FRAUDSTER JEWELLER ARRESTED BY ECONOMIC OFFENCES WING FOR DUPING PUBLIC TO THE TUNE OF RS 2.5 CRORES

Economic Offences Wing has arrested an accused Sita Ram Kapoor, owner of M/s Modern New Kapoor Jewellers Pvt. Ltd., address A-5/25, Krishna Nagar, Delhi-51 for cheating the public by enticing them to give him gold and cash in lieu of handsome returns.

A case vide FIR No. 91/12 dt. 30.7.12 u/s 406/420/120 B IPC PS EOW was registered on the complaint of Sh. Vijay Verma in which he alleged that he was induced to part with his life term savings of 2 Kgs. of gold worth Rs. 60 Lacs on the promise of return of 3% interest per month by accused Sita Ram Kapoor. He neither got any interest nor got the gold back. Further investigation revealed that there had been several other victims who had been duped by adopting the similar modus operandi. Till now 14 victims have came forward who had been cheated by the fraudster to the tune of Rs. 2.5 crores. The alleged company M/s Modern New Kapoor Jewellers Pvt. Ltd. has neither been a Non-Banking Financial Company nor taken any approval from RBI to accept any deposit from public.

Background of the accused:

The accused Sita Ram Kapoor is 61 years old and running a jewellery shop in the name and style of Modern New Kapoor Jewellers Pvt. Ltd from the premises at A-5/25 Krishna Nagar, Delhi -110051 for the last 35 years.. He has no previous criminal record.

Modus Operandi:

The accused Sita Ram Kapoor alongwith his brother Rajpal Kapoor induced the public to deposit the gold and cash with them on the pretext of return of 1 to 3% per month. Believing on the assurances and representation of accused Sita Ram Kapoor public starting investing cash as well as gold with them. Initially some installments of interest on the invested amount were paid and subsequently defaulted. The accused persons neither paid interest nor the principal amount.

Further investigation of the case is on.

v Blind Murder Case of 2010 of P.S. Najafgarh Solved

v Two desperate Robbers of Sanjay Bihari Gang arrested

Special Operation Squad, Crime Branch, Delhi, has apprehended two desperate robbers of Sanjay Bihari Gang, namely, (1) Pradeep Kumar Saini s/o Ram Prasad r/o 1441, Saini Mohalla, Najafgarh, Delhi, and (2) Sandeep Saini s/o Ramesh Saini r/o 1433, Saini Mohalla, Najafgarh, Delhi, and recovered one Alto Car with fake number plate HR-26B-1112 stolen from Dwarka and one country made pistol along with one live cartridge (8mm). With the arrest of accused Pradeep Saini, blind murder case of 2010 of P.S. Najafgarh, Delhi, has been solved.

INCIDENT

On 17.01.2013, acting upon a secret information, a team of SOS/Crime Branch apprehended two desperate robbers of Sanjay Bihari Gang, namely, (1) Pradeep Kumar Saini s/o Ram Prasad r/o 1441, Saini Mohalla, Najafgarh, Delhi, and (2) Sandeep s/o Ramesh r/o 1433, Saini Mohalla, Najafgarh, Delhi, and recovered one Alto Car bearing a fake number plate No. HR-26B-1112 (original No. DL-9CL-1965) which was reportedly stolen vide FIR No. 211/12 u/s 379 IPC, P.S. Dwarka, South. One country made pistol along with one live cartridge (8mm) was also recovered from their possession. Accused Pradeep Saini also confessed to have committed the murder of one Dev Anand @ Dhancha in August-2010, with the help of his associates and threw his dead body in Jai Vihar Gandha Nallah, Najafgarh, Delhi.

TEAM

A team led by Insp. Ashok Kumar, SI Ashok Kumar, ASI Ranjeet Kumar, HC Ravinder Pal, HC Naresh Pal, Cts. Rajesh & Hariom under over all supervision of Sh K. K. Sharma, ACP/SOS and Sh. Bhisham Singh, Add. DCP/Crime, was constituted to gather the information regarding the desperate robbers and to initiate legal action accordingly.

ARREST

During the painstaking exercise on 17.01.2013, acting upon a secret information, a trap was laid at BDO Office, Najafgarh, Delhi and at about 3.30 pm, the team members arrested two desperate robbers, Pradeep Saini and Sandeep, who were coming towards Najafgarh side in an Alto Car bearing a fake number plate HR-26B-1112 (original No. DL-9CL-1965), silver grey colour, which was reportedly stolen vide FIR No. 211/12 u/s 379 IPC, P.S. Dwarka South. One country made pistol along with one live cartridge (8mm) was recovered from their possession. A case vide FIR No. 13/13 dated 17.01.2013 u/s 411/482/468/468/471/34 IPC & 25 Arms Act, Crime Branch has been registered in this regard.

During sustained interrogation, accused Pradeep Saini confessed to have committed the murder of one of their associates, namely, Dev Anand @ Anand @ Dhancha in the year-2010, with the help of his associates, namely, Sanjay @ Bihari, Riyasat @ Liyakat etc. in a house situated at Deenpur Extn. He further disclosed that in the month of August-2010, while he along with Sanjay @ Bihari, Dev Anand @ Anand @ Dhancha, Riyasat @ Liyakat and another friend of Riyasat was present in the rented house of Sanjay Bihari at Gali No. 6, Deenpur Extn., where there was some exchange of hot words amongst them. In due course of hot exchange of words he fired at Dev Anand @ Dhancha pointing at his head. But he was not die and was only suffering in pain with gun-shot injury, then he with the help of his other associates killed Dev Anand @ Dhancha by strangulating with the help of a piece of cloth. They also tied both his legs and wrapped his body in a green coloured saree and a printed blanket to dispose off the dead body of Dev Anand @ Dhancha. He arranged a vehicle, Wagon-R No. DL 3C BL 3062 and took the dead body of Dev Anand @ Dhancha in the said vehicle and threw the same in the Gandha Nallah Jai Vihar, Najafgarh, Delhi. He also pointed out both the places of occurrence. The said vehicle, Wagon-R No. DL 3CBL 3062 used for transportation of dead body of deceased Dev Anand @ Dhancha from Deenpur Extn. to Jai Vihar Gandha Nallah has also been recovered.

