Economic Development Associate - Disbursements

The Ministry of Economic Development (MED), Government of Maldives

The Government aims to expand and strengthen the Micro, Small and Medium Enterprise (MSME) sector in the Maldives through enhancing the business environment and putting in place the support infrastructure for doing business with greater knowledge, better access to finance and expanded opportunities for MSMEs.

The primary responsibility (not exhaustively) of the Economic Development Associate - Disbursements will be;

  • Identify and familiarize with rules, procedures and requirements of existing and potential donors implementing projects with MED
  • Identify and set up a platform to generate reports and data on IMSMED project in a timely manner including data on beneficiaries, beneficiary islands, organizations etc.
  • Identify and set up a platform for regularly and effectively monitoring financial delivery of projects, progress on contracting, payment issuance etc.
  • Participate and actively contribute in project coordination meetings and in documenting meeting outcomes
  • Archive data, photos and project related documents in a systematic manner and promote information sharing and knowledge dissemination in the office
  • Provide assistance to regularly update MED and BDSC websites on project related news & updates.
  • Identify innovative ways to increase/improve contents, interaction and knowledge sharing through the websites.
  • Provide support to formatting, aesthetics and presentation of reports to donors, government, websites, media etc
  • Facilitate meetings with key stakeholders, various implementing agencies and other government departments as required
  • Assist the Project manager / BDSC Coordinator with the various implementing agencies and consultants for the different components of the projects to support the ongoing progress of the project by identifying constraints, providing and addressing the constraints by bringing these to the attention of the project director.
  • Collate and archive information and data such as consultant reports, invoices, payment detail, BDSC activities, public announcements etc as required
  • Provide ongoing liaison for the PMU with the BDSCs in the islands in provinces other than the capital and coordinate the necessary support process such as recruitment, supplies etc for the BDSCs as required under the project
  • Prepare MIS reports and monitoring reports under the guidance of the international specialists (BDSC Coordinator and M&E ) reports for the project director, implementing agency and project steering committee
  • Assist in the implementation and conduct of training programmes designed by the Project Manager /BDSC coordinator and gradually take over the task of conducting the training programmes from international specialists.
  • Provide support to the Project Manager / BDSC coordinator for overall management of the project.
  • Provide support relating to translation of documents and interpretations of communications as required
  • Represent the PMU in its role as an auditee during the period of audits carried out by the external auditors and reply to audit findings for audit closure under the guidance of the Project Manager.
  • Ensure the design and implementation of an effective marketing and PR campaign on SME activities carried out by MED, including active personal involvement in the delivery of such campaigns through appropriate communication channels such as social media, radio and TV presence and print media
  • Any other work relevant to SME and broader economic and trade development assigned by MED.

Time Input

The position is a full time position and the selected candidate is expected to serve 19 months.

Requirements

Graduate degree in management, economics, development or business related field. At least 3 years of professional experience in SME / Project Management. Familiarity with Maldives trade, economic development and private sector development context. Excellent computer skills and new interactive media user skills: social media platforms. Ability to write and communicate clearly, and analytically. Excellent spoken and written English and Dhivehi.

Remuneration Package

The total remuneration package will be MVR 26,050
