the youth of the city of Edmonton; and
Three (3) citizens-at large, appointed by resolution of Council.
The City Manager will co-ordinate the selection of citizen-at-large members, and appointing agencies must inform the City Manager of their appointees and any changes to their appointees.
The City Manager will attend all meetings of the Committee.
If one or more positions on the ECDS Task Force is not filled or becomes vacant, the ECDS Task Force may continue with fewer members.
Membership on the ECDS Task Force is voluntary and no remuneration will be paid for serving as a member.
Members shall be reimbursed for their reasonable out-of-pocket expenses to attend each meeting of the Board and its subcommittees in accordance with City Policy.
Members are appointed for the term of the ECDS Task Force.
Council may revoke the appointment of any member of the ECDS Task Force without cause.
The Mayor is a co-Chair of the ECDS Task Force.
At its first meeting, the ECDS Task Force shall elect one of its members as a Co-Chair.
The duties of the Co-Chairs will be to:
Call the meetings of the ECDS Task Force;
Act as Chair at all meetings of the ECDS Task Force; and
Represent the ECDS Task Force at Council and its Standing Committees, and in other public functions.
procedures / Subject to this bylaw, the ECDS Task Force will follow the procedures prescribed by Bylaw 12300, Procedures and Committees Bylaw.
The ECDS Task Force will meet at the call of a Co-Chair or as determined by the ECDS Task Force.
Quorum for the ECDS Task Force is a majority of the existing appointed members of the ECDS Task Force.
If both of the Co-Chairs are not in attendance at a meeting, the members of the ECDS Task Force shall choose a member from among themselves to act as the Presiding Officer for that meeting.
subcommittees and public consultation / The ECDS Task Force may establish subcommittees, as required.
The ECDS Task Force may appoint persons from outside the ECDS Task Force to a subcommittee.
Subcommittees shall:
Be chaired by ECDS Task Force members, and
Report back to the ECDS Task Force for consideration of findings.
The ECDS Task Force or a subcommittee may solicit input from the public.

part - FINANCE AND ADMINISTRATION

budget / The budget shall be prepared and presented to Council by the City Manager, in consultation with the ECDS Task Force.
The ECDS Task Force’s budget will be administered by the City Manager.
resources / Technical, planning and administrative resources to the ECDS Task Force, as determined in consultation with the ECDS Task Force, will be provided by the City Manager.
ECDS Task Force reporting / The ECDS Task Force may provide interim activity reports to Community Services Committee, but must do so every 12 months.
The ECDS Task Force shall submit a final report to Council prior to March 30, 2007.

part - GENERAL

termination / The ECDS Task Force will be terminated upon Council’s receipt of the final report or June 30, 2007, whichever occurs first.