During the course of further investigation, it is also revealed that one unidentified dead body was found on 19.08.2010 from the same place of Jai Vihar Gandha Nallah, Najafgarh, as pointed out by the accused Pradeep Kumar Saini. A case was registered in this regard vide FIR No. 377/10 dated 19/08/10 u/s 302/201 IPC, P.S. Najafgarh, Delhi.

He has been involved in 10 criminal cases including robbery, attempt to murder, theft etc. He is a member of notorious Sanjay Bihari Gang of Najafgarh.

NOTORIOUS GANG OF MOBILE THIEVES OPERATING THROUGH JUVENILES BUSTED BY ASHOK VIHAL POLICE

With the arrest of three adult thieves and apprehension of two juveniles, Ashok Vihar police of North-West district have busted a gang of mobile thieves. The gang was headed by one Dhram Raj Mehto @ Jagoo Mehto. Three thieves namely Sonu Mehto S/o Sh. Ram Jiwan Mehto, aged 20 years, Kuldeep Mehto s/o Lt. Jiten Mehto, aged 35 years both r/o B-63 Ganga Vihar, Gokul Puri, Delhi and Dhram Raj Mehto @ Jaggu Mehtoo S/o Ram Jivan Mehto, aged 30 years r/o B-101, Ganga Vihar, Gokul Puri Delhi have been arrested and 50 mobile phones of different brands including the expensive ones have been recovered from their possession.

INCIDENT

In the intervening night of 13/14.1.13, Sh. Suresh Kumar resident of Wazirpur village reported that at about 9.45 PM, while he was at the wine shop at Deep Market, Ashok Vihar, he noticed that someone has stolen his mobile phone from his pocket. He saw 3 boys and one adult person running away. He chased them and could succeed in apprehending one juvenile. But the apprehended juvenile did not tell him the correct address of his associates so he brought him to the Police Station. On his statement, a case vide FIR No.13/13 dated 14.1.13 u/s 379/34 IPC PS Ashok Vihar was registered and investigation was taken-up.

INVESTIGATION

During the investigation, the juvenile was interviewed by JWO/SI Pramod Kumar in such a tactful and friendly way that the juvenile volunteered to name his associates and led the police party to correct address at Ganga Vihar, Gokul Puri, Delhi where two accused persons namely Sonu Mehto and Kuldeep Mehto alongwith one juvenile apprehended. 42 mobiles phones were recovered from their possession.

From the interrogation of Sonu Mehto and Kuldeep Mehto, it revealed that the gang was spearheaded by one Dhramraj @ Jagoo Mehto, father of the juvenile apprehended at the spot but he managed to slip away at the time of raid. Based on technical surveillance, Dhramraj was traced to be admitted in a private Hospital with his alias name and incorrect history of having fell down from stairs. Thereafter, he was arrested on 21.1.13 on being discharged by the hospital and 8 mobile phones were also recovered at his instance.

POLICE TEAM

A special team comprising of ASI Om Pal Singh, ASI Ved Parkash, HC Jagdish Singh, HC Baljeet Singh and Ct. Deepak under the supervision of Sh. Ram Singh SHO/Ashok Vihar, and overall supervision of Sh. Partap Singh ACP/Ashok Vihar Delhi was constituted.

INTERROGATION:

During interrogation, it revealed that they are permanent resident of village Maharaj Pur Naya Tola, P.S. Tilljhari, Distt. Sahib Gang, Jharkhand. In Delhi, they were residing in rented rooms at Ganga Vihar, Gokul Puri, Delhi.They were running a gang of 8-9 persons including 5 juveniles. They used to operate in the evening hours in two group with 2-3 juveniles in each at crowded places i.e. busy markets, wine shops, shopping malls etc. in the area of North, North-West and West Delhi. They were using the young boys to steal the mobile phones while the adult members used to keep a watch from some distance. The boys used to target a soft target i.e. a person busy in shopping and keeping mobile phone in his pocket from there it was easy to steal. After stealing the mobile phones, the boys at once hand it over to the adult member. In case any of the boys was apprehended by some one, the adult ones would run away from the spot. The boys were strictly instructed not to admit and disclose particulars of other persons of the gang. All the stolen mobile phones were collected at their rooms and after making a lot of 100-150 phones over a period of about 2 months, they would go back to their native place and for selling the mobile phones to unsuspecting villagers as second hand. The gang was operative for the last 6 months and admitted to have stolen about 400 phones so far.

RECOVERY:

50 mobile phone instruments of various brands including the expensive ones like Apple I-Phone, Black Berry, Samsung Galaxy, Nokia etc. and the cost of recovered mobile phones is around Rs.3.5 lakhs.

PROFILE OF ACCUSED PERSONS:

Accused Sonu Mehto and Kuldeep Mehto are illiterate. Accused Dharam Raj @ Jaggu Mehto was earlier arrested in year 2012 in P.S. North Dwarka, Delhi in a theft case in which he is on bail from the court.

Further efforts are on to nab the remaining person and to recover more mobile phones. 18 owners of mobile phones have been identified with the help of IMEI details and previously used SIMs so far.
