Dublin City North CYPSC

The Children and Young People’ s Services Committee of Dublin City North invites tenders from organisations/individuals to undertake the development of a Health and Wellbeing Strategic Action Plan for children, young people and families in Dublin City North.

1.0 Background and Context

Children and Young people’s Services Committees (CYPSCs) are county-level committees that bring together the main statutory, community and voluntary providers of services to children and young people (0-24 years). They provide a forum for joint planning and co-ordination of activity to ensure that children, young people and their families receive improved and accessible services. Their role is to enhance interagency co-operation and to realise thenational outcomesset out inBetter Outcomes, Brighter Futures: the national policy framework for children and young people 2014 - 2020. Dublin City North CYPSC, in collaboration with the Department of Health, Healthy Ireland, Department of Children and Youth Affairs and Pobal, are engaging in the development of a Health and Wellbeing Strategic ActionPlan (2018 – 2020) for children, young people and families in Dublin City North.Healthy Ireland is a Government-led initiative which aims to create an Irish society where everyone can enjoyphysicalandmental health, and wherewellbeing is valuedand supported at every level of society ( This local Strategic Plan will develop actions based on national policies across 3 priority areas as identified by Healthy Ireland:

1) The National Physical Activity Plan;

2) The National Sexual Health Strategy; and

3) A Healthy Weight for Ireland Obesity Policy and Action Plan.

Local actions will be established for each of these 3 priority areas, in collaboration with local stakeholders and the community, to support improved outcomes across Dublin City North.

A Health and Wellbeing Working Group will be established to oversee the development and implementation of this plan over the 3 years, under the direction of the Dublin City North CYPSC.

2.0 Aim of Research:

  • To develop a local, evidence-based 3 year Health and Wellbeing Strategic Plan for children and young people (0-24 years) and families living in Dublin City North, across the areas of physical activity; healthy eating/obesity and sexual health.

3.0 Objectives of Research:

3.1 Desktop reviews:
  • To collate relevant national and local policies and strategies including the alignment between Better Outcomes, Brighter Futures and Healthy Ireland National Policies.
  • To review national/local consultations completed with children, young people or parents related to same.
  • To compile national/local quantitativeinformation and data related to the three priority areas for children, young people and families, from available data sources.
  • Establish recommendations in relation to identified information/data gaps.
3.2 Community Participation and Engagement
  • To identify and liaise with relevant agency and school partners to inform the development of the key priority areas.
  • To consult with, where relevant and meaningful, children, young people and / or families to ascertain their views on priorities in the community.
3.3 Outputs
  • Comprehensive literature reviewincluding compilation of quantitative and qualitative information relevant to identified priorities.
  • Clear, measurable action plan over the course of 3 years involving multi-agency approach and clearly identified stakeholders.
  • Clear recommendations for implementing action plan and further research to fill data gaps/requirements.

The successful tender holder will liaise and work closely with the Health and Wellbeing Working Group of Dublin City North CYPSC.

4.0 Timeline:

This project must be completed in fullby March31st2018.

5.0 Value of Tender:

The total costing for the completion of project should be less than €10,000, VAT inclusive (subject to funding).

6.0 Requirements for Submission:

Please submit your tender application, by 12 noonon January 15th 2018 and include:

  • An overview of your research organisation/consultancy.
  • Experience of participation and action research within community settings.
  • Outline of work on similar projects and links to same.
  • Profile / CVof research personnel to be involved in the project.
  • Garda vetting processes and procedures for personnel.
  • Clear outline of the methodology and approach to the research, including consultation/engagement with stakeholders.
  • Timeline for completion.
  • A breakdown of total costing, exclusive and inclusive of VAT.
  • Tax clearance certificate.
  • Contact details of two recent professional referees who can be contacted.

7.0 Criteria and Assessment:

Each tender application will be assessed on the following:

  • Demonstrated knowledge and understanding of tender brief.
  • Proven experience in similar research and strategic plan development in community settings.
  • The quality of the methodology design and approach to the research.
  • Value for money.
  • Competence to complete the work in agreed timeframe.
