E362 (Dowville Engine)
- A potential site for the engine has been chosen
- Dowville leadership may want to do further studies
- Some ground work may be needed at the proposed site
- The engine will be place in Dowville when
- The new engine E262 is in service
- Dowville responders have been vetted and trained
- It is our hope that our Dowville responders will advance, over time, to include wildland and structure firefighting certification, over the side rescue, vehicle extrication, helicopter operations, etc. However Engine 362 will enter service as a non-code 3 first responder apparatus.
Dowville Responders Will:
- Keep all department policies (Web-Site “About Us” section) including alcohol and drug policies
- Pass DMV pull notice that includes driving and criminal records checks
- NOT operate the engine as an emergency vehicle until such time as the engineer is trained, passes all tests and is issued a Firefighters Driver’s license by the DMV.
- Operate the engine as a non-emergency vehicle (Non-Code Three) that may be driven with a DMV “Class C” driver’s license with no lights or siren. It will be driven below the posted speed limit at all times. Once on scene emergency lights are to be activated to “protect the scene” and to enhance scene safety.
- Be required to pass driver training and testing lead by the HLVFD Training Officer before driving the apparatus.
- Complete a 16 hour First Responder course (equivalent to Red Cross Emergency Responder/Professional Rescuer which includes CPR, patient packaging, oxygen administration, etc.)
- Complete training on proper communications, traffic control, and inter-agency command rules/procedures (Incident Command System)
From the outset the engine and staff will function as First Responders and their services will include and be generally be limited to:
- Responding to the scene in a safe manner, under the posted speed limit and without lights and sirens
- Establish a safe scene including:
- Proper engine placement
- Establishing traffic control including emergency lights, cones, flares, stop/slow signs, etc. as appropriate
- Perform a scene overview
- Establish a Safe Scene
- Determine the number of patients
- Overall patient assessment
- Need for additional resources
- Communication with Fresno/Sierra/ambulance
- Begin basic first aid (A-B-C’s)
- Assist in getting the patient to an ambulance
