Job function:

The Process Engineering Lead provides Process engineering support during the development of business planning, including evaluation and concept selection, as required, is responsible for broad technical and administrative oversight of the Engineering, Procurement and Construction (EPC) contractor's engineering effort from the date of contract award / project start through completion of the Project. Gains alignment with the Project Management Team (PMT) on project engineering needs, objectives, schedule, and other requirements. Ensures that the EPC contractor's staffing processes and procedures are adequate to fulfill contract requirements. Develops and executes administrative routines that align with the project's, goals, objectives, and procedures. Communicates with the PMT and PP Functions on engineering activities, progress, and issues.

Key responsibilities and duties:

·  Provide overall engineering leadership and technical expertise to all projects assigned, from early project phases through completion.

·  Maintain close liaison with appropriate members of PMT (Safety, Project Services, Quality Functional Support) and also with the Production Units, Subject Matter Experts (SME) and Global Function Organization to resolve any technical issues.

·  Gain alignment with the PMT on project engineering needs, technical definition, objectives, and requirements:

-  Participate in kick-off and periodic meetings with the EPC contractor and PMT to ensure common understanding of engineering requirements, including deliverables.

-  Provide input into project specifications, philosophies and project management system (EMCAPS) deliverables.

-  Conduct project team member briefing sessions with respect to engineering requirements and processes.

·  Closely monitors development of EPC contractor deliverables, performance and progress providing guidance and quality oversight for the engineering deliverables.

·  Assure that the Process design developed by the EPC contractor is safe, reliable and in compliance with EMCAPS, project standards and relevant industry practice.

·  Obtain necessary fluid information and oversee the development of all design compositions, as well as material and energy balances in order to obtain design cases and respective conditions.

·  Support procurement and engineering reviews of vendor packages and equipment (requests for quotation, technical bid tab reviews, vendor proposals, etc.). Also participate in factory acceptance tests (FAT) and critical inspections, as required.

·  Participate in brownfield check list preparation and related field visits, as required.

·  Support EPC Contractor in the coordination and actively participate in: project design reviews, risk assessments, hazard identification, maintainability, constructability, change management program and other activities as required by the project.

·  Authorize design alternative studies, as required, to optimize project cost and schedule.

·  Cooperate with project review teams and post audit activities with respect to contract administration and subcontracting.

·  Provide all of the engineering data (narrative, charts, graphs, etc.) required for the monthly progress report and other input requested by management.

·  Capture and communicate engineering and design lessons learned for the project.

·  Steward the EPC contractor's activities with respect to engineering execution including:

-  Ensure that all affected parties are familiar with engineering execution plans, procedures, objectives, and overall job requirements.

-  Ensure that the contractor staffs the project with adequate numbers of qualified personnel

-  Ensure that the contractor employs the appropriate process design tools, including computer hardware and software.

-  Ensure that the contractor adheres to all appropriate specifications and standards, and the deviations are properly documented.

-  Ensure that the contractor provides all contract documents, including those referred to in the job spec.

-  Reinforce the requirement for the contractor to control the work, i.e. accurate and timely progress measurement and reporting.

·  Advise the EPC contractor's engineering and design organization with respect to:

-  Compliance with the client's policies for prevention of information brokering and compliance with business standards guidelines.

-  Contractor's engineering and design procedures, processes, and deliverables.

-  Contractor's staffing, including staffing plans, and personnel suitability and adequacy.

-  Resolution of contractor's engineering claims, if any.

Required KNOWLEDGE, qualifications, skills, and experiences:

·  Technically strong. Broad and extensive knowledge of:

-  Design standards, specifications, codes, and appropriate safety.

-  Knowledge, skills and experience on upstream oil and gas facilities: equipment, flow assurance, hydraulics, fractionation, separation, gas, oil treating, simulation, hydrocarbons chemistry and thermodynamics, vent & flare systems, sour gas treating, water treating, etc.

-  Onshore /Offshore facilities design (commissioning, operation and construction desirable).

-  Experience performing engineering quality surveillance: systematic technical review of process related deliverables from EPC contractor and equipment vendors.

·  Capable to manage and coordinate higher level engineering activities

-  Engineering management, administration and controls.

-  Able to interact and lead other mechanical engineers or different engineering disciplines (Process, Civil, Electrical, Instruments and Control).

-  Ability to actively engage other organization members and lead efforts to integrate them to achieve project goals and / or solve technical issues.

·  Bachelor Degree in Chemical engineering preferable. May be Bachelor in other engineering discipline with strong formation in Process.

·  15+ years of closely related professional experience, including hands-on engineering, overseeing EPC contractors, engineering quality surveillance and working in multidisciplinary teams.

·  Strong organizational, management, and technical judgment skills.

·  Ability to adapt to tight deadlines, heavy workloads, and frequent changes in priorities.

·  Proficient in Microsoft Office suite of software programs, Lotus Notes, etc. technical software expertise (such as piping stress analysis) is a plus.

·  Read, write, and speak fluent English, especially as it applies to technical and business communications.

·  Willing and able to travel both domestically and overseas for business trips.
