Brief Explanation (This will be copied into the description in the Change Control Summary Spreadsheet):

Pursuant to PA PUC approval of FirstEnergy’s Instant Connects Plan an indicator is required on 814 enrollment responses to show the enrollment has met the requirements for an Instant Connect. Per PA PUC Order this code will be required to be implemented in FirstEnergy territories by September 30, 2016.

Detail Explanation (Exactly what change is required? To which EDEWG Standards? Why?):

Add a new REF segment REF*IC under the LIN loop in an 814 enrollment accept response which will be for FirstEnergy use only. This will be required on all 814 enrollment accept responses and will have a REF02 indicator of Y or N indicating whether the enrollment meets the requirements for an Instant Connect or not. This line will be sent on all 814 enrollment responses with the indicator of Y (Instant Connect) or N (not Instant Connect).
